About this file
This is a Call for Solutions (CfS) issued by Army Contracting Command – Aberdeen Proving Ground (ACC-APG) seeking commercially available technology solutions for remote munition accuracy scoring modernization. The project number is ATEC_RIW26_004 under Army Open Solicitation (AOS) W9128Z-25-S-A002, issued under the authority of DFARS 212.70 (Defense Commercial Solutions Opening) and may result in FAR contracts.
The Army Test and Evaluation Command (ATEC) seeks a remotely controlled, drone-based optical observation system capable of safely capturing and scoring munition impacts from within restricted Surface Danger Zones (SDZs). The desired solution should include tethered and un-tethered drone platforms equipped with standard, high-speed, and/or infrared optics. Key technical requirements include drone-mounted optics capable of leveraging geodetically surveyed ground markers for geo-registration and accurate munition accuracy scoring, with data transmission and storage operating securely within existing test network infrastructure. The system must integrate seamlessly with existing range assets, data collection networks, and timing systems to provide synchronized, triangulated test event records. Additional desired attributes include automated or software-assisted geo-registration capabilities for instant accuracy calculations, open-architecture payload design for rapid sensor upgrades, and user-friendly graphical interfaces minimizing specialized pilot training. The response process consists of three phases: Phase 1 (Solution Brief due 19 August 2026 at 1500 EDT), Phase 2 (optional pitch presentation), and Phase 3 (detailed proposal). Solution Briefs must not exceed six written pages or fifteen slides using 12-point Times New Roman font and should include title page, executive summary, high-level technology solution, company viability, and intellectual property disclosures. Evaluation criteria for Phase 1, in descending order of importance, are Technical Merit, Schedule, and Viability. Selected respondents will be invited to the inaugural ATEC Reverse Industry Week in September 2026 at Aberdeen Proving Ground, Maryland, with virtual options available. Points of contact are Contracting Officer Whitney Jackson (whitney.j.jackson6.civ@army.mil) and Specialist Dennis Beauclair, Jr (dennis.a.beauclair3.civ@army.mil). Submissions received after the deadline will be deemed late and not evaluated. Companies must possess a Unique Entity ID (UEI), maintain active SAM.gov registration, and register in the government invoicing system prior to award. All solution submissions remain valid for 180 calendar days after submission, and the Government reserves the right to make multiple awards, a single award, or no award based on funding availability.

This Call for Solution is issued under the authority of Revolutionary Federal Acquisition Regulation Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70 – Defense Commercial Solutions Opening and may result in the Government awarding Federal Acquisition Regulation (FAR) contracts.
1. BACKGROUND.
The Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Division D, on behalf of the United States Army Test and Evaluation Command (ATEC), is issuing this CfS identify sources capable of delivering commercially available, rapidly fieldable technology solutions to modernize its Test and Evaluation (T&E) enterprise. The highest-performing respondents will be invited to the inaugural ATEC Reverse Industry Week (RIW) in September 2026 at Aberdeen Proving Ground, MD (with virtual options available).
As part of its mission to evaluate long-range artillery and modern precision-guided munitions, ATEC is pursuing a comprehensive modernization of its impact scoring capabilities. The significantly larger Surface Danger Zones (SDZs) associated with next-generation, extended-range munitions require new methods for data collection that enhance personnel safety. To support the needs of test officers and system developers, seeking to integrate a digitized, remote scoring capability to enable the efficient, near real-time delivery of high-fidelity impact and detonation data.
2. PROBLEM STATEMENT.
To enhance the safety and efficiency of testing long-range and precision-guided munitions, seeking to augment its existing observation methods with a remote, overhead optical scoring capability. The objective is to develop a system that can operate safely within expanded SDZs to capture the high-speed, infrared, and standard video records required to verify munition function, detonation timing, and impact accuracy. Modernization will provide highly efficient, cost-effective data collection method, ensuring timely development and fielding of long-range precision fires in alignment with Army priorities.
3. DESIRED SOLUTION ATTRIBUTES.
Desired solution is a remotely controlled, drone-based optical observation system capable of safely capturing and scoring munition impacts from within restricted SDZs.
Solutions should provide:
• Core Functionality: System consisting of tethered and un-tethered drone platforms equipped with standard, high-speed, and/or infrared optics. Tethered configurations should support events of long duration, while un-tethered configurations should support shorter-duration events at variable observation locations.
• Technical Performance: System must utilize drone-mounted optics capable of leveraging geodetically surveyed ground markers to geo-register imagery and accurately score munition accuracy. Data transmission and storage must operate securely within existing test network infrastructure.
• Interoperability: Designed to complement existing range assets and integrate seamlessly with data collection networks and timing systems to provide a synchronized, triangulated record of test events.
• Data Delivery: Capable of delivering highly accurate spatial and temporal measurements (impact coordinates and timing records) via fiber architectures and RF transmission pipelines.
• Value-Added: Features: Automated or software-assisted geo-registration capabilities that can instantly calculate munition accuracy and miss distance.
• Scalability & Future-Proofing: An open-architecture payload design that allows for the rapid integration of upgraded optical sensors and a seamless transition between tethered and untethered flight modules.
• Training & Adoption: A user-friendly graphical interface and flight control system designed to minimize specialized pilot training and enable test officers to easily design flight plans, monitor live feeds, and extract scoring data.
