About this file

This justification provides rationale for awarding a sole source contract to Moog, Inc. for design, development and manufacture of a passive vibration isolation system demonstrator model for the Advanced Telescope for High Energy Astrophysics mission. The isolation system will dampen structural response below specified load limits and achieve a required axial and rocking vibration mode. Moog will perform analyses using established interfaces to define an isolation design consistent with space applications. Manufacturing includes fabrication, delivery, and test support. The estimated value of the contract awarded to Moog on May 18, 2020 is redacted. The statutory authority cited is the Federal Acquisition Regulation provision permitting sole source awards when only one source is responsible and no other supplies or services can meet requirements.

JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION (JOFOC)

(In accordance with Federal Acquisition Regulation (FAR) 6.3- Other than Full and Open Competition)

1. This document is a justification for other than full and open competition prepared by National Aeronautics and Space Administration (NASA) Goddard Space Flight Center

(GSFC):

The procuring agency is the National Aeronautics and Space Administration (NASA) and the contracting activity is NASA's Goddard Space Flight Center (GSFC), Greenbelt, MD:

2 The nature and/or description of the action being approved:

This justification provides the rationale for using other than full and open competition to award a sole source contract to Moog, Inc for the Advanced Telescope for High Energy Astrophysics (ATHENA) mission's structural isolator Demonstrator Model (DM).

3. Description of the supplies or services required, including an estimated value:

The procurement is for the design development and manufacture of passive vibration isolation hardware to be delivered in June 2020 to be mounted and tested on the ATHENA Demonstrator Model (DM) to validate ATHENA Finite Element Models (FEM). Design development effort includes performing analyses using established ATHENA Science Instrument Bench (SIB) and Fixed Metering Structure (FMS) interfaces. The interface volume inner radius is 1750mm and the outer radius is 2050mm, and is 100mm high. The attach points are on the 1900mm bolt circle. Using established loads based on the Ariane 5 launch vehicle and the A THEN A observatory models, analyses will defne a passive isolator design that dampens SIM structural response below 20g axial and J 5g lateral design limit loads to the payloads. Additionally, the analyses shall show an axial and rocking vibration mode between 28-32 Hz when coupled to the FEM through the isolator system. The design needs to be consistent with space flight structure applications. Manufacturing includes fabrication and delivery along with isolator Quality Assurance reports. The procurement requires installation instructions and support, and post test data analyses. The estimated cost of this activity is ${Text Deleted}.

4. Statutory authority permitting other than full and open competition:

The statutory authority permitting other than full and open con:ipetition is 10 U.S.C.

2304(c)(l ), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services with satisfy agency requirements".

S. A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited:

The rationale supporting the use of 10 U.S.C. 2304(c)(l), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services with satisfy agency requirements" is described below.
