About this file

This is a draft Performance Work Statement (PWS) and Statement of Objectives (SOO) for the ATF's Team Awareness Kit (TAK) Server for Field Operations. The document outlines requirements for professional support services to engineer and maintain TAK server infrastructure supporting ATF's mission of combating violent crime across approximately 5,000 personnel, including 2,400 operational special agents.

The key technical objectives include engineering a new or upgraded TAK Server architecture supporting 2,500 total users (1,000 simultaneous), 30 individual channels/groups, and integration with video streaming and remote sensors. The system must be hosted in ATF's Gov-Cloud or on-premises environment, incorporate LDAP authentication, allow federation with other agency TAK servers, meet ATO standards, and support ATAK/iTAK/winTAK applications. Additional requirements include developing administration/MDM portals through a TAK API, providing server training and technical support, with an optional requirement for long-term maintenance of custom plugins and server solutions. The ATF currently manages two servers in AWS GovCloud running TAK 4.3 on RHEL 7 and TAK 4.8 on RHEL 8, with all subscribers using Android-based devices.
