About this file
This is a Justification and Approval (J&A) document from the Naval Surface Warfare Center Indian Head Division for other than full and open competition for energetic initiators. The J&A approves a sole source contract award to Pacific Scientific Energetic Materials Company for fabrication, acceptance inspection, and delivery of initiators used in the GQM-163A Target and MK 70 Booster programs.
The document cites 10 U.S.C. 2304(c)(1) as the statutory authority, stating Pacific Scientific is the only approved source for these initiators. Qualifying a second source would cause production delays and cost approximately $[redacted] with no expected competition recovery. A sources sought notice was posted on SAM.gov on July 27, 2022 and the requirement was synopsized on beta.SAM.gov on October 12, 2022, with no responses received. The contract will be for FY23 with no options, and the Contracting Officer has determined the costs will be fair and reasonable. Test and evaluation fleet customers include AEGIS, CG, LSD, LCS and DDG Mods, LHA-8.
