Source Selection Information – See FAR 2.101 and 3.104

TECHNICAL WORKSHEET

SOLICITATION #:

STEVEDORING AND RELATED TERMINAL SERVICES

PORTS: PORTSMOUTH TERMINAL, NEWPORT NEWS TERMINAL, VIRGINIA

When completing this technical worksheet based on the posted requirements, the Offeror/Quoter shall assume the Government has no prior knowledge of the Offeror/Quoter’s experience past or present the Offeror/Quoter may have or performed, the evaluator(s) will base their evaluation SOLELY on the information presented for EACH question and the Offeror/Quoter answer within this Technical Worksheet questioner.

**Submission Rules & Instructions:**

1. The entire submission of this Technical Worksheet SHALL NOT exceed 20 single sided pages in length.

2. The proposal shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address “how” the Offeror/Quoter intends to meet each item in the worksheet in accordance with (IAW) the Performance Work Statement (PWS).

3. Statements that the Offeror/Quoter “understands, can or will comply with the PWS; statements paraphrasing the PWS or parts thereof; flowcharts simply listing activities related to performance of the PWS; and phrases such as “standard procedures will be employed” or “well known techniques will be used,” etc., without explanations, descriptions or how services will be performed in detail shall be considered unacceptable.

4. Page size shall be no larger than 8.5x11 inches and single sided.

5. Submitted Technical Worksheets that exceeds 20 pages, will have only the first 20 pages evaluated and all other pages will be removed before the Technical Worksheet is evaluated.

6. All requested attachments, port certifications, licensing, permits, documentary evidence (photos) and Material Handling Equipment (MHE) lists shall not count against the page limits.

NOTE** Failure to complete this document in its entirety or attach requested documents may result in a proposal being ineligible for award.

**Technical Evaluation Questions**

1. Labor/Management

1a. Describe/explain your capability to provide personnel if given 24hrs notice, your plan “how” to support multiple work sites i.e. reception of commercial trucks, staging cargo, loading multiple decks on several vessels simultaneously on multiple berthing.

1b. Describe/explain your plan for addressing labor shortages due to competing requirements “example; commercial “vs” military, and moving from normal daily work schedules to working contingency operations 24/7 and “how” you would sustain 24/7 operations and mitigate any shortfalls of labor.

1c. Describe how many and what class of labor/individuals that makes up each of the following work parties/gangs i.e. (truck gang, rail gang, warehouse, and vessel gangs for both LOLO and RORO operations), please include checkers and all supervision needed.

1d. Describe/explain “how” you plan maintain a driver pool for the USG specialized military equipment (i.e. M1A2, M2, strikers, MRAPS, HETS). Describe any specialized training or experience you have with the operation of unique US Military equipment?

2. Material Handling Equipment (MHE)

2a. Describe and provide a list, of what equipment you have in your inventory that is available to use to handle all classes of supply (to include HAZMAT and Explosives). Please include details pacific to LO/LO and RO/RO operation for vessel, truck, and rail operations.

2b. Describe how would you supply equipment for working multiple vessels while conducting stevedoring operations working 24/7 operations to support loading/discharging multiple decks simultaneously on multiple vessels on multiple berthing while performing reception and depositing of USG cargo?

2c. Describe and provide photos of what equipment you have in your inventory that would be used to tow/dray dead lined vehicles up to 160,000 lbs. on, and off a vessel with deck heights up to 10’6’’. Describe also your plan to mitigate working multiple decks on a vessel loading/discharging inoperable vehicles to and from staging lots, while keeping up with minimum set productivity levels.

2d. The Government requires that you provide contact maintenance team, equipment and vehicle(s) capable of determining the condition of its cargo rapidly, describe how your company will support this requirement while working in multiple operations (i.e. staging lots, loading trucks, and on multiple vessel decks).

2e. The Government requires that its contractor shall have the capability to make minor equipment repairs on site and during an operation (i.e. changing tire, refueling vehicles, changing batteries), describe how your company will provide this requirement?

3. Reception and Disposition

3a. The Government maintains positive control of all cargo being imported and exported, please explain or show evidence of how (based on the requirements) you would maintain control of cargo placed in your care, including tallying, checking and inventory of cargo.

4. Vessel Operations

4a. The Government requires its contractor to be flexible in providing service. Can you provide flexible start times for receiving cargo at the port, starting vessels at odd hours or transitioning from normal work day schedules? Please explain your ability to provide this flexibility of varied start times.

4b. Describe and explain your ability to load/discharge cargo to/from a vessel without causing damage and In Accordance With (IAW) the Governments safety requirements.

4c. Describe and explain in detail, the ABC’s of loading RO/RO & LO/LO cargo on a vessel.

4d. Do you have experience with lashing/securing U.S. Military Cargo and specific tie down procedures related to vessel operations? Please Explain.

4e. The Governments cargo is unique in that it comes in all weight classes, operable and inoperable (wheel vehicles, track vehicles, containers, breakbulk), and working multiple decks is advantageous to the Government.

Explain your stevedore’s ability to conduct vessel discharge operations, by describing the function of all MHE, labor, lift capability, and staging operations are being worked simultaneously?

5. Truck operations

5a. Government cargo as stated elsewhere is unique and loading or discharging trucks takes a broad range of MHE and skilled labor, Please describe (photos accepted) your ability to handle loading and unloading RO/RO and describe how you would handle dead lined or inoperable vehicles weighing up to 160,000 lbs.

7a. Please explain and provide examples, documentation, photos of related to corporate experience. Provide a minimum of three (3) continuous years of experience performing Stevedoring and Related Terminal Services and recent (within the last 3 years) experience similar in size, scope and complexity to those identified by the Government performance work statement.
