Statement of Work

INTRODUCTION

The Lander Field Office Resource Management Plan (2014) has documented the need for the following services.

Per this solicitation the Bureau of Land Management shall select a Contractor for a one-year period with four additional (option) years where the contract may be continued exercising said option years. Performance will be measured via a Quality Assurance Surveillance Plan. The Quality Assurance Surveillance Plan is derived from the Quality Assurance Plan. The Contractor will submit a Quality Assurance Plan at the Pre-work Conference Meeting.

The goal of this Contract is to sustain the cleanliness and functioning operability of Atlantic City Campground and Big Atlantic Gulch Campground to provide a pleasant recreation experience for the general public.

BACKGROUND

The Bureau of Land Management has established recreation sites in order to enhance the public’s experience while on public lands. The current contract is about to end and a new contract awarded to continue the BLM’s mission of “sustaining the health, diversity, and productivity of the public lands for the enjoyment of present and future generations.”

SCOPE

General Intention: The intention of this purchase order is to obtain janitorial, custodial, and maintenance services for Atlantic City Recreation and Big Atlantic Gulch Picnic Area Sites by means of a firm fixed-price contract.

General Requirements: The Contractor shall provide all labor, supplies, supervision, tools, materials, equipment, and transportation necessary to provide the cleaning and maintenance of recreation area sites in accordance with this performance work statement.

Work Location: The work is located in Fremont County, Wyoming approximately 30 miles south of Lander, Wyoming. The work sites are shown on the attached Project Location and Site Maps (Vicinity Map1 and Vicinity Map 2).

Tasks to Complete:

Atlantic City Campground - 29.6 miles from Lander Field Office 1 single toilet unit 2 double toilet units 4 bear-proof garbage containers 18 fire rings 18 picnic tables 1 disposal of solid waste

Big Atlantic Gulch Picnic Area – 29.6 miles from Lander Field Office 1 double toilet units 2 bear-proof garbage containers 8 fire rings 11 picnic tables 1 disposal of solid waste

Periods of Janitorial, Custodial and Maintenance Service Responsibility MAY thru NOVEMBER

Technical Definitions: As used herein this purchase order the following terms shall have the meaning set forth below.

Where the following terms “as shown”, “as indicated”, “as detailed”, or words of similar import are used, it shall be understood that reference is made to this performance work statement and the drawings accompanying this performance work statement unless stated otherwise.

Where “as directed”, “as required”, “as permitted”, “approval”, “acceptance”, or words of similar import are used, it shall be understood that direction, requirement, permission, approval, or acceptance of the Contracting Officer is intended unless stated otherwise.

Clean - “Clean” shall be defined as free of dirt, dust, spots, streaks, stains, smudges, litter, debris, and other residue.

Contracting Officer (CO) – The Contracting Officer is a person with the authority to enter into, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the Contracting Officer acting within the limits of their authority as delegated by the Contracting Officer.

Contractor – The term Contractor as used herein refers to both the prime Contractor and any subcontractors. The prime Contractor shall ensure that his/her subcontractors comply with the provisions of this contract.

Contracting Officer’s Representative (COR) – The Government employee designated by the Contracting Officer to be responsible for the monitoring of the Contractor’s performance.

Contractor Representative – A foreman or superintendent assigned in accordance with the “CONTRACTOR EMPLOYEES” clause, Section I.

Project Inspector (PI) – The Government employee designated by the Contracting Officer to be responsible for the monitoring of the Contractor’s performance and diaries.

Disinfect – Cleaning that destroys any harmful microorganisms by application of an approved chemical agent.

Facility – An establishment, structure, or assembly of units of equipment designated for a specific function.

Frequency of Service:

Monthly (M) – Services performed 12 times during each 12 month period of the contract at intervals of 28 to 31 calendar days.

Weekly (W) - Services performed 52 times during each 12 month period of the contract at intervals of 6 to 8 calendar days.

Twice Weekly (2W) - Services performed 2 times during each 7 day period of the contract at intervals of 2 to 3 calendar days. (i.e. Monday and Thursday or Tuesday and Friday)

Three Times Weekly (3W) - Services performed 3 times during each 7 day period of the contract at intervals of 1 to 2 calendar days. (i.e. Monday, Wednesday, and Friday or Tuesday, Thursday and Saturday)

Daily (D) – Services performed on a daily basis (i.e. Sunday, Monday, Tuesday, Wednesday, Thursday, Friday, and Saturday)

Performance Work Statement (PWS)

Quality Assurance (QA) – A method used by the Government to provide some measure of control over the quality of goods and services received.

Quality Assurance Plan (QAP) – this document explains in detail how the contractor will ensure quality in the product or service delivered.

Quality Assurance Surveillance Plan – a plan that documents how contractor performance will be monitored to ensure that the required performance standards are being achieved.

Quality Control (QC) - A method used by the Contractor to control the quality of goods and services produced.

Regular Working Hours – The Governments hours of operation are from 7:30 a.m. to 4:30 p.m. Mondays through Fridays accept (a) Federal Holidays and (b) other days specifically designated by the Contracting Officer.

Response Time – Response time is defined as the time allowed the Contractor after initial notification of a work requirement to be physically on the premises at the work site, with the appropriate tools, equipment, and materials, ready to perform the work required.

Waste – Waste shall be defined as the contents collected from waste containers.

Waste Containers – Waste containers are defined as trash receptacles, waste baskets, trash cans, wastepaper baskets, ash trays, or any container holding trash, paper, or refuse of any type.

Government Furnished Materials: The Government will not furnish materials.

Contractor Furnished Materials: The Contractor shall furnish all supplies, except those furnished by the government, including but not limited to: cleaning supplies, disinfectants, deodorizers. The use of “Green” or environmentally safe products is required. Acceptable products are those listed in the USDA BioPreferred Catalog at http://www.catalog.biopreferred.gov/bioPreferredCatalog/faces/jsp/catalogLanding.jsp?SMSESSION=NO or products that carry the labels of:

Waste Disposal: The handling, transportation, disposal, and disposal fees incurred as a result of this contract will be the responsibility of the Contractor. All waste disposal activities shall be in accordance with local, state, and federal regulations.

Management: The Contractor shall manage the total work effort associated with the custodial and maintenance services required herein to assure fully adequate and timely completion of the requirements in this contract.

Included, will be a full range of management duties including but not limited to; planning, scheduling, and quality control. The Contractor shall provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient management practices. The Contractor shall maintain an adequate workforce to complete work in accordance with the time constraints and quality standards specified herein.

Work Control – The Contractor shall implement all necessary work control procedures to ensure timely accomplishment of work requirements, as well as to permit tracking of work in progress. The Contractor shall plan and schedule work to assure material, labor, and equipment are available to complete work requirements within the specified time limits and in conformance with the quality standards established herein. Verbal scheduling and reports on the status of service call and indefinite quantity work items shall be provided when requested by the Contracting Officer.

Work Schedule – In addition to the requirements stated in the “WORK SCHEDULE” clause in Section F, the Contractor’s initial work schedule shall indicate the hours of the day that services will be performed and the day of the week. The schedule shall list the type of work to be performed, the areas to be worked, and the estimated time to complete the work in each area.

When, scheduled services fall on a holiday alternate dates shall be specified. The initial work schedule shall be submitted by the Contractor to the Contracting Officer via the Contracting Officer’s Representative for approval within 15 calendar days after award. Once approved, all work shall be performed in strict compliance with the work schedule to facilitate the Government’s inspection of the work. Changes to the work schedule shall be submitted in writing for the Contracting Officer’s approval at least three working days prior to performance.

Requirements – The cleaning of this contract is broken down into the following specific areas:

General - The Contractor shall report any damage, theft or undue hardship detected in the recreation areas to the Contracting Officer immediately. If services become necessary before the next rotation in the schedule, the Contractor may negotiate an increase, on a pro-rated basis, with the Government.

Trash Removal - All garbage containers shall be emptied, sprayed inside and outside with an insecticide solution mixed, mixed in accordance with the manufacturer’s instructions and a new plastic bag shall be placed in the garbage container. All garbage containers shall be closed. The Contractor shall ensure that all trash is covered to keep it from blowing out of the hauling vehicle, while in transit to an approved disposal site.

Policing Grounds - The Contractor shall pick up all trash along the last one-quarter mile of road leading to the recreation sites and also remove all trash inside the entire recreation site. Paper, bottles, cans, and all other trash and refuse shall be removed from all grounds within one-quarter mile of the road. All removed items shall be deposited in the nearest waste container.

Restroom Services - Each time restroom services are performed they shall consist of the following:

Cleaning restrooms – Restroom fixtures (to include: walls, ceilings, bathroom partitions, water closets, urinals, and toilets) shall be washed inside and outside utilizing a disinfectant and shall be free of stains and odors. The toilet seat, riser inside and out shall be cleaned free of dirt and stains. The floor and interior walls shall be cleaned with a disinfectant/detergent mixed in accordance with the manufacturer’s instructions. Dilute smells by pouring one pail of water into the toilet vault during each scheduled workday or twice a week, whichever is less. Pumice sticks and an approved toilet bowl cleaner shall be used to remove stains from toilets. Note: (Brushes, sponges, and cloths that have been used to clean any part of the restroom (to include: water closets, urinals, walls, floors, and partitions) shall not be used to clean lavatories or sinks.) Floors shall be swept and dust mopped free of dirt, then mopped with a disinfectant. Floor drains shall be cleaned and flushed with a disinfectant. All interior walls, the floor and the area around the toilet shall be sprayed with an insecticide solution. Wainscoting, partitions, walls, and doors shall be cleaned free of dirt, stains, and graffiti. Mirrors shall be cleaned and polished. All metal fixtures and hardware shall be cleaned. Waste containers shall be emptied, disinfected, and plastic liners replaced.

Servicing Restrooms - Servicing restrooms shall include inspecting and replenishing. Restroom supplies shall include, but are not limited to, cleaning supply dispensers, paper towels, toilet tissue, and soap. Ensure the restrooms are stocked with sufficient supplies to insure that the supplies will last until the next scheduled service. If dispensers become empty before the next scheduled servicing, the Contractor shall replenish them at no additional cost to the Government.

Tables, Benches, and Campground Areas – All picnic tables and benches shall be cleaned free of dirt, debris, and stains. Also, picnic tables and benches will be disinfected with detergent and rinsed with potable water. Tables being used shall be cleaned after they have been vacated. Note: (Any brushes, sponges, and cloths that have been used to clean any part of the restroom shall not be used for cleaning the tables and benches.)

Picnic Grills and Fire Rings – All picnic grills and fire rings must be free of ashes, unburned material, and garbage.

All grills shall be scrubbed down with a detergent solution and rinsed with potable water. Contractor must have in his possession a shovel and fire extinguisher large enough to put out fires, which may be started by hot ashes. Picnic grills and fire circles being used shall be cleaned when the campsite becomes unoccupied.

PERFORMANCE REQUIREMENTS

See Performance Requirements Summary (PRS), Exhibit No. 1.

DELIVERABLES

Performance Period: The Contractor shall complete the work required under the SOW as specified, unless otherwise directed by the Contracting Officer (CO). The completion date cannot be changed as the Contract is a service for a period of time.

Type of Contract: This is a firm-fixed-price, performance based contract. Positive incentives will not be applied for performance. Negative incentives may be applied for performance should the Government incur expenses due to unsatisfactory performance.

CONTRACT AWARD MEETING

The Contractor shall not commence performance on the tasks in this SOW until the CO and/or COR has conducted a Pre-Work Conference or has advised the Contractor that a Pre-Work Conference is waived

PERSONNEL

The Contractor shall provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient management practices. The Contractor shall maintain an adequate workforce to complete work in accordance with the time constraints and quality standards specified herein.

TRAINING

The Contractor shall provide training for all personnel as to safety, proper cleaning practices, first aid, and events of fire.

QUALITY CONTROL

The Contractor shall demonstrate a quality assurance program to ensure that the services rendered comply with the contract. The Contractor shall take corrective action when deficiencies are identified and inform the CO within 7 calendar days.

PERIOD OF PERFORMANCE

The period of performance for this contract is one year, plus four option years.
