U. S. International Boundary and Water Commission (USIBWC) Nogales International Wastewater Treatment Plant (NIWTP)

Scope of Work (SOW)

Laboratory Services for Crude Glycerin Testing

I. BACKGROUND

The Nogales International Wastewater Treatment Plant (NIWTP) utilizes crude glycerin as a carbon source for the aeration basins. The crude glycerin is delivered on a weekly basis to the plant and the NIWTP requires lab analysis on samples of the crude glycerin delivered to verify the percentages of fat, glycerol, chemical oxygen demand and ash. The data is used to assess and monitor glycerin quality to ensure that the proper amount of carbon is supplied to the aeration basins. Poor quality glycerin leads to inefficient operation of the aeration basins and may lead to sanctions by the state of Arizona for violations of the operating permit parameters.

II. SCOPE OF WORK

The Contractor shall furnish all labor, materials, supplies, equipment and personnel to perform laboratory services for the samples provided by the NIWTP personnel to the contractor’s designated laboratory(s). The test method shall be HPLC (high pressure liquid chromatography) using a Refractive Index detector (HPLC/RI). The reports at a minimum shall contain percentages of fat, glycerol, chemical oxygen demand, and ash.

Samples will be collected and shipped to the laboratory by NIWTP personnel. The estimated number of samples ranges between once per month up to once per week.

The Contractor shall be responsible for compliance with Federal, State, and local regulations governing: 1) the analysis and proper disposal of contaminated or potentially contaminated product and associated materials; 2) the appropriate record keeping, documentation, notification, and reporting requirements associated with laboratory procedures and data generated from the analyses; and 3) safety and health to protect its workers, the public, and the property of others.

Neither the Contractor nor its representatives, (including but not limited to subcontractors), direct or indirect, will release or publish any laboratory results or other information derived from the work performed under this contract without specific written approval of the Contracting Officer

(CO).

Laboratory test results for each test shall be provided to the COR in the form of a report as soon as results are finalized. The laboratory results/report shall be submitted to the COR via e-mail

III. PERIOD OF PERFORMANCE: The contract is for one (1) base year and four (4) option years. The Contractor shall complete the requirements under this scope of work within the time frames listed below:

BASE YEAR for Line Item 001 – October 1, 2020 through September 30, 2021.

OPTION YEAR ONE for Line Item 002 – October 1, 2021 through September 30, 2022 OPTION YEAR TWO for Line Item 003 – October 1, 2022 through September 30, 2023 OPTION YEAR THREE for Line Item 004 – October 1, 2023 through September 30, 2024

OPTION YEAR FOUR for Line Item 005 – October 1, 2024 through September 30, 2025

IV. INVOICING: Invoices shall be submitted monthly via e-mail to invoices@ibwc.gov with a copy to the CO and COR detailing dates and number of tests completed during the invoice period.
