About this file

This Request for Proposal (RFP) is issued by Auburn University for air traffic control services at the Auburn University Regional Airport (KAUO). The university seeks a contractor to provide comprehensive air traffic control services for its general aviation airport, which experiences nearly 100,000 operations annually with a diverse fleet of flight training, corporate/charter, and military aircraft. The contract will be awarded for an initial one-year term with options to renew for four additional one-year terms, with services to commence preferably within 90 days of contract execution. The RFP outlines standard operational hours of 0700-2100 Monday-Friday and 0800-1700 on weekends, with extended hours required during high-traffic periods like home football games. The selected contractor will be responsible for establishing Class D airspace, acquiring radio frequencies, and operating a mobile control tower provided by the airport.

The evaluation criteria will be split evenly between pricing (50%) and history/past performance (50%), with the lowest overall cost being a primary selection factor. Proposers must submit a detailed response including a cover letter, executive summary, pricing information, equipment costs, annual wages, and experience/FAA credentials. The contractor must provide a minimum of $20,000,000 in liability insurance naming Auburn University and its associated entities as additional insureds. Proposers are required to demonstrate relevant experience, particularly within Alabama and higher education institutions. The RFP emphasizes the university's commitment to small business and small disadvantaged business participation, requiring reporting throughout the contract duration on subcontracting efforts.
