External Oversight Committee (EOC) Subject Matter Expert (SME) Services

Biological Therapeutics Development

GENERAL INFORMATION

Title of Project:

2 Senior Advisor Consultants for the NINDS BPN -Biologics program

External Oversight Committee (EOC) Subject Matter Expert (SME) Services.

Statement of Need, Purpose, and/or Objective:

The purpose of this requirement is to procure 2 Senior Advisors [subject matter expert (SME)] in support of NIH Blueprint Neurotherapeutics Network for Biologics (BPN-Biologics) drug discovery and development programs and the associated BPN-Biologics External Oversight Committee. The NIH is seeking to procure a highly experienced executive-level, drug discovery and development 2 Senior Advisors with experience in the area of biological therapeutics to provide feedback to the NIH program leadership and technical guidance on drug discovery and development projects within the BPN-Biologics portfolio. The Contractor will serve as a member of the BPN-Biologics External Oversight Committee, which provides strategic guidance on BPN-Biologics projects and on occasion other NIH drug discovery and development programs.

Background Information:

Recent advances in biology offer unprecedented opportunities to discover new treatments for nervous system disorders. Biotherapeutic development, however, has inherent complexities with regards to characterization, manufacturing, delivery, and administration. Many academic laboratories and small business enterprises don’t have the full scope of expertise and resources needed to translate and guide their therapeutics into the clinic. For instance, all therapeutic candidates including biologics, must obtain the requisite toxicology and safety pharmacology data package and undergo regulatory review by the Food and Drug Administration (FDA). If the researchers cannot successfully navigate or overcome these hurdles, they may ultimately have difficulty attracting venture capital investment or pharmaceutical industry interest.

Building upon the success of BPN for small molecules, the NIH Blueprint for Neuroscience Research established the Blueprint Neurotherapeutics Network for Biologics (BPN-Biologics), which includes the spectrum of biologics:

· biotechnology products and biologics-based therapies (e.g., peptides, proteins)

· gene-based therapies (e.g., oligonucleotide- and viral-based)

· cell therapies, and

· other novel emerging therapies (e.g., microbial and microbiome therapies)

BPN-Biologics provides non-dilutive funding and resources for biotherapeutic drug discovery and development, from lead optimization through phase I clinical testing.

The BPN-Biologics program is dedicated to the translation of biological therapeutics towards clinical testing by supporting the discovery and development of novel and promising biotherapeutic candidates for neurological diseases. Each project is directed by a Lead Development Team (LDT) composed of the principal investigator, industry consultants hired by NIH, and NIH staff. The Lead Development Team is highly collaborative in nature and is the cornerstone of the BPN-Biologics infrastructure. The Principal Investigator and a Lead Consultant co-chair the LDT. The PI’s research team works closely with highly experienced consultants and BPN staff, holding regularly scheduled teleconferences to propose project milestones, design experiments, and review data.

The NIH National Institute of Neurological Disorders and Stroke (NINDS) oversees the EOC. The EOC typically convenes monthly via web-enabled virtual meetings and teleconference calls. Additionally, the EOC meets once per year at NIH for a day long face to face meeting and on an ad hoc basis to evaluate BPN-Biologics project specific milestones and introduction of new projects to the EOC committee. These additional meetings of the EOC are scheduled around EOC member availability and full participation in such scheduled events is expected.
