STATEMENT OF WORK

PROJECT NAME: PUMP AND CLEAN EIGHT INDENTIFIED OIL-WATER SEPARATORS

HOLLOMAN AIR FORCE BASE, NEW MEXICO

WORK TASK #14218774

26 MARCH 2024

1. PROJECT SPECIFIC INFORMATION

a. Location: Facilities 193, 231, 304, 309, 818, 844, 856, 1073

b. User Contact: Gary V. Stratton

c. Performance Period of Contract: 90 Days

d. Working Hours: Monday-Friday (7:00 am to 5:00 pm)

e. Restricted Area (as defined in HAFB Instruction 31-102): No

2. SCOPE OF WORK

General Requirements:

1. The Contractor shall furnish all vehicles, tools, equipment, materials, transportation, personal protective equipment (PPE), personnel, labor, technical expertise, supervision, and management necessary to accomplish the work.

2. Work shall be performed by a licensed Oil-Water Separator(s) (OWS) maintenance company In Accordance With (IAW) manufacturers’ recommended levels of cleaning and all Federal, State, and Local Environmental laws and regulations.

3. The Contractor shall be responsible to remove and reinstall lids, covers, grates, or similar, and their fasteners.

4. Any damaged areas shall be restored to match the existing site condition/landscape.

5. The work areas shall be kept reasonably clean at all times. The Contractor shall perform a complete cleanup of the individual work area at the end of that site’s work.

Specific Requirements:

1. There are eight OWS requiring cleaning. The cleaning includes sample analysis, pumping, cleaning the chamber, and removing all waste material. The following table lists the OWS’ nomenclature, location, and capacity of each unit in gallons. See attached map.

2. Each OWS shall be tested for regulated waste according to the Multiservice Oil/Water Separator Guidance Manual 11Jun1999 and AFMAN 32-1067. This shall be accomplished within 15 days prior to cleaning the OWS.

3. Regulated waste shall not be mixed with un-regulated waste. Sample analysis will be reported to HazWaste Program Manager in CEIE Environmental Office address in number 6. below.

4. All water, oil, semi-solid materials, solid materials, and absorbent media shall be disposed of off base by the Contractor to an approved site IAW all applicable Federal, State, and Local Environmental laws, ordinances, and regulations. Department of Transportation (DOT) approved vehicles and containers shall be used to transport the waste materials.

5. The Contractor shall be responsible for creating, maintaining, and delivering all documentation, including weight tickets, waste manifests, etc. for this disposal process. The Contractor shall provide the original record or a reproducible copy five (5) working days of receipt of the request to the project manager or Contracting Officer Representative (COR), unless otherwise specified prior to payment.
