DEPARTMENT OF THE AIR FORCE

3RD WING (PACAF)

JOINT BASE ELMENDORF-RICHARDSON, ALASKA

AREAS OF INTEREST (AOI): Arctic Thunder Open House (ATOH)/Virtual Airshow

1. General Information

1.1 AoI Background

In light of the recent Covid-19 pandemic, Joint Base Elmendorf-Richardson, Alaska is attempting to host a live-broadcasted, virtual Airshow with little or no in person audience. The dream of this Airshow (Arctic Thunder) is to broadcast the event live (with a delay), over the internet or possibly even local TV.

We envision a broadcast team capable of providing highly engaging and interactive virtual services similar to a professional sporting event like Reno Air Races, MLB, etc. or national parades. Since a mass audience cannot be present, we need a broadcast team able to capture the event in an entertaining way so people can feel like they are a part of the show.

Dates: Friday, 10 Jul 2020 (Rehearsal); Saturday, 11 Jul (Live Show); Sunday, 12 Jul (Weather backup) Military demonstrations currently booked: F-22, F-35, C-17, and Thunderbirds

Since many military aircraft contain sensitive information, a live stream from the cockpit is not always possible. However, we need a broadcast team capable of taking pre-recorded footage and splice into the live event real time. For example: if the F-22 rehearsal flight is on Friday, a pre-approved, Air Force-owned camera would be mounted inside the cockpit to record the entire rehearsal flight/routine. Upon landing, the tape would be reviewed by Air Force officials and if approved, the recording would be given to the broadcast team for them to splice the footage into the live event on Saturday, timed so it matched.

This is an example of the level of sophistication requested.

In addition to the aircraft listed above, Arctic Thunder conducts a Joint Forces Demonstration which is a 40-50 minute air/ground battle scenario with pyrotechnics and at least 8 different types of aircraft airborne at the same time, working in concert. In addition to aircraft, ground forces (Army Airborne soldiers, tactical vehicles, and howitzers), participate in this event. It is fast paced and is usually a fan favorite that we desire captured from all angles.

Below is a consolidated list of capabilities to meet our vision:

Produce and broadcast live sports-style content from military flight line

Multi-camera production with professional transitions

Camera operators skilled in following fast moving aircraft

Integration of in aircraft and air boss audio

Onscreen graphics package with performer information and sequence of events

Ability to add in commercials

Ability to edit onboard video and b-roll files with less than a 24 hour turn time

Ability to broadcast across multiple social media platforms

High definition video distribution via YouTube, Facebook Live, and event website

Live commentator “Macy’s Thanksgiving Day Parade” style show on the flight line

Interviews with performer and base leadership

Hosted by professional and entertaining on air personalities

Knowledge of Air Force aviation and military demo teams

Nationwide social content push

Live chat interaction on Facebook Live, Livestream and YouTube during event

Sharable highlight video of each individual aircraft performance

Legally able to broadcast and stream copyrighted music and unique soundtracks provided by the demo teams
