About this file
This is a Solution Concept Paper Template for the DCSA Innovation Gateway, a competitive solicitation mechanism under Other Transaction Agreements (OTA) administered by the Defense Counterintelligence and Security Agency. The template is designed to standardize proposal submissions across the Innovation Gateway's four primary focus areas: Digital Transformation Enablement, Data Integration and Advanced Analytics, Cyber and Industrial Security, and Digital Workforce and Governance. Proposers must complete the template using specified formatting requirements (Calibri Light, 11-point font, 1-inch margins, single spacing) with sections limited to six pages total, excluding acronym lists and graphics.
The Solution Concept Paper requires vendors to address six key sections: Problem Understanding (describing DCSA's operational challenge and desired end-state), Proposed Concept & Vision (a one-page narrative of the innovative approach and strategic value), High-Level Technical Approach (justification for recommended technology stack and development methodology), Intellectual Property & Data Rights (licensing terms for background IP, foreground IP, and third-party dependencies), Risk & Opportunity Spotlight (identification of primary technical or programmatic risks and overlooked opportunities), and Rough Order of Magnitude (high-level cost estimates by project phase). The cover page requires submission details including organization type classification, UEI, CAGE code, NAICS code, points of contact, and OTA eligibility certifications regarding nontraditional defense contractor participation, small business teams, or cost-sharing arrangements. Proprietary data must be clearly marked and restricted from public disclosure, with restrictions noted both on the cover page and individual sheets. The template serves as the exclusive submission format for Innovation Calls published separately under the broader DCSA Innovation Gateway solicitation, with unsolicited proposals not accepted for review.
