DAVIS MILL
TIMBER SALE
Eglin AFB, FL September 2022
STATEMENT OF WORK
FOR
DAVIS MILL TIMBER SALE
1. The contractor shall provide all management, tools, supplies, equipment and labor necessary for timber removal services at Eglin Air Force Base, Florida. This sale consists of harvesting all merchantable sand pine trees. There are two harvest units under 1 Contract Line Item Number (CLIN). The CLIN consists of 222 acres and contains approximately 10,740 tons of pine timber.
Bidders are encouraged to visit the site and cruise the timber prior to submitting their bid.
Timber will be sold on a lump-sum basis where the winning bidder pays 100% of the bid price at the start of the contract.
Timber to be sold is located within harvest units 22N01 and 22N03. The harvest units are located in an area open to the general public. See attached maps, dated August 2021 for the location in Walton County on Eglin AFB, Florida. Detail maps and more specific cruise data may be obtained from the Natural Resources Branch, 107 HWY 85 North, Niceville FL 32578.
1.1. BASIC SERVICES.
a. Contractor is required to comply with Florida Best Management Practices (BMP’s) for silviculture to protect and maintain the State’s water quality, during all activities.
b. All merchantable Sand pine trees in the sale area under this contract shall be cut and removed by the contractor in such a manner that result in the least possible damage to residual trees. Previously reforested areas are not to be used for roads, loading areas, or otherwise disturbed in any manner by the Contractor's operations.
c. A limbing gate may be used at all sale areas.
d. The location of all loading decks must be pre-approved by the Contracting Officer or their representative and shall be located within the boundaries of specific work areas, a minimum distance of 200 feet from any major road, and a minimum of 100 feet from any watercourse. The Contracting Officer’s representative may give approval for locating loading decks outside of specific work areas if it becomes necessary.
e. Trees lodged during felling shall be pulled down immediately by the operator.
f. Contractors are warned that timber may contain metal.
g. Stumps shall be cut as low to the ground as possible and no higher than 6 inches above ground.
h. All logging debris shall be removed by the Contractor to a minimum distance of 10 feet from all improved grounds, right-of-ways, roads, fences, bridges, culverts, streams and other similar type areas. No slash or other logging debris shall be deposited in streams and/or on roads. All slash and logging debris should be scattered to the greatest extent possible and not within the drip-line of any residual longleaf pine, if possible.
i. Roads used by the contractor for access to sale areas must be pre-approved. The Contractor shall use existing roads and bridges; however, the Contracting Officer or his representative prior to establishment and utilization may approve construction of secondary logging roads.
j. Existing roads, bridges, culverts, fences, and other improvements will be maintained by the contractor. Roads, bridges, culverts, fences damaged by operations of the Contractor shall be repaired or replaced as directed by the Contracting Officer or its representative at the expense of the Contractor. Repaired or replaced items shall be in a condition as good as existing items prior to the start of the work.
k. The Contractor or his employees while on the Eglin Reservation shall make no fires of any type at any time. All fires observed by the Contractor or his employees shall be reported to the Natural Resources Branch, Telephone (850) 882-4164, as soon as possible.
l. Dumping, disposing, storing or littering of any form (garbage, refuse, oil cans, tires, equipment, etc.) is prohibited on the Eglin Reservation. Violation of this prohibition may render the contractor liable for damages for failure to protect Government buildings, equipment and vegetation under other provisions of this contract.
m. The maximum allowable speed for any motor vehicle on the Eglin Reservation is 45 miles per hour on numbered paved roads and 35 miles per hour on other numbered roads, unless otherwise posted. However, Contractor vehicles shall not be driven at a speed greater than that which is reasonable and prudent under existing road, weather, vehicle, and traffic conditions.
1.2. TIMBER DESIGNATED FOR REMOVAL. All Sand pine trees 5.0 inches in diameter and larger, measured 4 ½ feet from ground level, within the designated harvest units are considered merchantable. Orange paint along the perimeter indicates the boundary for harvest areas. Red Cockaded Woodpecker cavity trees are to be protected, see paragraph entitled "Endangered or Threatened Species".
1.3. UTILIZATION REQUIREMENTS. All trees designated for removal shall be utilized to the greatest extent possible.
1.4. LOGGING CONDITIONS. Sale areas are located in sandhills. Haul roads in the vicinity of all sale areas are unimproved or semi-improved, sand based, and may become difficult to travel. The Government cannot guarantee road maintenance. Perform all work in strict accordance with the highest safety standards and applicable codes in order to eliminate the possibility of damage to installed machinery, equipment and building structures.
1.5. ACCESS TO CLOSED AREAS. Prior to entering a “closed area” contact Joint Test and Training Operations Control Center (JTTOCC) at telephone (850) 882-5800.
1.6. PERIOD OF CONTRACT. Harvest unit shall be completed within 365 days of contract signing. The Contractor shall notify the Natural Resources Division, either in person or by telephone (850) 882-4164 or Phil Carter at 883-1129 before starting and upon completion of work under this contract.
1.7. COMMUNICATION CLAUSE. Contractor will ensure logging crews maintain two way communications with Eglin Contracting Officer Representative and JTTOCC by providing cell phone numbers for all logging crews prior to any logging crew starting work. The Contractor or any subcontractor shall stay in communication with the contract representative at all times while working on Eglin Reservation. In the event the area is need for military mission the contractor may be told to leave with short notice.
2. SERVICE DELIVERY SUMMARY.
The Contracting Officer or his representative may inspect the Contractor's weight scales, certification, and measuring procedures on an unscheduled basis throughout the contract period.

3. GOVERNMENT FURNISHED PROPERTY AND SERVICES
4. GENERAL INFORMATION.
4.1. CONTRACTOR REPRESENTATIVE
a. The Contractor shall have a representative readily available on site that is authorized to receive instructions regarding performance under this contract. The Contractor shall submit the representative's name to the Natural Resources Branch prior to start of work and update it as changes occur. The Contractor shall provide a mobile telephone for each work crew and it must be operational for communicating with government officials during contract performance.
b. The Contractor and authorized representative shall assemble all personnel for an on-site briefing prior to start of work under this contract.
4.2. PAYMENT
a. Payment for this sale will be on a lump-sum basis, where the winning bidder pays 100% of the bid price at the start of the contract
4.3. REMOVAL REPORTS. The Contractor shall maintain a tally on all timber/products removed under this contract. The Contractor shall submit a weekly Removal Report to: Natural Resources Branch, 107 HWY. 85 N, Niceville FL 32578. The initial Removal Report shall be submitted within 14 days after the completion of the first week’s timber removals. A final Summary Removal Report of all timber removed shall be submitted with the last weekly Removal Report. In the Summary Report the Contractor shall certify that the total tonnage is the amount removed under this contract. The weekly Removal Reports shall show the following information:
(1) Contractor's name
(2) Contract number
(3) Date of report
(4) Period covered by report
(5) Report by Product
(6) Total net tons removed for the period covered
4.4 DELIVERY TICKETS
a. Each load of pine timber removed shall be measured by weight scales currently certified correct by the Division of Weights and Measures of the state in which they are located. The Contracting Officer may request documentation that the weight scales utilized are currently certified correct. Each weight ticket shall show the following information:
(1) Location of weight scales.
(2) Delivery destination (if different from location of scales).
(3) Weight ticket number.
(4) Date and time of delivery.
(5) Contract number.
(6) Gross, tare, and net weight of load.
(7) State license tag number of haul vehicle or trailer.
(8) Harvest Unit Number
Volume shall be expressed in tons (2,000 pounds = l ton) as the basis for payment. Weight scale tickets and reports shall be verified by an authorized representative of the Natural Resources Division before the calculations are accepted by the Government. Tonnage figures for payment must be based on net weight indicated on weight scale tickets. Deductions from net weight will not be accepted.
b. The Contracting Officer or his representative may inspect the Contractor's weight scales, certification, and measuring procedures on an unscheduled basis throughout the contract period.
4.5. PREPERFORMANCE BRIEFING. The Contractor shall submit to the Contracting Officer, before or during the pre-performance briefing, the following:
a. A list of all haul vehicles or trailer numbers identified by state license tag numbers. This listing shall be kept updated and current as changes occur during the contract period.
b. Evidence of General Liability and Property Damage Liability Insurance, in the amounts specified in the contract. The document MUST reference subject contract number.
c. Stumpage payment and performance bond according to contract requirements will be presented in separate checks.
4.6. INSPECTION AND ACCEPTANCE. The Chief, Natural Resources Branch, Eglin Air Force Base, Florida is designated the representative of the Contracting Officer for the purpose of surveillance and acceptance of performance under this contract. This designation does not include authority to direct or authorize the Contractor to make changes in the scope or terms of the contract without written authority of the Contracting Officer.
4.7. SECURITY/SAFETY REQUIREMENTS. The contractor shall observe all security and safety regulations presently enforced at Eglin AFB. All work shall be in accordance with all Occupations Safety and Health Act (OSHA) standards and Air Force Occupations Safety and Health (AFOSH).
4.8. WARNING - HAZARDOUS CONDITIONS AT SITE
a. Notice to Contractor: The site, entrance routes or adjacent areas to the site at which you and your employees and your subcontractors will be working have been used by the Air Force as an ammunition testing range. There exists a possible danger to persons and property from unexploded weapons in and on the ground. Live bombs, missiles, and other explodable ordnance material may be embedded or partially embedded in the trees or soil. In no event should you or your employees, or your subcontractors or their employees, attempt to remove or otherwise tamper with such material or objects. Removal of such items from the site by unauthorized persons is considered misappropriation of Government property, and may be subject to penalties under law. However, more important is the potential serious or fatal injury to the individual.
b. The Contractor shall, during the performance of work under this contract, stop work in the immediate area if employees, subcontractors or their employees encounter any of these munitions, or other unidentifiable objects which resemble ordnance material. The Contractor shall stop work in the immediate area, report such encounter to the Contracting Officer or his representative by the most expeditious method, advising him of the exact location and description of the object, and then proceed as directed. The Contractor shall bring this warning to the attention of each one of his employees, and to each subcontractor and his employees, who will be working at the site.
c. At the conclusion of the pre-performance briefing, the Contractor will be required to ensure and signify on an appropriate form that all employees have viewed or will view the UXO brief video showing the existence, or possible existence, of hazardous munitions items, and that he agrees to brief his employees and any subcontractors on the contents of this clause.
d. For the safety of the Contractor during the period of this contract, operations may be restricted by the Contracting Officer or his representative due to military mission requirements.
4.9. ENDANGERED OR THREATENED SPECIES
a. Protection of endangered or threatened species:
The Natural Resources Branch will identify all endangered or threatened species that may be affected by contractor operations during the performance of this contract during the pre-performance briefing. Their known locations and procedures for protecting the endangered or threatened species will be provided at the pre-performance briefing. Below is a non-exhaustive list of endangered or threatened species found on the Eglin Reservation and some of the procedures for their protection. Notwithstanding other species and procedures identified in the pre-performance briefing, the Contractor must adhere to the following procedures in all contracts for the sale and removal of timber.
(1) Red Cockaded Woodpecker
(a) All Red Cockaded Woodpecker cavity trees marked with a band of white paint shall not be cut or damaged.
(b) Trees shall not be cut, removed or otherwise disturbed within 200 feet of any Red Cockaded Woodpecker cavity tree unless first coordinated with the Natural Resources Branch.
Additionally, the contractor shall ensure that a representative of the Natural Resources Branch is present during performance within 200 feet of any Red Cockaded Woodpecker cavity tree.
(2) Okaloosa Darter
(a) The contractor shall not perform any logging activities, including transportation, within 150 feet of any Okaloosa Darter stream unless first coordinated with the Natural Resources Branch.
(b) The contractor shall use logging techniques that will prevent soil erosion into Okaloosa Darter streams on slopes adjacent to such streams.
b. Endangered or threatened species found on the Eglin reservation:
The contractor shall ensure that any action taken by the contractor or any subcontractor is not likely to jeopardize the continued existence of any endangered or threatened species or result in the destruction or adverse modification of the habitats of such species. Violation of this prohibition may render the contractor liable for damages under the provisions of the Endangered Species Act of 1973, as amended or comparable Florida state statutes. Federal listed species and Florida listed species known to exist over the Eglin Reservation are as set forth below. This list is subject to change as necessitated by federal or state regulations and is not to be construed as exhaustive.

4.10. CULTURAL SITE PROTECTION. The Contractor or his personnel shall not disturb cultural sites, such as abandoned home places, cemeteries and/or Native American sites or items of antiquity associated with them. Cultural Resources survey’s are ongoing and may not be completed at time of contract award. The Government reserves the right to exclude areas of historical significance. Cultural sites will be clearly identified by the Government and indicated by the Contracting Officer’s representative at the on site briefing. Cultural Sites are to be completely avoided during harvesting operations. Contractor will be held liable for damage to identified sites.

DEFINITIONS
Closed Areas - Areas where tests and missions are scheduled or conducted and access is restricted to authorized individuals.
Endangered Species - Any species, which is in danger of extinction throughout all or a significant portion of its range and designated as such by the United States Fish and Wildlife Service.
Merchantable - Trees of a size and quality suitable for marketing and utilization as a number of wood products, including: sawtimber, pulpwood and poles.
Naval Stores "Faces" - A defect on the surface of a tree from a previous turpentine extraction operation, which may contain embedded metal.
Red Cockaded Woodpecker Cavity Tree - Any living species of pine, except sand pine, 65 years or older, in which a cavity has been completed or is being constructed by a Red Cockaded Woodpecker, which may or may not have open resin wells.
Seed Tree - Appropriately marked trees reserved in a timber harvesting area to supply seed for natural regeneration.
Leave tree – Tree left standing after timber has been removed in a harvesting unit.
Threatened Species - Any species that is likely to become an endangered species within the foreseeable future throughout all or a significant portion of its range and designated as such by the United States Fish and Wildlife Service.
UXO – unexploded ordinance.
Wildlife Leave Tree - are those tree/shrub species to be left which are determined beneficial to wildlife.
