About this file

This is a Justification and Approval (J&A) document for a sole source procurement by the Department of the Navy, Naval Supply Systems Command, Weapon Systems Support (NAVSUP WSS).

The contract action involves awarding a sole source, indefinite quantity, requirements contract with a five-year ordering period and no option periods to procure spares, repair, overhaul, modification, and repair summary data analysis reports for logistic and supply change risk items supporting the F/A-18 aircraft and the F/A-18 E/F Super Hornet and EA-18G Growler APG-79 Active Electronically Scanned Array (AESA) Radar System. The procurement includes 103 total items comprising 54 repairs and 49 spares, plus Failure Repair Data (FRD) Contract Data Requirements Lists (CDRLs) for the F/A-18 customer. Foreign Military Sales (FMS) customers include Australia, Canada, and Kuwait. Funding is provided through Naval Working Capital Fund (NWCF), FMS case funds, and FRD CDRLs from applicable NAVAIR Lines of Accounting. The contracting officer has determined fair and reasonable pricing for the supplies.

The justification for sole source procurement under 10 U.S.C. 3204(a)(1) and FAR 6.302-1 is based on the Original Equipment Manufacturer holding over 20 years of experience as the only authorized repair and manufacturing source for the APG-79 AESA Radar System, possessing proprietary data rights and unique expertise, facilities, and test equipment. The sole designer, developer, and integrator of the F/A-18E/F and EA-18G AESA radar system has not provided proposal information for full technical data package competition. Only the approved repair source can provide necessary FRD reports. Market research via the System for Award Management identified no alternate qualified sources, and no Source Approval Requests have been received from interested parties. The Senior Procurement Executive of the Navy approved this procurement on June 20, 2023.
