The event is scheduled for July 8, 2026, from 9:30 AM to 3:30 PM Eastern Time at ATF Headquarters, 99 New York Ave, NE, Washington, DC 20226. The event is conducted under NAICS Code 541990 (All Other Professional, Scientific and Technical Services) and is not related to any specific contract action or solicitation; no contract award will result from participation. Participation is open to all interested contractors, including large and small businesses, joint ventures, and academia. A maximum of two vendor representatives per company are permitted to attend in-person on a first-come, first-serve basis, though virtual attendance may be considered on a case-by-case basis. INDUSTRY DAY EVENT 2026

NIBIN BALLISTIC IMAGING

JULY 08, 2026

Industry Day Overview

This Industry Day event is for market research purposes only in accordance with Revolutionary FAR Overhaul (RFO) Part 10 - Market Research. Participation is voluntary. This Industry Day is not related to any specific contract action or solicitation, and no contract award will result from participation. All costs associated with attendance/travel and preparation of capability statements shall be at the Contractor’s expense and no reimbursement will be provided by the Government.

The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) will be hosting an Industry Day event on July 08, 2026, from 9:30 AM to 3:30 PM (Eastern Time) at ATF Headquarters, 99 New York Ave, NE, Washington, DC, 20226. This event provides mission-focused outreach for the commercial marketplace and seeking vendor participation that possess competencies in support of Firearms Operations Division and specifically the NIBIN program.

The purpose of the Industry Day event (under NAICS Code 541990 – All Other Professional, Scientific and Technical Services) is to provide an opportunity for vendors to share developments that could provide support to ATF’s ballistic imaging network known as NIBIN. ATF is searching for available technologies in the field of ballistic image comparison, and how the vendor would propose making its technology compatible with the current ATF holdings of ballistic images.

Industry Day Participation Requirements

ATF prefers that participation by vendor(s) for this Industry Day event is to be on-site and is open to all interested contractors (large and small businesses, joint ventures), academia, as well as other Government stakeholders. ATF will consider virtual attendance on a case-by-case basis for vendors not able to attend in-person, and registration will be considered/processed on a first come, first-serve basis.

The limit of two (2) maximum vendor representatives will be allowed to attend in-person and shall submit their request as soon as possible, as registration will close once a pre-determined maximum number of vendors has been accepted.

Participating vendors will be allowed 30 minutes for oral or PowerPoint to present information on their capability in direct support of NIBIN ballistic imaging comparison. ATF is interested in seeing what other ballistic imagery comparison products are available with capacity and how many companies would make their product compatible when compared against the approx. 8M items we currently hold in the NIBIN repository. Another 30 minutes can be allocated for those companies that wish to provide live demos. At the end of the presentation, demonstration time, 15 minutes will be allocated for a Q&A session. Please review the Program Description section for ATF programs information description.

Capabilities Statement

A capability statement demonstrating the understanding of the ballistic imaging mission and customer relationship manager (CRM) system environment is also required. ATF reserves the right to reject requests that do not show relevant competency supporting NIBIN Program.

ATF Program Description

Firearms Operations Division (FOD)

The Firearms Operations Division (FOD) administers ATF's National Integrated Ballistic Information Network (NIBIN) program, policies and procedures, facilitates NIBIN training to the field divisions, ensures the comprehensiveness of ATF's NIBIN operations, and provides central guidance and coordination for field division intelligence functions.

Abstract: In 1997, ATF established the National Integrated Ballistic Information Network (NIBIN) program to provide federal, state, local, tribal and territorial law enforcement partners with an automated ballistic imaging network. This technology is vital to any violent crime reduction strategy because it enables investigators to match ballistics evidence with other cases across the nation. This process also helps reveal previously hidden connections between violent crimes in different states and jurisdictions. NIBIN is only used for criminal investigations and does not capture, or store ballistic information acquired at the point of manufacture, importation, or sale.

The NIBIN program automates ballistics evaluations and provides actionable investigative leads in a timely manner. NIBIN is the only interstate automated ballistic imaging network in operation in the United States and is available to most major population centers in the United States. Prior to the NIBIN program, firearms examiners performed this process manually which was extremely labor intensive. To use NIBIN, firearms examiners or technicians enter cartridge casing evidence into the Integrated Ballistic Identification System. These images are correlated against the database. Law enforcement can search against evidence from their jurisdiction, neighboring ones, and others across the country. The NIBIN program is a crime gun intelligence tool accessed by law enforcement that allows law enforcement agencies the ability to share information and enhance cooperation easily, making all of us more effective in solving crimes involving the use of firearms.

FOD is consistently in search of the most recent products or service developments to include cutting-edge innovations that could provide support to ATF, specifically to the ballistic imaging network of NIBIN including available technologies in the field of ballistic image comparison, and how the vendor would propose making its technology compatible with the current ATF holdings of ballistic images.
