MEMORANDUM FOR 49 CONS/PKA
FROM: 49 OG/DD
SUBJECT: RPA Training Support (RPATS) Contract Mission Essential Status
1. The purpose of this memorandum is to provide justification of Partial Essential Contractor Services in accordance with DFARS Subpart 237.76, Continuation of Essential Contractor Services, for the RPATS contract.
2. The primary mission of the 49 OG is to train combat ready MQ-9 aircrew. On average, the RPATS contract provides support for at least 70% of training events that occur at the Formal Training Unit (FTU). The FTU graduates 700 MQ-9 aircrew a year with new classes arriving weekly. The execution of this contract ensures a continuous flow of students and training, supporting the overall mission of the 49 OG.
3. The request for essential contractor services is required for an extended event, such as a pandemic. This request is not for short events such as inclement weather or a base lock-down.
4. The following portions of the contract cannot be executed from a remote or virtual location:
a. Simulator Mission Operator (SMO). The primary duty of the SMO is to provide real time training event mission support for either ATD events, MQ-9 flightline events, and/or DTT events. SMOs support will include Emergency Procedure Evaluations (EPE) (ATD only), LR (ATD only), CT, MQ-9 Formal Training Unit (FTU) syllabus missions, student practice missions (ATD only), debriefs, and DV and/or guest demonstrations.
b. Simulator Tactical Programmer (STP). The primary duty is the construction, maintenance adaption, correction and troubleshooting of ATD and DTT mission scenarios for all training events. STPs will be trained and qualified to perform as SMOs for either simulator events or flightline simulator events. STPs may be trained to perform SDD duties.
c. Simulator Duty Director (SDD). The primary duty is to execute the simulator schedule in accordance with guidance provided by the 16TRS/DO and to provide administrative accountability to ATD programs. Starting 15 minutes prior to published simulator hours and until the end of published simulator hours, the SDD will maintain a presence at the Step Desk next to the simulators. Prior to each simulator event the SDD will brief the incoming crew on the availability of their simulator and ensure instructors are qualified to perform the day’s events.
After each simulator event, the SDD will collect any noted discrepancies and record mission effectiveness.
d. Integrated Mission Developer (IMD). The primary duty of IMD is to ensure both simulator and flight mission scenarios are vetted and standardized across the 6th ATKS, 9th ATKS, and 29th ATKS. IMDs will observe full events to ensure products meet the requirements for training. IMDs will also be trained and qualified to perform as SMOs for either simulator events or flightline simulator events. IMDs may be trained to perform SDD duties.
e. Simulated Air Traffic Control Center (SATCC). The primary duty of the SATCC is to provide real time communications support for only ATD or DTT events. SATCC support may include the following types of events when accomplished in ATD or DTT setting: EPE, LR, CT, MQ-9 Formal Training Unit (FTU) syllabus missions, student practice missions, and DV and/or guest demonstrations.
