This is a Statement of Objectives (SOO) for the U.S. Department of Justice, Drug Enforcement Administration (DEA) procurement of a new or used ATR-72-600 twin-engine turbine-powered aircraft. The aircraft will support DEA operations in passenger/cargo/special mission roles for both domestic and foreign deployment, with emphasis on drug enforcement activities in mountainous terrain and high-density altitude environments. The aircraft must be FAA-certified for transport category operations and meet specific performance requirements including an 800 nautical mile range with 45-minute reserve, 260 KTAS cruise speed, 25,000-foot service ceiling, 13,000-pound useful load, and 15,000-pound payload capacity. The aircraft must be capable of IFR operations with VNAV and LPV capabilities and include comprehensive avionics systems including dual VHF communication/navigation transceivers, GPS navigational transceivers, AHRS systems, Flight Management System, TCAS II, GPWS, transponders with ADS-B OUT, emergency locator transmitter with 406 capability, and intercommunication systems. Additional preferred equipment includes HF communications, satellite communications telephone, dual Flight Management Systems, and ADS-B IN weather and traffic capability.

The aircraft interior must be configurable from a full 68-passenger layout to a combination cargo/passenger configuration with at least 36 passengers and 6,600 pounds or 670 cubic feet of cargo capacity using a standard cargo door. New aircraft must have no more than 100 flight hours and 50 landings; used aircraft must be 2018 or newer with not more than 15,000 total airframe hours and no significant damage history. The aircraft must be at a stage in its maintenance lifecycle to preclude major overhauls or replacement of engines, propellers, or landing gear for three years, 2,500 hours, or 1,500 cycles. Delivery must occur within 18 months from contract award, with delivery location to be determined at award. The contractor must provide complete current airframe and component logbooks, updated technical publications in digital or paper format, and designate a single point of contact for government communications.

The U.S. Department of Justice, Drug Enforcement Administration (DEA) has a requirement for a new or used commercially available ATR-72-600 Twin-Engine Turbine Powered

Passenger/Cargo Aircraft as specified herein. This specification establishes the minimum technical and performance requirements for an ATR-72-600 Twin-Engine Turbine Powered

Passenger/Cargo Aircraft to be operated by the DEA as a multi-role passenger/cargo/special mission aircraft for domestic and foreign deployment.

1.1 PURPOSE

This aircraft will be utilized extensively in passenger/cargo/special mission operations. The

ATR-72-600 Twin-Engine Turbine Powered Passenger/Cargo Aircraft described in this requirement will be utilized in the deployment of government personnel and equipment in both foreign and domestic areas in support of enforcing the controlled substances laws and regulations of the United States. This aircraft will be operated in mountainous terrain entailing flight operations from airfields with high terrain elevations and high ambient temperature and humidity conditions, resulting in high density altitude situations.

2.0 GENERAL REQUIREMENTS

The aircraft shall be a United States Federal Aviation Administration (FAA) certified ATR-72-

600 Twin-Engine Turbine Powered Aircraft with a minimum seating capacity of 4 crew members and 68 passengers, as well as a combination passenger/cargo configuration as specified herein. The aircraft shall be configured with a cargo door. All factory standard equipment of the manufacturer's commercial model, unless otherwise noted, shall be provided in addition to those items specified herein. These requirements, together with the following specifications, shall constitute the minimum acceptable requirements.
