About this file
This is a comprehensive technical specifications document for the Heart Butte Dam Safety of Dams Modification project located near Elgin, North Dakota, issued by the U.S. Department of the Interior Bureau of Reclamation. The specifications detail a complex civil engineering project with an estimated construction duration spanning multiple years with dewatering/unwatering operations planned across four phases.
The work includes extensive geotechnical and structural construction activities: dewatering and unwatering system design and operation; temporary cofferdam and channel crossing construction; jet grouting for cutoff walls and treatment zones beneath the spillway/outlet works conduit; backfill grouting operations; concrete demolition and hydro-demolition; chemical grout repair of existing joints and cracks; excavation of embankment and foundation materials including a deep filter trench requiring specialized shoring systems; embankment construction with multiple fill zones (Zones 3-6); riprap placement; filter blanket installation; new piezometer and embankment measurement point installation; drain pipe systems; and comprehensive site restoration. The contractor must furnish and operate dewatering equipment including deep wells and temporary observation wells; design and install temporary shoring systems for deep excavations; provide temporary housing for up to 12 workers; furnish onsite video monitoring systems; and maintain a full-time onsite safety professional and certified industrial hygienist. Payment terms include unit prices for excavation, compaction testing, and material placement, plus lump-sum prices for mobilization, equipment provision, cofferdam work, jet grouting, and shoring system design and construction. The RFP is expected to be issued around April 10, 2026, via Sam.Gov under FAR Part 15 procedures with award as a firm fixed-price contract.

R. The spillway channel excavation and remediation shall not begin until jet grouting operations outside the conduit are complete and the jet grouting treatment zone achieves the specified compressive strength.
S. Place compacted fill to a minimum depth of 5 feet above top of the conduit before allowing any construction equipment and vehicle travel across the top of the conduit.
Refer to Section 01 56 10 – Protection of Existing Spillway Conduit and Stilling Basin for requirements.
T. After installation of the jet grouting treatment zone beneath the conduit is completed, construction equipment and vehicle travel over the conduit is not permitted until the conduit repair has been completed and concrete achieves the specified compressive strength.
U. The deep filter trench excavation and shoring shall not begin until all jet grouting operations are completed and accepted.
V. Phase III dewatering system and approved, Contractor-designed unwatering system including unwatering of the spillway stilling basin shall be installed prior to beginning deep filter trench excavation. Groundwater levels shall be monitored prior to beginning deep filter trench excavation. Refer to Section 31 03 33 – Removal and Control of Water and Section 31 23 18 – Excavation of Deep Filter Trench and Shoring for requirements.

– Cofferdam Construction and Temporary Channel Crossing.
C. For construction activities adjacent to the spillway stilling basin, discharge channel and within the spillway/outlet works conduit, based on the agreed upon schedule for the work, the Government will draw down the reservoir to a reduced pool level by August 1st in the second construction season and restrict outlet works releases until the following spring.
D. In the third construction season, the Government will draw down the reservoir to a reduced pool level by July 1st and restrict outlet works releases until the following spring.
E. After the third construction season is completed, the Government will resume normal reservoir operations.
F. Outlet works releases after August 1st of the second construction season and after July 1st of the third construction season may be required to control unexpected large inflows to prevent uncontrolled spillway release during construction. Refer to Sections 01 14 12 – Work Restrictions and 31 03 10 – Care of Reservoir Releases During Construction.
G. Based on the historical reservoir inflow data and operation records, no uncontrolled spillway releases are expected from November 1st to December 15th, and low likelihood of uncontrolled spillway releases from December 15th to January 15th.
H. Historic Heart Butte Reservoir elevation data are provided in Section 51 00 20 – Historic Reservoir Elevations for informational purposes only.
