PERFORMANCE WORK STATEMENT RESTORATION OF
STATIC DISPLAY AEROSPACE VEHICLES (SDAV)
Camp Bullis Training Ground
1.0 Description of Services:
The purpose of the SDAV Restoration and Maintenance Services for the 59th Medical Wing (59 MDW) serves to ensure that 5 SDAVs and related equipment are safely and properly configured to accurately reflect USAF history, heritage, traditions and simulate training in accordance with (IAW) this Performance Work Statement (PWS), AFI 84-103, and other applicable standards. The objective is to ensure that SDAVs and related equipment are inspected, cleaned, prepared, and painted to restore to original manufacturers or operational appearances for the period depicted and control/prevent metal corrosion or other forms of surface deterioration that are costly and can shorten SDAV life, hinder mission accomplishment, or endanger trainees, students, visitors, or the environment.
1.1.1 Contract Support. The Contractor shall:
1.1.2 Initial SDAV Services: Contractor shall perform records review, preparation, and inspection to ensure SDAVs are staged for cleaning and painting. In addition to accomplishing all requirements identified, contractor shall also document all part removals and inspections on the AF Form 3581, USAF Heritage Program Aerospace Vehicle Static Display Maintenance Log (LRA) IAW AFI 84-102. Contractor shall perform services on SDAVs listed in Appendix A. Contractor shall take 5 inch by 7 inch digital photographs of each SDAV and identify areas needing specific servicing. The interior and exterior of SDAVs shall be thoroughly inspected and annotated. Identify necessary services to be performed ensuring the SDAV is restored to original manufacturers or operational appearance. SDAVs shall be free from corrosion and properly sealed to prevent further corrosion or deterioration. Preparation to include sealing of all exposed areas shall occur prior to cleaning and painting. The contractor shall adhere to the following specifications:
1.1.2.1. Contractor shall review SDAV records prior to commencing inspection/work on aircraft. In addition to accomplishing all requirements identified, contractor shall also document all services, part removals, and inspections on the AF Form 3581, USAF Heritage Program Aerospace Vehicle Static Display Maintenance Log (LRA) IAW AFI 84-102. 1.1.1.2 Contractor shall take a 5-inch by 7-inch digital photographs of at least the front, rear, and both sides of each SDAV from no more than 50 feet (ft.) away and submit legible copies to the Government POC within one (1) business day prior to performing any surface cleaning on the SDAV.
1.1.1.3 Contractor shall inspect, remove corrosion, scuff, and lightly sand paint on aircraft and metal support structures to prevent metal warping prior to painting them.
1.1.1.4 Contractor shall follow T.O. 1-1-691 Cleaning and Corrosion Prevention and Control, Aerospace and Non-Aerospace Equipment (Chapter 5) when maintaining, repairing, and removing all corrosion from SDAVs, all technical reference shall be available through the Government POC.
1.1.1.5 Contractor shall take a 5-inch by7 inch digital photograph of any portion, component, or part of an SDAV that is to be replaced prior to replacing the portion, component, or part from no more than 15 ft. away from the portion, component, or part to be replaced, prior to removing any parts. Contractor shall provide a 5 inch by 7-inch digital photograph to the Government POC prior to start of work. Contractor shall provide a 5 inch by 7-inch digital photograph of the completed work to the Government POC no later than one (1) business day from completion of work. The contractor shall submit invoices in WAWF upon completion of services for use in monitoring performance.
1.1.1.6 Contractor shall obtain inspection checklist from Government POC prior to inspecting aircraft.
1.1.1.7 Contractor shall obtain approval from the Government POC and CO prior to purchasing for fabrication of replacement part.
1.1.1.8 Contractor shall submit an AF Form 3000, Material Approval Submittal, to obtain approval from the Government POC and CO prior to purchasing a replacement part. Hazardous Materials listed in the AF Form 3000, and their associated Safety Data Sheets (SDS) shall be forwarded to 502CES.CEIEA.HAZMAT@us.af.mil for review/approval PRIOR to work commencing.
1.1.1.9 Contractor shall fabricate a replacement part only as a last resort and when contractor has exhausted all other means of procuring an authentic replacement part. Bubble Canopies may be purchased from a Military Aircraft Restoration Corporation or equal to it, after approval from the Government POC and CO.
1.1.1.10 Contractor shall fabricate replacement parts to appear exactly as the original parts appeared.
1.1.1.11 Contractor shall fabricate windshields, if needed, and shall use a transparent thermoplastic such as Poly methyl methacrylate (PMMA) or sheet metal that is painted with Federal Standard 595 (FS595) color “16132.”
1.1.1.12 Contractor shall fabricate SDAV replacement windows, and Contractor shall use PMMA or sheet metal that is painted FS595 color “16132.”
1.1.1.13 Contractor shall install replacement windows and windshields such that water and animals cannot enter, if needed.
1.1.1.14 Contractor shall reassemble broken aircraft light lenses, if needed.
1.1.1.15 Contractor shall replace broken or missing aircraft light lenses that cannot be reassembled with matching aircraft light lenses, if needed.
1.1.1.16 Contractor shall substitute sheet metal that is cut to the appropriate shape and painted the color and shape of the original light lens for broken or missing aircraft lenses that cannot be replaced or reassembled.
1.1.1.17 Contractor shall repair holes in SDAV skin that are less than or equal to two inches (2”) wide between the two farthest point of the hole with a body filler putty.
1.1.1.18 Contractor shall repair holes in SDAV skin that are greater than two inches (2”) between the two farthest points of the hole with sheet metal.
1.1.1.19 Contractor shall contour replacement sheet metal to match the curves and shape of the SDAV.
1.1.1.20 Contractor shall secure replacement sheet metal with the same number of rivets placed at the same intervals as the original sheet metal.
1.1.1.21 Contractor shall smooth and paint over hole and dent repairs on SDAV skin such that evidence of the hole or dent does not exist.
1.1.1.22 Contractor shall repair door and hatch handles on the exteriors of SDAV(s) such that the aesthetics of the aircraft are not changed, and the handle is fully functional, if needed.
1.1.1.23 Contractor shall ensure SDAV Bird Proofing is replaced or installed and that the color of bird proofing blends with aircraft color scheme.
1.1.1.24 Contractor shall apply clear paintable silicone sealant to exteriors of SDAV(s) prior to the application of organic coatings and according to the following specifications:
1.1.1.25 Paint shall adhere to the sealant.
1.1.1.26 Water shall not enter the interior of the SDAV.
1.1.1.27 Contractor shall provide written warranty for five (5) years against any and all defects in materials and workmanship in application of sealant.
1.1.1.28 Contractor shall apply clear paintable silicone sealant between all abutting pieces of metal.
1.1.1.29 Contractor shall not seal exterior doors shut.
1.1.3 Clean SDAVs: Contractor shall clean all SDAVs ensuring they are clean and free from dirt, debris, carbon, and contaminants prior to painting. Contractor shall adhere to the following specifications:
1.1.3.1. Contractor shall take 5-inch by 7-inch digital photographs of at least the front, rear, and both sides of each SDAV from no more than 50 ft. away and submit legible copies to the Government POC within one (1) business day prior to performing any surface cleaning on the SDAV.
1.1.3.2. Contractor shall clean the aircraft in accordance with T.O. 1-1-691.
1.1.3.3. Contractor shall ensure all drain hoes are open and free of dirt in order to avoid any water entrapment.
1.1.3.4. Contractor shall perform cleaning of the exteriors of SDAV(s) in order to prevent corrosion by removing salt deposits, other corrosive soils and electrolytes.
1.1.3.5. Contractor shall perform cleaning on the exteriors of aircraft fuselage by applying authorized cleaning compound, scrubbing, rinsing, and drying.
1.1.3.6. Contractor shall perform a second cleaning to thoroughly remove all oil, dirt, residue, or contaminants prior to the painting process.
1.1.3.7. Contractor shall NOT use steam cleaning nor use high pressure spray nozzles to apply cleaning compounds onto SDAVs as high pressure can cause cleaning compounds to become entrapped in enclosed areas causing corrosion. Contractor shall only apply cleaning compounds using low-pressure soap nozzles on SDAVs. Contractor shall not exceed the cleaner dilution ratios recommended in TO 1-1-691, Table 3-2 or applicable instruction. Contractor shall coordinate and receive approval from HAZMAT prior to using any chemicals by submitting an AF Form 3952, Chemical Hazardous Material Request/Authorization. Contractor can obtain hard or electronic copies of these forms by contacting the HAZMAT Office, 502CES.CEIEA.HAZMAT@us.af.mil at 802nd Civil Engineer Squadron Bldg 5595.
1.1.3.8. Contractor shall report to the Government POC any instances of and take action to prevent leaking/dripping of Petroleum, Oil and/or Lubricant (POL) products from the exterior of SDAV(s).
1.1.3.9. Contractor shall report to the Government POC any leaks and clean puddles of POL products from the ground or support structure beneath SDAV(s) caused by washing.
1.1.3.10. Contractor shall dispose of POL products that contractor removed from SDAV(s) IAW the POL product’s respective Safety Data Sheet (SDS) and current base policy.
1.1.3.11. Contractor shall remove all dirt, debris, carbon, and contaminants from SDAV exteriors during washing.
1.1.3.12. Contractor shall free all fuselage, wing, and empennage drain holes from obstruction during washing.
1.1.3.13. Contractor shall remove and dispose of bird nests and bird feces/or any kind of feces from the SDAV(s) during washing.
1.1.4 Paint SDAVs: Contractor shall paint SDAV exteriors in accordance with Colors, Markings and Indicators (CMI) provided by the Government POC. Contractor shall provide a corrosion- preventive chemical film as specified in the appropriate aircraft Technical Order (TO) to all surfaces, reassemble all components and items, apply final chemical using standard maintenance practices, IAW AFI 84-103, Heritage Program NMUSAF loan agreement, AFI 20- 114, Air and Space Equipment, Structural Maintenance, T.O. 1-1-8, Application and Removal of Organic Coating, Aerospace and Non-Aerospace Equipment, T.O. 1-1-691, Cleaning and Corrosion Prevention and Control, Aerospace and Non-Aerospace Equipment available through the museum archives which are managed by the Historical Property Custodian (HPC) at the AHTC located on JBSA-Lackland and local environmental policies and regulations. Contractor shall adhere to the following specifications:
1.1.4.1. Contractor shall treat all corroded areas in accordance with T.O. 1-1-691 and will complete all the repairs during the preparation process.
1.1.4.2. All repairs will be completed in accordance with T.O. 1-1A-1, General Manual for Aircraft Structural Repairs, T.O. 1-1A-8, Aircraft Structural Hardware, and T.O. 1-1-1690, General Advance Composite Repair Processes Manual.
1.1.4.3. Contractor shall secure all landing gear and control surfaces from moving.
1.1.4.4. Contractor shall provide written warranty for four (4) years against any and all defects in material and workmanship in application and removal of organic coating.
1.1.4.5. Contractor shall NOT move SDAV(s) in order to remove/apply organic coatings. Contractor shall provide painting aids such as scaffolding and cleanup materials and equipment, etc. Contractor shall minimize nuisance dust emissions.
1.1.4.6. Contractor shall take precautionary measures to prevent paint and paint removal waste from contaminating air, water or soil and protect vegetation and construction surrounding SDAV(s) from foreign debris (paint chips, sealants, etc.) and over spray when removing and applying organic coating. These measures can include closure of the area, temporary fencing, and warning signs.
1.1.4.7. Contractor shall place warning signs and markings and cordon the area surrounding SDAV when removing and applying organic coating in order to protect the public, vehicles, equipment and SDAV identifying signage from over spray and fumes. Warning signs and cordons will be placed no later than one day prior to painting in areas where overspray could affect the public, vehicles, equipment and SDAV identifying signage. Contractor will coordinate with government POC if areas need to be closed off to the vehicles.
1.1.4.8. Contractor shall submit a Restoration & Maintenance Paint Usage Log within five (5) business days after the completion of each SDAV to report manufacturer’s name, quantities, type and location of paints used during the services to the Government POC.
1.1.4.9. Contractor shall use LOW VOC coating materials (to include Paints, Primers, Thinners, Sealants, & Adhesives-items must be annotated on the container and SDSs). For any painting or staining operations. Contractor shall apply protective organic coating by spraying method unless otherwise directed by TO 1-1-8 or by local requirements or limitations and shall spray only in areas approved by Fire, Safety, and Bioenvironmental Engineering. Also, maintaining a Paint Log is required per 30 TAC 106.4.
1.1.4.10. Contractor shall prevent application of paint to surfaces other than the intended surfaces.
1.1.4.11. Contractor shall coordinate with the Government POC prior to removal of paint that the contractor applied to unintended surfaces and shall perform removal in such a manner that does not damage Government Property at no additional cost to the Government.
1.1.4.12. Contractor shall paint support structures and paint them in the original color of the support structure IAW Color, Markings, and Insignia (CMI).
1.1.4.13. Contractor shall use an organic coating consisting of primer first followed by a topcoat of paint and a gloss lacquer. Any portion of the SDAV without a primer coat shall get a metal etch prime for additional anti-corrosion protection. Contractor shall reference materials listed in T.O.
1-1-8 (Chapter 6) when primer is used on SDAV(s).
1.1.4.14. Contractor shall replicate SDAV paint, markings, images, letters, numbers, and colors exactly IAW CMI, unless the Government POC and CO direct otherwise in writing, when applying paint to or replacing parts on an SDAV.
1.1.4.15. If the Government requires a change to an SDAV paint, markings, images, letters, numbers, nose art, and/or colors, the Government POC shall provide a new paint scheme approved by the Command Curator and send to the contractor no later than 30 calendar days before scheduled painting.
1.1.4.16. Contractor shall paint SDAVs in accordance with T.O. 1-1-8 and T.O. 1-1-4 for exterior finishes, insignia, and markings for USAF aircrafts.
1.1.4.17. Contractor shall treat all bare metal areas against corrosion prior to painting.
1.1.4.18. Contractor shall paint the aircraft tires to protect them from deterioration.
1.1.4.19. Contractor shall remove prior nose art completely before painting SDAV, repaint nose art on an SDAV IAW CMI after each full painting and shall not simply paint around nose art.
1.1.4.20. Contractor shall request a CMI Package from the AHTC prior to painting any SDAV and shall schedule a meeting with the Government POC to discuss the CMI. The Government reserves the right to reject paint services that the Government deems as poor quality, including but not limited to incorrect colors, noticeable debris in paint surface, or a generally poor appearance; and/or violate historical accuracy or integrity due to failure to adhere to the CMI package.
1.1.4.21. The Government POC shall provide a CMI package to contractor and validate all nose art prior to painting.
1.1.4.22. Contractor shall paint all nose art IAW the Government POC provided CMI package.
1.1.4.23. The Government POC reserves the right to reject nose art that the Government POC deems as poor artistic quality, including but not limited to incorrect colors, lack of clarity or vividness, or a generally poor appearance; and/or violate historical accuracy or integrity due to failure to adhere to the CMI package.
1.1.4.24. Contractor shall re-paint nose art within five (5) business days of Government rejection at no additional cost to the Government.
1.1.5 Unscheduled Maintenance: Contractor shall perform unscheduled maintenance when the Government requires additional unscheduled maintenance services. Contractor shall adhere to the following specifications:
1.1.5.1. The unscheduled maintenance shall include repair for SDAV doors, windows, and windshield, sealant, dents/major scratches (visible within 50 ft.). Additional unscheduled services and requirements not specified must be approved by the Government POC and CO before any work can begin.
1.1.5.2. Requirements issued under unscheduled maintenance shall be used by exception only. No single requirement issued under unscheduled maintenance shall exceed $2,500.00. Any unanticipated requirement that may exceed $2,500.00 shall be subject to CO’s approval.
1.1.5.3. Contractor shall issue a proposal to the Government POC and CO when unscheduled requirements arise. The Government POC and CO will evaluate each proposal to determine technical requirements, time of completion, fair price and whether funding is available. The contractor shall not accept work orders unless approved by the CO. Payment for work order service requests shall be made IAW the applicable CLIN of the contract upon receipt and approval of adequate supporting documentation (i.e., material receipts, subcontractor invoices/receipts, etc.).
1.1.5.4. Contractor shall provide completed work orders to the Government POC within one (1) business day for all work completed and shall invoice against unscheduled maintenance. Contractor shall provide the Government POC the Work Order Log after each SDAV is complete.
2.0 General Services
2.1 Description of Services. Contractor shall meet all requirements and responsibilities in support of Static Display Aerospace Vehicles (SDAV). Contractor staff shall be fully trained, qualified and knowledgeable professionals who are customer service oriented and shall ensure quality work performance IAW the PWS. Contractor shall provide a schedule of work within five (5) business days after contract award to the Government POC.
2.2. Hours of Operation. Normal duty hours are from 7:30 am – 4:30 pm Monday through Friday, excluding non-working federal holidays. Air Education & Training Command (AETC) Commander-directed “Family Days” are not federal holidays. The Service Provider (SP) is to provide a Point of Contact (POC) post award for communication purposes. The contract will ensure that the Contracting Services Team and Camp Bullis Team has available and updated contact information regarding personnel for emergencies and for normal circumstance.
2.2.1 Federal Holidays: AETC follows all federally observed holidays during each work year. Down days declared by the Commander are considered duty days and are not included in the definition of a holiday. Federal Holidays are listed below:

2.3. Personnel. Contractor shall exercise management and operational control over and retain full responsibility for the performance requirements set forth in this PWS. The Government will not exercise any direct supervision over contract employees performing services under this contract.
2.3.1. Contractor shall not use the services of any person in the performance of this contract, whose presence or action endanger(s) the operational mission of the installation, and/or the safety and security of the base populace.
2.3.2 Contractor shall not employ any person who is an employee of the Department of the Air Force (military or civilian alike), nor any person whose employment would be contrary to the policies contained in AFI 64-106, “Air Force Industrial Labor Relations Activities” unless such person has received waivers for any policies restricting employment.
2.3.3 Contractor shall not employ any person who is a spouse or dependent child of a Department of Air Force employee (military or civilian alike) when such employment would create a conflict of interest or appearance of a conflict of interest.
2.3.4. Contractor acknowledges that off-duty employment of active military personnel may interfere with contractor’s ability to perform because such personnel are subject to changes in military duty hours, deployment, and temporary duty travel (TDY) and permanent change in duty station orders (PCS). The abrupt absence of these personnel shall not constitute an excuse for non- performance under this contract.
2.3.5. Contractor shall not use any illegal substances and shall comply with all installation regulations, rules, security policies, and guidelines at all times.
2.3.6. Contractor employees shall possess a current and valid U.S. driver's license for the vehicles they operate in the execution of their duties for this contract.
2.4 Contract Manager/Alternate Contract Manager. The on-site contract manager or alternate contract manager shall be responsible for the overall management and coordination of this contract and shall act as the central point of contact with the Government. The on-site contract manager or alternate shall attend meetings as determined by the Contracting Officer (CO). The on-site manager or alternate shall have full authority to act on behalf of contractor on all contract matters relating to daily operations of this contract. Contractor shall furnish in writing to the Government POC the names and phone numbers of the contract manager, the alternate, and all contract management and supervisory personnel not later than five (5) business days after contract award. Only those individuals identified by contract may serve as contract manager or alternate. Contractor shall notify the CO and the Government POC immediately in writing if changes are made to the management and supervisory personnel. Contract manager or alternate contract manager shall be present on base when contractor employees are providing contract services.
2.5 Personal Appearance. Contractor personnel shall not wear ragged or frayed apparel, tank tops, halter tops, crop tops, sleeveless shirts, mesh and see through garments, exposed clothing with obscene or advertising logos or undergarment type shirts worn as exterior clothing, gym or sweat suit apparel, or any clothing that in the judgment of the Government could present an unfavorable image or cast discredit upon the installation, its personnel or the United States Air Force (USAF).
2.6 Security Requirements.
2.6.1. Security Requirements. The contractors shall comply at all times with base security requirements to include base pass requirements. The contracting squadron will offer Level I – Antiterrorism (AT) Awareness Training to all contractors IAW DoDIO-2000.16 V.1_AFI 10-245. Coordination for training should be done by the requiring unit after contract award. For non- Common Access Card (CAC) holder personnel training can be accomplished at https://jkodirect.jten.mil/atlas2/page/login/login.jsf.
Contract modifications shall be forwarded to the installation AT Office org box 802SFS.S5X.Antiterrorism@us.af.mil to ensure AT considerations and measures are included and all AT standards are compliant.
2.6.2 Entry Requirements. The contractor shall obtain base identification and any required vehicle passes for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. The contractor shall, within 3 working days after receiving award, submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, hours of required access, and names of employees and subcontractor employees requiring installation access. The letter must include the employee Name, Date of Birth, Driver License (or State issued ID) number, and State of Issuance for the purpose of background vetting. The Contracting Officer (or Contracting officer Representative) will endorse the request and submit to Security Forces for processing. For contracts lasting 180 days or more, the CO or the Government POC will forward the request to the 802sfs.s5.passregistration@us.af.mil org box. For contracts lasting less than 180 days, the CO or the Government POC will forward the request to the Lackland.VRC@us.af.mil org box. Submission of late, inaccurate, or incomplete information could delay issuance of access credentials. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials to the CO or the Government POC, for any employee who no longer requires access to the work site. Upon completion or termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the office where they were issued. The SP will be responsible for obtaining access to JBSA-Lackland-Camp Bullis for contractor personnel. 59 MDW personnel may facilitate installation access on an as needed basis as long as the SP provides a minimum of 24-hour notice and all information required by JBSA-Lackland-Camp Bullis visitor access policies.
2.6.3. Entry Requirements for Controlled or Restricted Areas. In the event the work shall take place within an Air Force Controlled or Restricted Area (i.e. airfield, aircraft parking areas, classified areas, armories, pharmacies, funds facilities, etc.), access into the area will be denied unless contractor employees, to include sub-contractors, are identified on an approved Entry Authority List (EAL). The contractor is responsible for providing the names, date of birth, driver’s license number and state of issue for each employee to the CO or the Government POC, at least 30 days prior to the first day of performance. The request must also include the Contract Number, the specific location of the Controlled/Restricted area where work will be accomplished, and inclusive dates required for contract performance. This is a separate requirement from the entry credentials as identified in the previous paragraph. All requests for Entry Authority List inclusion must be on Company letterhead. The CO or the Government POC will in turn provide the information to Security Forces Installation Security Section, (802 SFS/S5S) for processing. Any EAL requests submitted to the Visitor Control Center or Pass & Registration will not be processed. The submission of employee information for EAL purposes is a separate requirement from the submission of information for Installation Access Passes and must be on separate letters. The contractor shall comply with Force Protection Condition (FPCON) procedures, Random Antiterrorism Measures (RAMs), and local search/identification requirements.
2.6.4. Traffic Laws. Contractor and employees shall comply with base traffic regulations. Use of handheld devices/phones, radar detectors, or dash-cameras are prohibited. Speed limits are strictly enforced. All large commercial vehicles must be inspected at the Commercial Vehicle Inspection area. Any sub-contractors and delivery drivers (i.e., concrete, asphalt, construction materials, etc.), must be properly sponsored by a Government employee and must be credentialed prior to entry.
2.6.5. Weapons, Firearms, Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition on themselves or within contractor-owned or privately-owned vehicles while on Camp Bullis.
2.6.6. Physical Security. The contractor shall comply with Force Protection Condition (FPCON) procedures, Random Antiterrorism Measures (RAMS) and local inspection/identification requirements. The contractor shall safeguard all government property, including controlled forms, provided for contractor use. At the close of each work period, government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured. Areas controlled by contractor employees shall comply with base Operations Plans/instructions. The contractor will not be issued any key access to facilities.
2.2.7. Anti-Terrorism. JBSA-Lackland has an anti-terrorism program that is responsible for helping secure and protect the base and its personnel from terrorist attacks. Additionally, SP personnel are expected to contact Security Forces at 210-671-3030 or 911 to report any suspicious activities, packages, or items observed while conducting work on JBSA-Lackland. Suspicious activities could include personnel conducting surveillance of the installation, unauthorized personnel requesting access to the installation, or somebody asking a lot of questions about the base. Personnel are subject to spot checks and inspections while on the installation. Entry into restricted/controlled areas is prohibited unless otherwise authorized. In the event of a situation on base, the Emergency Mass Warning Notification system may be activated. Personnel must follow the directions given. Also, if needed, the installation Antiterrorism Program Manager (ATPM) may be contacted at 210-671-5927.
2.6.8. Contractor must submit the proposed access/haul route for coordination and approval by 802 SFS Installation Security Section.
2.7. Environmental Protection. Contractor shall perform the requirements of this PWS IAW all applicable federal, state, and local environmental protection and health laws and regulations.
2.7.1. Contractor shall submit the following to the Government POC prior to the start of services:
2.7.7.1 Provide a list of Hazardous Materials and the Safety Data Sheet (SDS) once the contract is awarded. (A hazardous material is any material that falls under 29 Code of Federal Regulations (CFR) 1910.1200) and requires a Safety Data Sheet (SDS). A list of hazardous materials is submitted to 502CES.CEAIEA.HAZMAT@us.af.mil FAR Clauses in contracts are to include, FAR 52.223.3 Hazardous Material and Safety Data Sheet (SDS), FAR 52.223-5 Pollution Prevention (P2) & EPCRA (Right-to-Know Information), and FAR 23.10 Federal Compliance with EPCRA & P2. Need to ensure all Paints, Primers, Sealants, Adhesives, and other Coatings contain Low Volatile Organic Compounds (VOCs) in the container label and Safety Data Sheet (SDS).
2.7.2. Contractor shall submit the following to the 502 CES/CEIE/Installation HAZMAT Office, Andrea Maida, at (210)-671-0333 or email andrea.maida@us.af.mil and 502CES.CEIEA.HAZMAT@us.af.mil for JBSA-Lackland TX withing five (5) business days after the completion of each SDAV:
2.7.2.1. Contractor and any subcontractors shall submit a usage report to HAZMAT Office within five (5) business days after the completion of each SDAV and should include all HAZMAT purchased.
2.7.3. Contractor shall submit a Restoration & Maintenance Paint Usage Log within five (5) business day after the completion of each SDAV to report manufacturer’s name, quantities, type, and location of paints used during the previous month to the JBSA Air Quality Managers:

2.7.4. Contractor shall remove all hazardous material (HAZMAT) that is not Government furnished from the installation at the end of the period of performance.
2.7.5. Contractor shall store HAZMAT IAW 29 CFR 1910.106 Flammable and Combustible Liquids. E-mail Hazardous Waste Program Manager for guidance, 502CES.CEIEA.HAZMAT@us.af.mil
2.7.6. Contractor shall ensure that none of the following materials are used or brought onto Camp Bullis, TX without the prior coordination and approval of the Government POC, or Civil Engineering (CE) designated representative such as: asbestos, paints or coatings containing mercury in excess of 200 parts per million for interior applications or lead in excess of 0.06 lead by weight of the nonvolatile solids for interior or exterior applications, or paint products with a date of manufacture prior to 30 Sep 1991.
2.7.7. Contractor shall ensure required chemicals utilized for painting and paint removal are properly disposed of IAW JBSA Hazardous Waste Plan. Contractor shall accomplish the disposal of materials under the direction of the Base Safety Office, Base Civil Engineer, Bioenvironmental Engineer, and Environmental Management IAW applicable directives and in a manner that will not result in violation of local, state, or federal pollution criteria. Contractor shall appoint a manager for the Satellite Accumulation Point (SAP) and ensure that each SAP manager has completed and documented all required local hazardous waste training (by way of JBSA-Lackland ESOHTN). Detailed information for disposal is cited in AFI 32-1067, AFI 32- 7001, AFI 32-7041, AFI 32-7042, AFPAM 32-7043, AFI 32-7086, AFI 90-803 and AFI 91-203 and can be requested from the Government POC.
2.7.8. Contractor personnel working with Ozone Depleting Substances (ODS) shall be certified IAW the Clean Air Act. Title VI - Stratospheric Ozone Protection. The Contractor shall IMMEDIATELY report any release of an ODS to the Fire Department by calling 911. No Class I or Class II Ozone Depleting Substances can used. Only Low Volatile Organic Compounds (VOCs) Paints, Thinners, Solvents, Sealants, Adhesives, and Specialty Coatings can be used.
2.7.9 Contractor shall turn in any electrical equipment suspected of containing Polychlorinated Biphenyls (PCB) to JBSA Hazardous Waste Central Accumulation Point (CAP) (210-671-3658).
2.7.10 Contractor shall not intentionally discharge or spill HAZMAT or substances, petroleum products, or materials of environmental concern onto the ground, asphalt, or concrete-covered surfaces, nor improperly dispose of such items at job sites.
2.7.11 Contractor shall immediately report spills to the JBSA-Lackland, Fire Department at 911. Contractor shall provide information on the type of spilled material, amount and location.
2.7.12 Contractor shall immediately report all spills LAK Fire Department by 911 and also to 802nd CES Environmental Office (210) 671-4844 with the following information: date, time of incident, date and time of Fire Department notification, material/waste spilled (include SDS(s)), estimated quantity spilled, location of spill, probable cause of spill, any injuries, any containment procedures implemented and disposition of all materials/wastes spilled within five (5) working days from clean-up.
2.7.13 If project is contracted out, any hazardous waste that is accumulated will require the contractor to fund the disposal of waste and to provide/submit a manifest to JBSA Environmental for signature approval. Contact 502 CES/CEIE/Installation HAZMAT office, 502ces.ceiea.hazmat@us.af.mil for JBSA-Lackland TX approval.
2.8 Ensure paint, wash water and/or any material/debris generated during this activity is not dumped onto ground or allowed to enter storm drain or pollute storm water runoff.
2.9 Occupational Safety and Health. Contractor shall establish a safety and occupational health program consistent with requirements of the OSHA, Title 29 CFR. Contractor shall also provide Personnel Protective Equipment (PPE) and training consistent with applicable standards. Contractor shall comply with all national and local fire codes and policies as needed to protect USAF resources (facilities, equipment, and USAF personnel). Contractor shall notify the Government POC of any malfunctioning Government Furnished Equipment (GFE). Contractor shall immediately report all mishaps involving serious personnel injuries, fatalities, and/or Government property/equipment damage occurring on the job to the 502 ABW Safety Office at 502abw.olb.ground.safety@us.af.mil Contractor shall fully cooperate with any USAF led safety investigation and shall not disturb the mishap scene until proper officials authorize movement.
2.10 Quality Assurance Report. Contractor shall submit a report to the Government POC after the completion of each SDAV that includes at a minimum the quality assurance inspections that the contractor performed, the specific individual discrepancies, fix actions for those discrepancies, and any discrepancies that may require attention due to repeat occurrence.
2.11 Freedom of Information Act Program (FOIA). Contractor shall comply with DOD Regulation 5400.7-R/Air Force Supplement, “DOD Freedom of Information Act Program” requirements. The regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding for “For Official Use Only (FOUO) material. Contractor shall comply with AFI 33-332, “Air Force Privacy Act Program”, when collecting and maintaining information protected by the Privacy Act of 1974 authorized by Title 10, United States Code, and Section 8012.
3.0 General Information
3.1 Materials. Contractor shall perform work established IAW the Department of Defense, local forms, operating memoranda, instructions, regulations, and Technical Orders. Contractor shall obtain updated documents through local government/base electronic distribution center, the National Museum of the United States Air Force (NMUSAF), the Air Force Historical Research Agency, and Air Force E-Pubs via the Government POC.
3.2 Administrative/Office Supplies. Contractor shall supply all administrative supplies necessary to accomplish day-to-day operations.
3.3 Material Accountability. None.
3.4 Government Property Control. None
3.5 Government Provided Services. The Government will provide the services as listed in the following sub-paragraphs:
3.6 Utilities. Government will furnish utilities required for the operation of contractor provided facilities. These utilities include electricity and water. Contractor shall participate in the Government energy conservation efforts to include turning off lights and equipment not required or in use.
3.7 Publications and Forms. The Government POC will provide technical orders and other detailed directives used in performance of the contract to the contractor at start of contract. Government furnished forms will be used when applicable, unless otherwise authorized by the Government POC in writing.
3.8 Non-hazardous Refuse Collection. Contractor shall dispose of nonhazardous refuse off base.
3.9 Fire Safety: The Government will provide maintenance for pest control and grounds maintenance.
3.10 Smoking Policy. Contractor shall comply with the Air Force smoking policy as described in AFI 40-102, “Tobacco Free Living” and local policies.
3.11 Recycling. Installations will make every practical effort to maximize non-hazardous solid waste and construction and demolition debris diversion from landfills or incinerators through reuse, donation, recycling, qualified recycling programs, composting and mulching, or other waste diversion activities to optimize reduction in both the volume of solid waste disposed and overall cost of non-hazardous solid waste management.
3.12 Any concrete or other recyclable/compostable debris removed must be diverted from the landfill through reuse, recycling, or composting. Quantities disposed and/or diverted must be reported to CEIE
