Project Forest Products Laboratory – Building 49 Fire Hydrant Replacement
General Information
1.0 Scope of Work
The project includes replacement of a broken fire hydrant at the North end of the Forest Products Laboratory campus.
2.0 Background
The fire hydrant near FPL Building 49 was broken during snow removal operations. This project will replace the hydrant down to the local isolation valve.
Contractor Requirements
3.0 Technical Requirements / Tasks
A. Furnish and install new fire hydrant to match existing hydrants at Forest Products Laboratory and meet City of Madison specifications.
a. Include excavation, ditch box, and hydro vac labor.
b. Match Waterous Pacer 5-1/4”.
c. Replace standpipe to isolation valve connection.
d. Replace breakaway linkage and shutoff valve below frost line.
B. Backfill with clear stone, topsoil, and restore grass with seed and straw blankets.
4.0 Construction Requirements
a. As a general rule, match the quality and appearance of existing construction at areas of patching or repair work. The “work” or “project requirements” as defined herein is generally described but not necessarily limited.
b. The site of the work is the USDA Forest Service, Forest Products Laboratory located at One Gifford Pinchot Drive in Madison, Wisconsin, 53726. Contact Frank Morris, Contracting Officer’s Representative, at (608) 231-9338 to make arrangements for a pre-proposal site visit.
c. Construction debris shall be hauled off the site to an approved landfill, and shall be disposed of by the Contractor. The contractor is encouraged to recycle or re-use to the maximum extent possible, any materials removed under this contract.
d. Temporary Facilities: The Contractor shall be permitted to use Government electrical power, water, and restrooms at no cost. However, the contractor must make any required temporary connections to Government provided utility systems.
e. Protection and Restoration: The Contractor shall protect all existing structures and features during the progress of the work; shall remove from the site all debris and unused materials; and shall, upon completion of the work, restore the site as nearly as possible to its original condition, including the replacement, at the Contractor's expense, of any structure, facility, landscaping, or feature which has been damaged.
f. Safety
i. The Contractor shall assume full responsibility and liability for compliance with all applicable Federal, State, and local regulations pertaining to the protection of workers, visitors to the site, and persons occupying areas adjacent to the site, including the provisions of 29CFR1910 and 29CFR1926 of the Code of Federal Regulations. The Contractor shall hold harmless the Government for failure to comply with any applicable safety or health regulations on the part of himself, his employees, or his subcontractors.
ii. Provide and maintain a basic first aid kit for use of workmen. Provide first aid supplies commensurate with size of project, with items necessary for first aid treatment of all injuries. Advise all workmen of the location of first aid supplies.
iii. Post telephone numbers of nearest hospital or ambulance service and fire station in conspicuous location. Advise all workers of location of telephone numbers
iv. Provide at least one nonfreezing-type fire extinguisher in each field office, workshop, and storage shed at the work site. Place in a location readily accessible to workers.
g. Means and Methods
v. Means and methods of construction shall be such as the Contractor or subcontractors may choose; subject, however, to the Contracting Officer's right to reject means and methods proposed which:
1. Constitute a hazard to the work, persons, or property.
2. Will not produce finished work according to the terms of the contract.
3. Are contrary to specified means or methods included in the contract.
vi. The right to reject means and methods of the Contractor or subcontractor shall not be construed or interpreted as acceptance of control of means and methods by the Contracting Officer.
vii. The Contracting Officer's approval of means and methods or failure to exercise right to reject means and methods shall not relieve the Contractor of the obligation to complete the work required by the contract.
viii. Total responsibility for control of all means and methods lies with the Contractor for all work.
h. Work Hour Limits
i. On-site construction activity will be limited to the hours between 6 a.m. and 6 p.m., Monday through Friday, unless the Contracting Officer approves other hours, in writing. Construction shall not be allowed on Saturdays, Sundays, or Government holidays without prior permission from the Contracting Officer.
ii. The Contractor shall conduct activities so that interference with Government employees working at the site shall be minimized.
i. Submittals
i. Submit to the Government for approval, shop drawings, manufacturer’s literature, cut sheets, samples, or other product information for each significant material component or assembly used during construction.
ii. Send submittals in electronic form, via email or web-based file transfer system for submittal tracking.
iii. Physical samples of materials, when requested by the Specification Section, shall be mailed to the Government for review, with images of samples submitted electronically.
iv. Submittals which are received from sources other than through the Contractor's office will be returned "without action."
v. Accompany submittal with Transmittal Form or Cover as specified below.
1. Physical Submittal Requirements:
a. Preparation of Submittals: Provide permanent marking on each submittal item to identify project, date, Contractor, subcontractor, submittal name, specification Section number being referenced, and similar information to distinguish it from other submittals. Show Contractor's executed review and approval marking.
b. Submit transmittal and image of sample electronically as indicated below.
2. Electronic Submittal Requirements:
a. Submit an individual file for each submittal in PDF format.
b. Preparation of Submittals: Provide marking on each submittal to identify project, date, Contractor, subcontractor, submittal name, specification Section number being referenced, and similar information to distinguish it from other submittals. Show Contractor's executed review and approval marking.
c. At the Contractor's option, a cover page with the required information and written commentary may be provided on the condition that it is integral to the individual file being submitted
vi. The Government shall be allowed up to fifteen (15) business days to review each submission, prior to returning to the Contractor for action or installation.
vii. Non-equipment/material submittals include a progress schedule, schedule of values for progress payments, site safety and health plan, warranty information, operation and maintenance manuals, and project record documents.
j. Labor and Materials
i. Manufacturer's printed instructions covering details of installation shall be followed where not in conflict with these specifications. If there is a conflict, submit notification and obtain approval before proceeding.
k. Proposed Schedule
i. Provide a Gantt chart or precedence diagram to detail construction activities required for completion of the project. Include proposed time frames and durations for shutdowns, outages, milestones, and all significant work activities.
ii. Closely coordinate all work with the COR so adequate notice is given (at least one week) for shutdown of any utilities or other building feature. Allow the Government one week notice for any shutdown or outage.
iii. The Government has final authority on shutting off any utilities and may reject the Contractor’s proposed schedule at any time. Work that has not yet begun, and that can reasonably be delayed or rescheduled, may be rescheduled for the convenience of the Government based on research priorities.
l. Schedule of values: provide for approval a proposed schedule of values used for monthly progress payments. Include line items for all significant items of work and delineate work items by the CSI format. The schedule of values shall be in enough detail, including quantities and units, such that construction progress can be easily translated to the schedule for partial payment of incomplete work items, as well as those work items that are finished.
m. Project Coordination and Meetings
i. Prebid Meeting will be held. Coordinate prebid meeting with the COR.
ii. Coordinate scheduling, submittals, and project work to assure efficient and orderly sequence of installation of interdependent construction elements.
iii. Preconstruction Conference: The Contracting Officer will schedule a preconstruction conference after contract award, which the Contractor will attend.
iv. Progress Meetings: Schedule and administer on-site meetings at weekly intervals to review the work schedule for the following two weeks. Attendance: Job superintendent, COR, and as appropriate, Contractor's employees. Include the following topics for the agenda at each meeting:
1. Review of work progress
2. Field observations, problems, and decisions
3. Review of submittals schedule and status of submittals.
4. Project progress schedule
5. Planned progress during succeeding two-week work period
n. Final Inspection
i. The Contractor shall request a final inspection in writing at least three (3) days prior to the anticipated date of completion.
ii. Work will not be considered ready for final inspection until all the work has been completed and the Contractor has certified that all items are properly operating and in strict compliance with all contract terms and conditions.
iii. The Contractor or his project supervisor shall be at the job site during the final inspection.
iv. Cleanup: The Contractor shall clean the building and site, and shall remove from the site all construction debris and excess/stockpiled material.
o. Final Payment: final payment will not be made until all contract requirements are fulfilled, including satisfactory completion of any punch list items identified during the final inspection and submission of final release of claims by the Contractor

6.0 Security Requirements
Contractor will be provided one facility access card for the duration of the project. Coordinate with Research Facilities Engineering staff.
