ANNOUNCEMENT

In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, Market Analysis.

The Federal Aviation Administration (FAA) is currently planning the release of a final Screening Information Request (SIR) in the summer of the Calendar Year 2023 for the Air Traffic Engineering and Program Support (ATEPS) II procurement. In advance of the Final SIR release, the FAA is sharing this Draft SIR for Industry information and comments or questions.

The FAA is requesting potential offerors who are interested in pursuing this opportunity, in a prime contractor capacity, to submit a notice of intent to the Contracting Officer (CO) listed below. A notice of intent is requested whether or not comments to the Draft SIR are provided to the FAA. Failure to submit a notice of intent or respond to questions does not preclude a vendor from submitting a response to a future SIR.

This is a Request for Information (RFI) and, not a Request for Offer (RFO) or Request for Proposal (RFP) of any kind. The responses to this Draft SIR will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA). Proprietary information will be protected if appropriately marked. The FAA is neither seeking nor accepting unsolicited proposals. The FAA will not pay for any information received or costs incurred in preparing the response to this RFI. Any costs associated with this RFI submittal is solely at the interested vendor's expense.

If or when a SIR is issued, it will be announced on the System of Award Management (SAM) website at www.sam.gov. It is the Offeror’s responsibility to monitor this site for the release of the solicitation.

PURPOSE

The purpose of this RFI is to solicit industry feedback on the following ATEPS II Draft SIR sections:

• Section C: Statement of Work (SOW)

• Section L: Instructions, Conditions, and Notices to Offerors

• Section M: Evaluation Factors for Award

INSTRUCTIONS FOR SUBMITTALS

Submissions must be provided electronically in either Microsoft Word or Portable Document Format (PDF). All responses to this RFI must be in writing. Please note that the FAA e-mail server restricts mail size to 10 MB; therefore, responses may have to be submitted in more than one e-mail to be received.

Interested parties are hereby requested to submit their questions/comments to the Draft SIR documents no later than March 21, 2023 by 3:00PM EST to the CO, Lasondia Draper at 9-AFN- ACQ-ATEPSII@faa.gov. Questions or comments should be submitted using the format provided in Table 1 below (question 1 is included as an example).

All questions and communication related to this procurement are to be submitted via e-mail. In your email submission, please include “RESPONSE TO DRAFT SIR PART II ANNOUNCEMENT (Draft SIR Section C, J, L&M): Air Traffic Engineering and Program Support (ATEPS) II” in the subject line of your e-mail.

The FAA does not intend to post responses to industry questions or return responses. However, if deemed necessary, the FAA reserves the right to publicly post responses to industry questions. The FAA intends to utilize information provided in response to this RFI in finalizing the ATEPS II Final SIR. Any proprietary or confidential information contained in the RFI question/comment submissions must be appropriately marked.

An informational Industry Day webinar will be provided at a date/time TBD. Participants are given the opportunity for a one-on-one discussion following the webinar presentation. Participants must submit written interest to receive a slot for the one-on-one discussion. Limited slots are available for one-on-one discussion and they will be limited to 45 minutes. The FAA may request a meeting or respondents may request a meeting; however, the FAA is under no obligation to meet with all respondents requesting a one-on-one session. Furthermore, these sessions are neither required nor a prerequisite for future consideration and will not be considered in the evaluation.

Based on the information provided in this document, we would like to know:

1. Do you intend to pursue this opportunity? If so, will you be doing so in a prime contractor capacity?

2. Are any of the requirements unclear to you? If so, please identify and provide clarifying information that may assist in improving the requirements definition.

3. Are there other solutions or methods the Government could consider?

4. Are you interested in participating in an informational industry day? Are you interested in a one-on-one discussion with the Government following the industry day? Further instructions will be provided to vendors who indicate interest.

Submission must include company Point(s) of Contact, telephone number(s), E-mail address (es), and mailing address. In addition, please include the following in your response to this survey:

• Large or Small Business Designation and, any Minority/Disadvantaged/Veterans Status

• Commercial and Government Entity (CAGE) CODE

• Data Universal Numbering System (DUNS) NUMBER
