About this file
This document is a Statement of Requirements for 3GPP/ATIS Membership issued by the National Telecommunications and Information Administration (NTIA). The document specifies NTIA's need to purchase three specific annual memberships for Calendar Year 2025: ATIS Affiliate Membership (required for 3GPP membership), ATIS 3GPP Individual Membership, and ATIS Next G Alliance Membership. The memberships are critical for NTIA's various operating units, including the Office of Policy Analysis and Development, Institute for Telecommunication Sciences, and Office of Spectrum Management, to continue work on 5G standards and emerging technologies.
The Statement of Requirements indicates that ATIS is the only authorized vendor for 3GPP membership in the United States, and the memberships will be provided through online access. The procurement is planned as a sole source contract under FAR 13.106-1(b)(1)(i), with interested parties able to identify their capabilities by Friday, April 25, 2025, at 2:00pm EST. The final determination to award the contract to ATIS remains solely at the discretion of the Contracting Officer, with the primary purpose being to purchase ATIS Affiliate Memberships for NTIA.
