About this file

The document is a Brand Name Justification for a federal contract opportunity issued by the National Institute of Standards and Technology (NIST). The procurement is specifically for Kapteos components, requiring an electro-optic field strength probe covering the 1 GHz - 12 GHz frequency range. NIST's Communications Technology Laboratory's Electromagnetic Fields Group currently uses Kapteos eOSense converters and eOProbe models and needs a brand-specific component to maintain compatibility with existing equipment and experimental procedures.

The solicitation (NB672020-25-01122) is for two line items: a Kapteos Optoelectronic Converter and a Transverse Electro-Optic Electric Field Probe for Low-K Media, with a requirement for new equipment only. The procurement is conducted under FAR 12.6 and 13.106 with an unrestricted basis and NAICS code 334516 (small business size standard of 1000 employees). Potential vendors must submit questions in writing to Contracting Officers Clifford Nicholson and Daniel Kent, with questions due within five calendar days of solicitation issuance, and all quotations to be delivered electronically by the specified closing date.

BRAND NAME JUSTIFICATION

Requirement. NB672020-25-01122 - Kapteos components

This procurement is a brand name request, and it is limited to Kapteos supplied by or authorized by Kapteos. NIST's Communications Technology Laboratory's RF Technology Division Electromagnetic Fields Group currently owns and uses Brand Name Kapteos eOSense converters and eOProbe models on-site and is utilizing them in current experiments supporting a Measurements Project. The Electromagnetic Fields Group requires an electro-optic field strength probe to cover the frequency range 1 GHz – 12 GHz. This field strength probe must be an all-dielectric design with optical connections and an electro-optic converter. The Brand Name Kapteos electro-optic field strength probes are the only items capable of meeting the required specifications, performing the necessary measurements in the applicable range, and maintaining compatibility with the existing items currently in use. The cost of modifying the procedures, changing equipment items, and retraining staff, including adjustment of data analysis already completed, would create an undue burden on the government.
