About this file

This statement of work outlines requirements for an indefinite delivery/indefinite quantity contract to provide Automatic Terminal Information Service systems for installation in the Federal Aviation Administration's fleet of mobile air traffic control towers. The contractor must deliver a minimum of four systems within three months of award, with the capability to deliver two additional systems within three months of each subsequent delivery order, up to a maximum of fifteen systems. The systems must be rack-mountable, capable of 24/7 operation, support automatic and manual data entry, and include built-in diagnostics, fault identification, and the ability to accept external data inputs while continuing broadcasts. The contractor must also provide installation, operations, and maintenance documentation, warranties, spare parts, and program management support.

PART I - SECTION C

DRAFT STATEMENT OF WORK

C.1.0 Introduction This Statement of Work (SOW) sets forth the requirements for the acquisition of Automatic Terminal Information Service (ATIS) systems for installation in the Federal Aviation Administration’s (FAA’s) fleet of mobile air traffic control towers (MATCTs). The FAA’s MATCTs function as air traffic control facilities when a fixed ATCT is unable to perform its mission and may be deployed throughout the United States and its territories.

The ATIS provides current, routine, non-control information to arriving and departing aircraft, by means of continuous and repetitive broadcasts throughout the day or a specified portion of the day. Supporting this service is the ATIS equipment which is an automatic announcement device designed to record a message and continuously apply it to a transmitter for ground-to-air communications or to the public telephone system for users who call into the service. The system is installed in racks in MATCTs and is used to record and play back routine information normally given to aircraft pilots by ATCT controllers. Examples of this routine information include weather conditions, runway conditions, approach or departure information, and other items of interest to aircraft pilots entering or leaving the terminal environment.

C.2.0 Scope The Contractor must provide all labor, supervision, materials, equipment, transportation, training and management necessary to provide the stated requirements herein. The ATIS system must be a fully assembled, finished product, in accordance with this Section C.

The FAA approach to acquiring the ATIS systems is to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a Contractor who is capable of delivering four (3) ATIS systems within three (3) months of contract award. The Contractor must also have the capability of delivering two (2) units within three (3) months of each subsequent delivery-order issuance. The minimum number of ATISs to be purchased under this contract is four (3), and the maximum number is fifteen (15).

C.2.1 Terminology A. ATCT – This term refers to air traffic control towers located in fixed, permanent facilities.

B. ATIS – This term refers to the Automatic Terminal Information Service, which is provided to pilots and air crews from the ATCT.

C. ATIS System – This term refers to the contractor provided equipment that provides the ATIS service.

D. MATCT – This term refers to mobile air traffic control towers. These may be deployable modular structures, large 5th wheel trailers, or medium-sized towable trailers.

E. RACK – This term refers to the enclosure in which the FAA’s National Airspace System (NAS) equipment, including the ATIS, is mounted.

C.2.2 Reserved

C.3.0 General Requirements

C.3.1 ATIS System Design The design of the ATIS is to be proposed by the Contractor and the design must comply with the specification. The FAA’s MATCTs function as air traffic control facilities when deployed. These assets are very constrained in terms of the interior space that is available for the installation of equipment. However, because it is not possible to predict where a mobile asset will be used, it must be capable of performing its basic functions in different environments.

The following is the set of high-level requirements for the ATIS system that would be installed in the FAA’s mobile ATCTs:

· Capable of 24/7 operation

· Mountable in a 19-inch rack maintaining a minimal footprint no larger than roughly 3 Rack Units (RU) or 5.25” tall.

· Provide automatic monitoring and control equipment in the cab

· Automatic or manual data entry

· Built-in Test Diagnostics with fault identification

· Accepts external data inputs.

· ATIS should continue to broadcast while recording an updated message

· Provide Operator’s and Maintainer’s manuals

C.3.2 Quality Control The Contractor must ensure that it has effective quality control processes and procedures in place for all ordering amounts of the ATIS systems from the base year through all option years, and delivery orders that extend beyond the final exercised option period.

C.3.3 Government Furnished Equipment (GFE) There will be no GFE provided to the Contractor.

C.3.4 Site Survey The Contractor must perform a site survey, as (or if) needed, for each ATIS system ordered and installed.

C.3.5 ATIS System Delivery The ATIS systems must be delivered in accordance to the order in which the system is associated with.

C.3.6 Warranty The Contractor must provide a not separately priced one (1) year warranty against design defects and defects in materials and workmanship on each ordered ATIS system, upon acceptance.

C.3.7 Spare Parts The Contractor must provide one (1) set of spare parts (if applicable) for each ordered ATIS system. An inventory list must be provided for each ordered set of spare parts.

C.3.8 Documentation – Technical Manuals The Contractor must provide systems-level Installation, Operations, and Maintenance technical manuals for the ATIS system. The technical manuals will be in Contractor’s format subject to Government approval and must contain the following:

A. Installation – This section must include instructions for installation of the ATIS system in standard equipment racks.

B. Operations – This section must include all procedures needed to power-up and operate the ATIS system. The Operations section should also address requirements for safe operation of the ATIS equipment, including relevant safety warnings.

C. Maintenance – This section must include recommendations and procedures regarding preventive maintenance for the ATIS equipment. Commercial manuals, supplemented as necessary, may be used to satisfy the maintenance requirements for equipment provided by other vendors. The use of these commercial manuals is subject to FAA review and approval.

The technical manuals delivered for subsequent ATIS systems must be updated to reflect any modifications to the design or equipment of the ATIS.

This documentation is to be provided in paper and electronic format in a quantity of one (1) set per ATIS system ordered. The application used for the electronic copy must be a commonly used Microsoft Office or Adobe (.pdf) file.

C.3.9 Travel The Contractor maybe required to travel in support of site surveys, installations, warranty and repair.

C.4.0 Post-Delivery Unplanned Service The Contractor must have the ability to support and, upon written request by the FAA, develop a cost estimate and proposal for FAA-required services to existing ATIS systems.

C.5.0 Program Management The Contractor must maintain a management structure capable of interfacing and coordinating with the FAA’s operational and contract-management structures. Coordination will consist of working with the Contracting Officer (CO), the Contracting Officer’s Representative (COR), and the Mobile Asset Sustainment Program (MASP) office to work out specific delivery, and warranty and non-warranty support issues as they occur.

The Contractor must clearly identify the prime Contractor and all subcontractor relationships. The Contractor must provide information on the division of roles, responsibilities, and distribution of effort (by type and percentage) between the parties to any such relationship in performance of the requirements. The information provided must detail the primary point of contact for the prime and each subcontractor for all correspondence and the processes that will be followed to disseminate information to other team members.
