About this file
Document Type: Statement of Work (SOW)
This SOW describes the requirements for procuring one (1) fully integrated Fourier Transform Infrared (FTIR) microscopy system for the Aerospace Fuels Laboratory at Cape Canaveral Space Force Station. The system will support analysis of unknown particulate contamination and microscopic fiber identification. The contracting activity is the Space Force, with delivery to DoDAAC FP2078 at Building 54800, 15251 Scrub Jay St, Cape Canaveral SFS, FL 32920.
Technical Requirements: The system must be capable of transmission, reflection, and attenuated total reflectance (ATR) spectroscopy with imaging capabilities for particles 10 micrometers or smaller. Key specifications include a FTIR spectrometer with 0.5 cm⁻¹ resolution or better, a thermoelectrically cooled mercury cadmium telluride (MCT) detector covering the mid-IR range (4000 to 800 cm⁻¹) without requiring liquid nitrogen, accommodation for 47 mm filter membrane samples, a 5 megapixel or better optical camera, motorized x,y,z stage with coarse and fine controls, nitrogen purge system attachments, a control computer with software and licenses, material identification libraries with automatic search capability, particle measurement software accurate to the nearest micrometer, and all necessary accessories for operation in all three spectroscopy modes. The system footprint shall not exceed 30 inches deep by 60 inches long, and it must be configured for standard 120V single phase, 60 Hz electricity.
Services and Logistics: The contract includes on-site installation and validation to meet manufacturer specifications, on-site training and familiarization for up to three people for a minimum of one day, and a one-year original equipment manufacturer warranty. The contractor must demonstrate direct employment of qualified staff to install, provide training, and troubleshoot the system. All shipping costs and insurance must be included in the proposal using standard approved packaging methods. Vehicles larger than a large pick-up truck require inspection at the Commercial Vehicle Delivery Gate prior to facility entry. The period of performance shall not exceed 180 days from contract award.

Statement of Work
For
Fourier Transform Infrared (FTIR)
Microscopy System
20260218
I. Background:
The Aerospace Fuels Laboratory at Cape Canaveral Space Force Station has a requirement for a Fourier Transform Infrared (FTIR) microscopy system. This requirement supports the analysis of unknown particulate contamination and microscopic fiber identification.
II. Minimum Technical Requirements:
The following specification lists the minimum requirements for one (1) Fourier Transform Infrared (FTIR) microscopy system.
a. A fully integrated FTIR microscopy system capable of transmission, reflection, and attenuated total reflectance (ATR) spectroscopy
b. Capable of imaging particles 10 µm or smaller, and compatible with grazing angle and attenuated total reflection objectives
c. Include a FTIR spectrometer with a resolution of 0.5 cm-1 or better
d. Include a thermoelectrically cooled mercury cadmium telluride (MCT) detector that does not require liquid nitrogen that covers the mid-IR range (at least 4000 to 800 cm-1)
e. Shall accommodate samples up to 47 mm wide and include a sample holder.
Typical samples will be 47 mm filter membranes.
f. Shall be able to acquire optical images in addition to infrared with a high resolution 5 megapixel or better camera.
g. Shall include attachments and plumbing necessary for a purge system. Nitrogen will be supplied as purge gas.
h. Shall include a motorized x,y,z stage with coarse and fine controls
i. Shall include a control computer, keyboard, mouse, and monitor with all necessary control software for the system and licenses.
j. The system shall include libraries for identifying polymers, fibers, and other common microscopic contaminants, and be capable of automatically searching to identify materials.
k. Software shall be capable of measuring particle dimensions to the nearest µm or better.
l. Microscope and spectrometer shall fit on a table 30 inches deep by 60 inches long. The control computer may sit on a separate table.
m. Shall include any accessories necessary for operation in transmission, reflection, and ATR modes.
n. Configured for standard 120V single phase, 60 Hz electricity
o. Due to the technical nature of the requested product, vendors shall demonstrate they directly employ staff qualified to install, provide training, and troubleshoot the gas chromatograph and mass spectrometer systems.
III. Training:
Shall include on-site training and familiarization with instrumentation and control software of at least 1 day for up to 3 people.
IV. Installation:
Shall include on-site installation and validation to meet manufacturer’s specifications at Cape Canaveral Space Force Station.
V. Delivery:
SHIP TO DoDAAC: FP2078 15251 Scrub Jay St Building 54800 Cape Canaveral SFS, FL 32920
VI. Period of Performance:
To be completed no later than 180 days from contract award.
VII. Warranty:
System shall include a 1-year original equipment manufacturer warranty.
VIII. Delivery Procedures – Commercial Vehicles:
a. The company shall properly ship the system to the Aerospace Fuels Laboratory at
Cape Canaveral Space Force Station. All shipping costs to include insurance will be included in contractor’s proposal. Great care using standard, approved packaging methods shall be taken.
b. All vehicles larger than a large pick-up truck are required to be inspected by the Cape Canaveral Space Force Station Commercial Vehicle Delivery Gate (CVDG) prior to entering the installation. This inspection will be conducted at 1068 FL-401, Cape Canaveral, FL, 32920. Vehicles to be inspected include, but are not limited to, the following:
1. Step van/panel truck
2. Tractor/trailer, box and flatbed containing cargo
3. Tanker trucks
4. Box trucks
5. Tour buses
6. Garbage/recycled waste trucks
7. Concrete trucks/mixers, dump trucks
8. Cranes, recreational vehicles, petroleum tanker
c. The following are exemptions to vehicles utilizing the CVDG:
d. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM). Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
