About this file

This is a Solution Concept Paper template for the DCSA Innovation Gateway Innovation Call #01, establishing the required format and submission guidelines for vendors responding to the Unified Application Access and Integration Prototype solicitation. The template prescribes specific formatting requirements including 8.5 x 11-inch pages, Calibri Light 11-point font, 1-inch margins, and single spacing, with Sections 1-6 limited to six pages total. Graphics and illustrations are exempt from format restrictions, though tables must comply with formatting standards. A glossary or acronyms list is permitted outside the page count. Proposers must complete a cover page identifying the lead organization, organization type (selected from categories including large business, small disadvantaged business, HBCU, educational institutions, or nonprofits), Federal Tax ID/EIN, UEI, CAGE Code, and NAICS Code 541512. The cover page also requires Technical and Administrative Points of Contact with full contact information, a Rough Order of Magnitude cost estimate, and certification of OTA eligibility under 10 U.S.C. 4022 regarding nontraditional defense contractor participation, small business teams, or cost-sharing arrangements.

The Solution Concept Paper must address six substantive sections: Problem Understanding (describing DCSA's operational challenge and desired end-state), Proposed Concept & Vision (one-page narrative of the unique approach and strategic value), High-Level Technical Approach (technology stack, architectural style, and development methodology rationale), Intellectual Property & Data Rights (background IP, foreground IP, and third-party dependencies), Risk & Opportunity Spotlight (identifying primary technical/programmatic risk and overlooked opportunities), and Rough Order of Magnitude (phased cost estimates and cost-share discussion). Solution Concept Papers containing proprietary data must include a disclosure statement and mark restricted sheets accordingly. The Innovation Call #01 Solution Concept Paper submission deadline is September 18, 2026 at 9:00 AM ET, with the estimated Period of Performance beginning October 15, 2026. Inquiries should be directed to Agreements Officer Daniela Garavito or Agreements Specialist Salima McCravey via email.
