About this file

This is a Performance Work Statement (PWS) for the Virginia Air National Guard (VaANG) Recruiting and Retention Flight Marketing Program, establishing requirements for educational lead generation and digital recruitment marketing services over a 12-month period of performance. The contractor must deliver a comprehensive marketing package to enhance targeted recruitment efforts for military-interested candidates aged 17-35 years old, with primary objectives to increase VaANG awareness among the target demographic and provide a consistent pipeline of qualified leads to the recruitment team.

The PWS specifies three core service areas: (1) Lead Generation—the contractor must provide access to a nationwide database of at least 3 million records and deliver a minimum of 485 quality leads over 12 months with a 98% or higher validity rate; (2) In-School Digital Billboards—the contractor must deploy interactive/touchscreen billboards in Bayside High School and Kempsville High School with digital advertising support, maintaining service uptime of at least 95% excluding school closures; and (3) Reporting and Performance Management—the contractor must provide monthly performance reports detailing lead volume, quality, school engagement, and advertising metrics, with attendance at monthly performance meetings at no additional cost to the Government. Key deliverables include post-award meeting minutes due within 3 business days of the meeting, database unique record validation from a third-party auditor within 30 days of award, billboard activation and placement report with photographic proof within 30 days of award, weekly lead data transfers in encrypted format, monthly campaign performance reports by the 5th business day, and a final contract summary report 15 days prior to contract end. The Government will provide digital marketing content for in-school digital billboards. The contractor must maintain data privacy compliance and protect Personally Identifiable Information in accordance with applicable regulations, designate a Contract Manager with full authority over daily operations, and identify all contractor personnel as such to avoid confusion with Government employees. The solicitation indicates a sole-source award intent to EAB Global, Inc., based on exclusive in-school access and proprietary lead generation capabilities.
