Statement of Work

For

Automated Compound Microscope

18 April 2023

I. Background:

The Aerospace Fuels Laboratory (AFPET/PTPLH) has a requirement for one Automated Compound Microscope. This is a requirement to support the Space Launch partners at Cape Canaveral Space Force Station (CCSFS).

II. Scope:

Automated Compound Microscope to support contamination control of launch platforms and satellites.

III. Minimum Technical Requirements:

• Automated Multi sample measurements

• Autodetection to minimize user influence.

• Comprehensive annotation tool with manual measurement function.

• Automatic differentiation between reflective and non-reflective features to trace back the source or potential risk of contamination.

• Compatible with 47mm filter patches

• Compatible with Gel Pack

• Compatible with Tape Lift

• Separate classification according to length and/or width.

• Height measurements on particles: z-height measurement

• Analysis of particles down to 5 µm according to national and international standards

• Automatic differentiation between particles and fibers with separate classification.

• Rapid measurement and classification of different particles simultaneously to increase throughput.

• Live information to obtain early feedback on the severest contamination to decreaseresponse time.

• Relocation of all detected features in the live image with detection threshold for verification.

• Editing function with documentation for easy and reliable control of the results.

• Configurable Excel reports including filter overview, images and raw data. Deleted oredited particles are listed and marked. Customized diagrams can be easily implemented.

• Compliant with the latest standards (ISO 16232, VDA 19, ISO 4406, DIN 51455, USP788 ,SAE AS4059, NAS 1638) in cleanliness detection. Open designed for easy implementation of further international or customer specific standard formats.

• Upgradable with LIBS system for chemical analysis of particle contamination on one system. No need of further sample preparation or transportation

IV. Qualifying Country Products:

All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.”

V. Delivery and Training:

Product should be delivered to location at Cape Canaveral SFS, Florida within 12 weeks after receipt of award with all manuals and instructions for instrument operation as electronic copy.

VI. Warranty:

• 1 year warranty

VII. Invoice and Payment:

The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective. The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award”

VIII. Delivery Procedures:

All vehicles larger than a large pick-up truck are required to be inspected prior to entering the installation.

1. Vehicles to be inspected include, but are not limited to, the following:

i. Step van/panel truck

ii. Tractor/trailer, box, and flatbed containing cargo

iii. Tanker trucks

iv. Box Trucks

v. Tour buses

vi. Garbage/recycled waste trucks

vii. Concrete trucks/mixers, dump trucks

viii. Cranes, recreational vehicles, petroleum tanker

2. This inspection will be conducted at the truck gate. The following exceptions to vehicles utilizing the CVDG:

i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

ii. All irregular deliveries will be sent for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.
