About this file

This is a combined synopsis and solicitation memorandum from the Federal Bureau of Prisons, Federal Correctional Institution Atlanta, for the quarterly acquisition of bread and dairy products for the facility. The solicitation (15B30126Q00000019) seeks competitive quotes for these food products with a biweekly delivery schedule to be confirmed with the Food Service department. Quoters must submit offers by Wednesday, May 27, 2026, at 4:00 p.m. Eastern Standard Time via email to l3butler@bop.gov and/or kheatrice@bop.gov. All quoters must include their Unique Entity Identifier (UEI) number and maintain current registration in the System for Award Management (SAM) database at www.sam.gov; failure to do so may result in elimination from consideration. The solicitation will be awarded separately by category (bread and dairy), with one winner selected per category.

The solicitation emphasizes strict adherence to specifications and warns that alternate items may be awarded to the next lowest bidder. Quoters must honor their stated prices and are required to provide items at the quoted price; any price increases after award may result in exclusion from future quarterly solicitations. Any changes to package sizing or quantity must be clearly noted on the bid sheet, or the original quoted price becomes binding. All potential bidders are required to complete the annual Representations and Certifications Application (ORCA) at http://orca.bpn.gov. Questions regarding the solicitation should be directed to the contracting officers via email, and all quotes received after the stated deadline will not be considered.
