Overall Description of Project/Acquisition: AFTC is looking for a contractor to design, then build, a 53-foot Instrumentation/Test Control Special Access Program Facility (SAPF) to house equipment and personnel for the conduct of ground and flight test missions in support of mission development programs. This mobile test facility will contain an unclassified “Mechanical” area with its own access door(s) which will house power, heating/cooling, unclassified test equipment, as well as a hide-away (when mobile) telescoping antenna mast, for example. There will be a separate Vestibule Area entrance that leads to the badge-in reader for controlled access to the classified Operations Area. The mobile facility will require an ability to lift and move heavy equipment from ground-level in/out of the Operations area.

Below is purpose and listing of general design/build objectives/requirements/desires to support this request for information (RFI):

1. Purpose: Identify company(ies) capable of designing and/or building a mobile SAPF consisting of three primary "areas":

a. Vestibule - mantrap for execution of secure entry (badge-in) to Operations area.

b. Operations - Classified (TSWA-capable) Control and systems equipment rooms.

· SUT Room - equipment location for systems under test.

· Control Room - workspace location for system operators and test conduct.

c. Mechanical - Unclassified area for equipment, Power, HVAC, antenna mast, etc.

2. ICD 705 Compliance. Mobile Facility must be compliant with Intelligence Community Directive (ICD) 705, ver 1.5,1 Jul 21, SAPF Construction and Accreditation Requirements, to include accreditation documentation delivery. Guarantee that the completed unit will be ready for accreditation by customer’s accreditation authority. Under this guarantee, the manufacturer will be responsible for providing, at no charge, any modifications to the primary SAPF structure to meet accreditation for one (1) full year following delivery, along with one (1) full year of unlimited telephone support.

3. TEMPEST/EMSEC. Classified Operations Area is required to meet enhanced TEMPEST standards, now called Emissions Security (EMSEC), to ensure audio/RF signals are not transmitted outside of the secure facility.

4. General Facility Requirements/Desires

a. Provide a dedicated project management team, to include a security-cleared project manager.

b. Contractor must be in close proximity (Mountain, Central or Eastern time zones).

b. Integrated entry/exit walkways/stairs easily stored (minimal space required) for transit.

c. Complete closed-circuit TV (CCTV) system with 90-day storage of recorded video (as approved by DoD guidelines). CCTV cameras will provide 360° coverage of mobile facility exterior, which include cameras covering each entry/access door. CCTV monitors to be located in various location/areas of the facility. Cameras must be day and night capable, utilizing IR illuminators if required. Viewing distance will be determined during design phase. CCTV cable pass-through conduit will be secured in facility structure (threaded and capped at ends).

d. Radio frequency (RF) antenna and power cable pass-throughs via secured conduit (4 inch) from Mechanical to Operations area (threaded and capped both ends).

e. A standard exterior and interior color will be selected by customer.

f. Exterior roof access to allow personnel to walk on top of facility for access to antenna mast and other antennas and other equipment installed on top of facility during use.

g. Various (GPS, Radio/Comm) antenna mount(s) on roof/roofline of facility.

h. Noise abatement “feature” between SUT Room and Control Room (minimize server/rack equipment noise at system operator workstations).

i. Auto-leveling system (desired).

j. Motorized lift (e.g. Tommy Gate) to aid in movement of heavy equipment in/out of Operations Area.

5. Power

a. Must operate via shore power connection.

b. Must operate via generator power connection (alternate to shore power).

c. Conditioned to ensure a minimum of 200A with standard 240/120V 60hz.

d. Multiple grounded outlets (20A/30A) throughout interior and exterior, as required/designed.

e. Desire 220/110V 50Hz converter inside SUT Room (with multi-plug receptacle).

f. Desire 28VDC power converter with receptacles within SUT Room.

g. Desire 3-Phase 115VAC/400Hz converter with “standard” receptacle.

6. Lighting

a. LED lighting (red/white) within unclassified areas (Vestibule, Mechanical areas).

b. LED lighting with alternate rheostat lighting within SUT Room for visibility to all equipment, front and rear of racks, and its own switch/circuit.

c. LED Lighting with alternate rheostat lighting within Control Room on its own switch/circuit.

d. Exterior lighting to view surroundings up to 20-30’ from exterior of mobile facility – switches with outside and inside access. Main entry door side separate from remaining three sides (can shut off all exterior lights except for entry door side). Entry doors have separate switch/light to view combo locks on exterior.

7. Vestibule/Mantrap Area

a. 34-36” exterior entry door secured by combo lock.

b. Pre-wired for customer-provided Intrusion Detection Systems (IDS) and Access Control System (ACS) (aka: badge-in keypad panel).

c. Ability to secure and store miscellaneous items during transit (floor/wall tie-downs).

d. Switches to control exterior lights.

e. CCTV monitor to view exterior entry; camera above vault entry door visible on CCTV monitor inside Operations area.

f. Anti-skid surface texture on floor.

8. SUT Room (Operations Area)

a. 5-6 19” equipment racks (RF shielded/unshielded) installed and secured for road movement using vibration isolation mechanism. Rack install location will be identified during design phase.

b. Rubberized matting on floor in walkways.

c. Ability to secure and store miscellaneous items during transit (floor/wall tie-downs). Locations to be determined during Design phase.

d. Vault door (swings inward); for entry from Vestibule.

e. 5-drawer GSA safe with individual drawer lock (customer provided).

f. wall-mounts for up to four (4) pod/rail mounts that are 6” in diameter and 9’ long. May be secured in place for transit.

g. Monitor(s)/TV(s) as required by customer. All monitors/TVs will be managed via video switch matrix.

h. CCTV monitor to view necessary access points/doors and facility exterior.

8. Control Room (Operations Area)

a. 3-4 operator consoles/workstations: multi-monitor viewing (vibration dampened), Radio communications control panel w/headphones, secure phone port, etc. to support test conductor/operator. One workstation modified to support flight simulator equipment (joystick, throttle, monitor(s), keyboard, etc.)

b. Tables to meet customer requirements for workstation equipment.

c. Additional monitor(s)/TV(s) for observation of various test execution activities.

d. Ability to secure and store miscellaneous items during transit (wall and/or floor tie-downs). Locations to be determined during Design phase.

e. CCTV monitor to view necessary access points and facility exterior.

f. Smooth flooring to allow easy movement of desk chairs between workstations.

9. Mechanical Area (unclassified)

a. 1-2 19” racks (unshielded) installed and secured for road movement using vibration isolation mechanism.

b. Power conditioner and access to electrical breaker panel(s).

c. HVAC base unit(s) – ensure air ventilation for proper operation. Mechanical area will have its own HVAC unit to maintain minimum required temperatures within that space. Additional base unit(s) will supply heat/cold air to other areas of facility.

d. Customized Hoffman communications pass-through box to provide pre-installed connections ready to connect to existing lines such as radio (UHF/VHF), RF connectors (N-type, BNC, etc.), Coaxial, GPS, ethernet (CAT6), multi/single mode fiber, and other pass-through connections as desired by customer.

e. Red/white light options for day/night operation.

f. Equipment/built-in features off of floor as much as possible to maximize floor space.

g. Starlink broadband internet system.

h. Floor to be covered with anti-skid surface texture.

i. Pass-through ports to roof and/or side panel (various diameter).

j. Telescoping 45-60 foot antenna mast (completely enclosed in Mechanical area during transit; extends up through roof (weather-sealed) when in operation.

k. GPS antenna management…final decision made during Design phase.

· Option 1: Single input to Hoffman box, then splitters inside SUT Room

· Option 2: GPS splitter(s) in Mechanical area to multiple Hoffman box connections into SUT Room)

l. CCTV monitor to view necessary access points and facility exterior.

m. Drain holes/ports for necessary HVAC run-off/condensation and wash-out using H2O hose.
