About this file

This document is a Clauses Incorporated by Reference listing for a federal solicitation (Document Number FA890326A068824001), detailing the contractual terms and conditions that will govern the resulting award.

The document primarily comprises two sections: a table listing clauses incorporated by reference (with clause numbers, titles, effective dates, and contract sections) and selected clauses presented in full text. Key incorporated clauses address critical federal contracting requirements including Buy American and Balance of Payments Program certification (252.225-7001, 252.225-7000), prohibitions on covered defense telecommunications equipment (252.204-7017, 252.204-7018), small business considerations (52.219-4 HUBZone evaluation preference), tax compliance on foreign procurements (52.229-11), payment procedures via Wide Area Workflow system (252.232-7006), and various employment, labor, and compliance requirements. The contract includes an option to extend services for up to 6 months (52.217-8) and an option to extend the contract term up to 42 months total (52.217-9). Evaluation will be based on technical approach and price for commercial products and services (52.212-2). The solicitation applies multiple deviations from standard FAR clauses (indicated by Deviation 2026-O0038 and others) and incorporates payment routing instructions specifying Department of Defense Activity Address Codes for the Air Force (FA8903) and Defense Information Systems Agency (HQ0747, F2MT51). Contractors must register in the System for Award Management and comply with all representations and certifications regarding country of origin, foreign persons status, whistleblower protection, and security prohibitions outlined in the incorporated clauses.
