If so, will the Government provide estimates and/or historical travel days required in performance of this PWS? 1. While the PWS states that approved contractor travel will be reimbursed per the JTR, is the labor associated with this travel time to be included in the contractors' FFP contract? Yes, labor for travel should be included in the FFP rate. Travel time is not considered as an instructional unit to be direct charged.

| Make-up of lost training may be accomplished at the discretion of the scheduling authority. If make-up training is not provided by the Contractor, a report of negative performance shall be documented in CPARS. | If the contractor is prepared to provide make-up of lost instruction and the scheduling authority does not accept that opportunity, why would the contractor's CPAR then be negatively impacted? | Instruction hours scheduled but not completed by the contractor at the scheduled time due to reasons attributable to the contractor's failure to fulfull CIS requirements are considered deficient; for this reason the Government does not bear obligation to reschedule hours to facilitiate make-up of Lost Instruction. Additional clarification has been added to PWS para. 4.6 and will be provided with RFP. | ||||||
