About this file

This document is a Single Source Justification (Simplified Acquisition) for the Air Force Center's Installation Contracting Division at Arnold Air Force Base. The procurement is for one Tracker 2072CC flat bottom boat with specific technical requirements, including a Mercury 150XL four-stroke engine, Bimini top, GPS, and trailer, to be used for boater safety enforcement on the base's Woods Reservoir Lake. The detailed specifications cover construction, exterior, interior, console, electrical, and functional requirements, with the boat featuring a Forest Green color, 100% aluminum construction, and extensive technical details for marine performance and durability.

The document outlines efforts to obtain competition, noting a GSA listing attempt that exceeded $45K and did not meet technical specifications. A combined synopsis and solicitation will be posted on SAM.gov from July 28, 2025, to August 20, 2025, with the intent to evaluate quotes based on technical specifications and lowest price. The solicitation is set aside 100% for small businesses, with the government anticipating awarding the contract to a single vendor capable of providing the exact specified boat and offering the lowest technically acceptable proposal.

Section C: Justification for Soliciting from a Single Source or Brand Name

This is not a new mission requirement to AAFB, as civilian contractors enforced boater safety from Memorial Day through Labor Day over the past 25 years. Security Forces identified a need for a yearly boat patrol for public safety and the above stated specifications are included for Tracker Boats 2072 CC and Mercury 150 horsepower four stroke engine. Dedicated law enforcement patrols are required to focus on security duties, the boat would be employed through the year to support mission requirements. A Security Forces presence is needed to maintain current and future mission requirements. To ensure functionality and safety, it is imperative that the boat have the above technical requirements to ensure quality and effectiveness.

Section D: Efforts to Obtain Competition

An Air Force Advantage GSA listing was attempted on 26 Jun 25; however, the total was over $45K without the boat trailer and did not meet technical specifications.

A combined synopsis and solicitation will be posted to SAM.gov from Monday, 28 July 2025 to Wednesday, 20 August 2025. If quotes received meet technical specifications posted on combined synopsis/soliciation, the lowest quote will be evaluated and evaluated fair and reasonable.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

A SFS flat bottom boat is required to enforce water safety and hunting safety at AAFB to meet mission requirements. If quotes received meet technical specifications posted on combined synopsis/soliciation, the technical evaluation will be evaluated at lowest price. If the need arises, further market research will be conducted to determine if additional name brands are available to meet the requirement.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
