About this file
This is a Performance Work Statement (PWS) for chartered bus services supporting U.S. military personnel at Camp Zama, Japan. The contractor must provide shuttle bus operations between Camp Zama (CZ), Sagamihara Housing Area (SHA), and Yokohama North Dock (YND) using two large buses with minimum 45-passenger capacity. Services consist of two Contract Line Item Numbers: scheduled service (CLIN X001) operating Monday through Friday with morning and evening routes per Appendix A, and unscheduled service (CLIN X002) funded up to a Not-to-Exceed amount requiring 24-hour contractor quotes and Contracting Officer approval. Scheduled service includes a one-hour free time allowance at each boarding/off-boarding point; unscheduled service with seven or more calendar days advance notice guarantees bus availability with pricing within the lower limit of published Kanto transportation bureau rates plus up to 20% during peak season, while shorter notice allows best commercial efforts. Stand-by charges apply when passengers are not boarded beyond free time or when specifically requested at the published hourly rate, and cancellation fees range from 30% to 100% of ordered bus price depending on timing.
The contractor must ensure all vehicles meet safety, environmental, and operational standards including "Safety Bus" certification by the Nihon Bus Association, compliance with Government of Japan emission regulations, and HVAC systems maintaining 65-80°F temperatures. Each bus requires a cellular telephone with hands-free capability, regular maintenance documentation, and prohibition against exterior/interior displays indicating military passengers. The contractor must maintain a Contract Manager fluent in English with full authority over daily operations, submit monthly passenger count reports within five calendar days of month-end requiring Contracting Officer Representative and Contracting Officer approval, and obtain fuel tax exemption certification and vehicle passes through the Tax Exemption Certifying Officer at 374th Contracting Squadron, Yokota Air Base. The Government retains periodic inspection rights, may prohibit unsafe vehicles, and provides gate passes at no cost; the contractor bears liability for passenger and property injuries while the Government assumes no liability for contractor-caused damage, and compensation for passenger-caused vehicle damage requires 24-hour reporting with photographic evidence and third-party repair estimates.
