MDBC OMLS & Collocation Services SoW

Statement of Work for

For Fiber Operations, Maintenance, and Locating Services & Collocation Services

FY22 – FY27

1.0 Background:

The Atlantic Test Ranges (ATR) of the NAWCAD provides the open air range (OAR) environment in support of the Navy’s principal Research, Development, Test & Evaluation for Naval aircraft, engines, avionics, aircraft support systems and ship/shore air operations, fleet readiness training and experimentation. The ATR designs, develops, integrates, installs, maintains and operates all test range instrumentation, communications and digital data gathering and handling equipment at Patuxent River and remote sites. Range instrumentation includes acquisition, surveillance and tracking radar, special purpose electronic combat emitters, video graphic and photographic instrumentation, laser tracking systems and optical tracking systems. ATR provides flight test control and range safety functions, provides Mid-Atlantic Area Frequency Coordinator services and coordinates Patuxent River special-use airspace.

ATR manages over 2,100 square miles of restricted airspace from surface up to 85,000 feet in the Chesapeake Test Range operating areas, which consist of selected targets and airspace covering regions over the Chesapeake Bay, Maryland, Delaware and Virginia. Additional air and sea space is available in the Atlantic Warning Areas, located east of the Delmarva Peninsula over the Atlantic Ocean. Scheduling these offshore warning areas, where support is typically provided, expands that area to over 50,000 square miles. To accomplish this ATR maintains a partnership with NASA’s Wallops Flight Facility (WFF), located on Virginia’s Eastern Shore. The Wallops airfield provides target launch facilities, refueling capabilities, and a communications and telemetry relay back to the ATR Range control room for easy data exchange and test monitoring. By partnering with NASA at Wallops, ATR effectively extends its range capabilities well out into the Mid-Atlantic operating areas. The WFF launch site provides supersonic target services for fleet training and RDT&E of naval weapons systems. ATR provides technical support and on-site program coordination for the scheduling and operation of East Coast aerial and surface target presentations.

The ATR relies on its communications infrastructure and facilities to successfully and safely accomplish its mission.

Currently, ATR operates and maintains a Digital Microwave Data Link System (DMDLS) between Pax River and NASA WFF to transport video, voice and data. The DMDLS is a core and critical system allowing the NAWCAD to test the Navy's best and newest aircraft and surface combatant weapon systems. The continuing evolution of ever more capable digital range and aircraft systems continues to expand the need for higher capacity data networks. The current DMDLS is operating at capacity with ever increasing bandwidth demands. Expansion of its capabilities in the microwave domain, while feasible and economical in the short term, is ultimately self-limiting due to the finite microwave radio spectrum available for these types of systems. Significant long-term growth of this kind of capability can only be sustained by using fiber optic technologies. Meeting and sustaining future core range requirements requires investment in technologies with long-term growth potential and superior performance capabilities. To meet the increasing data bandwidth requirements NAWCAD/ATR intends to install a Fiber Optic based communications network system between NAWCAD Patuxent River and NASA WFF and the NAVSEA test facilities also located there.

NAWCAD (Naval Air Warfare Center Aircraft Division) and Maryland Broadband Co-operative (MdBC) entered into an agreement (N00421-08-2-0001) for the deployment of technology supporting infrastructure; specifically world-class broadband network across the rural communities of Eastern, Southern and Western Maryland. A portion of the fiber optics network footprint that MdBC was working to establish was identical to that of the Navy (e.g. Pax to WFF). The work accomplished in phases, finally finished in 2019.

2.0 Scope:

To maintain fiber lines from Patuxent River to points south and east of the base for continued connectivity for ART Department flight test and evaluation missions to include the following sections:

• The section from the 0-Man Hole at Webster Field via Villa Road, Point Lookout Road, Trapp Road, Three Notch Road and terminating at Cedar Point Road, Gate 2 of the Patuxent River NAS, including associated laterals off Three Notch Road. Laterals include:

o St. Jerome’s Neck Road to Holly Point Road o Bay Forest Road to Facility o Tippett Road to Facility o Poplar Ridge Road to Tower

• The section from Gate 2 of the Patuxent River NAS to the 0-Man Hole at the Wallops Island Space Flight Facility, Wallops Island, Virginia; including spur to Fairmount Tower in Westover, Maryland.

• Collocation Services:

o Asset: One (1) rack space and primary power within a communication POP shelter.

o Optic Cable Network between Cambridge, Maryland and the Patuxent River NAS, assuming fibers are maintained.

CLIN 0001: Operations and Maintenance/Locating Services (RDT&E MRTFB Institutional ONLY)

The proposed O&M/Locating services (OMLS) for the NAWCAD Fiber Optic Network includes the following:

The contractor, as part of its program for maintaining and locating its own assets, will monitor and maintain important sections of which are uniquely and individually proximate to the NAWCAD Fiber Optic Cable Network under the Patuxent River and Chesapeake Bay, will receive all Miss Utility excavation tickets. The following services will be provided by the contractor on all aspects of the NAWCAD Fiber Optic Cable Network that is accessible to the contractor personnel and sub-contractors, meaning such assets that are not on property owned by the United States Navy or the United States Government. As part of this service, the contractor will:

1. Determine from the As-Builts on file as to what tickets need to be marked and/or cleared.

2. Respond to each locate request in accordance with the requirements set forth by Miss Utility.

3. Locate/mark NAWCAD’s Fiber Optic Cable Network utilizing electronic detection equipment. Locates will be marked using paint and flags, as necessary.

4. Perform “Route Rides” during normal business hours to ensure that any construction in the area of

NAWCAD’s facilities have an active Miss Utility ticket and that all facilities are marked. This service does not guarantee that a contractor without an active ticket will/will not damage a NAWCAD facility.

5. Perform Damage Investigation and Reporting.

6. Maintenance and Repair of all damage to NAWCAD facilities (conduits, cables, handholes, etc.) resulting from any act of man is covered as part of the cost of the O&M/Locating Agreement. Uninsured or unmitigated damage or costs resulting from Acts of God or animal infestation are the responsibility of NAWCAD. At NAWCAD’s discretion, repairs and restoration can be reimbursed on a cash bid basis or Time and Materials contracting.

7. MdBC will provide an active emergency telephone number to immediately respond should any emergency network situation arise. MdBC personnel, or representatives will respond on-site within four (4) hours.

8. Emergency personnel will be available 24 hours/7 days per week to provide service response. In an Emergency event, MdBC personnel, or representatives, will respond on-site within four (4) hours.

NAWCAD acknowledges and agrees that the service does not include any monitoring of NAWCAD’s dark fiber facilities.

9. Communicate with NAWCAD regarding potential signal discontinuity or other operational interruption that may result from an Unscheduled or Scheduled Maintenance activity or outage. NAWCAD must be notified at least seven (7) days prior to a Scheduled Maintenance activity.

CLIN 0002: Collocation Services (RDT&E MRTFB Institutional ONLY) The proposed Collocation services are offered to allow NAWCAD’s continued use of equipment space and primary power in Telecommunications POP Shelters (currently owned by Maryland Broadband Co-op) in Annapolis, Cambridge and Salisbury, Maryland. Collocation is fundamental to NAWCAD’s strategy of self-reliance and security in the utilization of the NAWCAD Fiber Optic Cable Network.
