ATF Program Description
Firearms Operations Division (FOD)
The Firearms Operations Division (FOD) administers ATF's National Integrated Ballistic Information Network (NIBIN) policies and procedures, facilitates NIBIN and Crime Gun Intelligence (CGI) to the field divisions, ensures the comprehensiveness of ATF's NIBIN operations, and provides central guidance and coordination for field division intelligence functions.
Abstract: In 1997, ATF established the National Integrated Ballistic Information Network (NIBIN) program to provide local, state, tribal and federal law enforcement partners with an automated ballistic imaging network. This technology is vital to any violent crime reduction strategy because it enables investigators to match ballistics evidence with other cases across the nation. This process also helps reveal previously hidden connections between violent crimes in different states and jurisdictions. NIBIN is only used for criminal investigations and does not capture or store ballistic information acquired at the point of manufacture, importation, or sale.
The NIBIN program automates ballistics evaluations and provides actionable investigative leads in a timely manner. NIBIN is the only interstate automated ballistic imaging network in operation in the United States and is available to most major population centers in the United States. Prior to the NIBIN program, firearms examiners performed this process manually which was extremely labor intensive. To use NIBIN, firearms examiners or technicians enter cartridge casing evidence into the Integrated Ballistic Identification System. These images are correlated against the database. Law enforcement can search against evidence from their jurisdiction, neighboring ones, and others across the country. The NIBIN program is a crime gun intelligence tool accessed by law enforcement that allows law enforcement agencies the ability to share information and enhance cooperation easily, making all of us more effective in solving crimes involving the use of firearms.
FOD is consistently in search of the most recent products or service developments to include cutting-edge innovations that could provide support to ATF, specifically to the ballistic imaging network of NIBIN and for Crime Gun Intelligence (CGI) collaboration.
National Firearms Act Division (NFAD)
The National Firearms Act Division (NFA) is responsible for the administration of the National Firearms Act, as amended, and regulations issued pursuant to the Act. It maintains the National Firearms Registration and Transfer Record (NFRTR), the central registry of all NFA firearms in the United States.
Abstract: In 2021, ATF’s Enforcement Programs and Services (EPS) Directorate Licensing systems was modernized with regard to where it is hosted and the database structure. That migration effort was just the beginning of the long-term plan to enhance the experience, interface, and systems that make up the licensing portfolio.
EPS is looking to explore the next possible step for the future by embracing a new mentality and approach towards our Information Technology (IT) systems capability set and functionality. To that end, EPS would like to see a capability statement for proposed production driven system that would be high on automation and allow for form processing in a Customer Relationship Manager (CRM) type platform.
These forms could eventually include applications relating to National Firearms Act (NFA) controlled weapons, applications for a Special Occupational Tax permit, applications for a Federal Firearms License (FFL) or Federal Explosives License/Permit (FEL/P), applications to import firearms, and the submission of annual reports for the manufacture or exportation of firearms.
For the long-term vision, ATF is seeking a capability statement demonstration of how up to twelve (12) separate and dissimilar systems, that are all pieces of one puzzle, can be unified into one over-arching CRM that sits on a Microsoft Structured Query Language (MS SQL) Server instance. Systems include:
a) National Firearms Registration and Transfer Record (NFRTR) system
b) National Firearms Act Special Occupational Tax (NSOT) system
c) Annual Firearms Manufacturers and Exportation Report (AFMER) system
d) Automated Criminal History Check (ACHC) system
e) Federal Explosives License eZCheck systems (eForms-ITDS, eFroms-4473)
f) Federal Firearms License eZCheck system (FFL ezCheck)
g) Fingerprint Card Submission System Version 2 (FCSS Version 2, BioSP)
h) Firearms and Explosives Imports System (FEIS)
i) Federal Licensing System (FLS)
This CRM system would provide a top to bottom visibility for reporting, accountability, and transparency in multiple workflows for siloed workgroups, showing productivity management, form processing, and permit issuance.
