Statement of Work (SOW) 341st Kennel Trailer Maintenance JBSA Lackland AFB, Chapman Annex, and Camp Bullis Texas

1.0 PROJECT SCOPE: The contractor shall furnish all supervision, labor, transportation materials, tools, incidentals, equipment, to perform scheduled maintenance (s-m.) and unscheduled maintenance (u/m) on the following trailers.

2.0 GENERAL: All kennel areas are operational MWD facilities and require escort and safety training. The contractor shall meet and coordinate with a pre-selected representative before the commencement of actual work is to begin. This project requires a safety briefing prior to installation and finalize operational processes to minimize mission impact or deficiencies that may occur during the normal work week, Monday through Friday, 0730 to 1630.

3.0 REQUIREMENTS:

The contractor shall perform scheduled and unscheduled maintenance on the kennel trailers identified in paragraph 1.0 and make-ready their operational use. The contractor shall perform trailer maintenance work at trailer lots within the confines of Lackland, Chapman, and/or Camp Bullis, where trailer is disabled, or picked up and dropped off.

3.1 The contractor must adhere to and maintain the following performance standards:

· Vendor must be experienced with Onan generator maintenance

· Vendor must be an authorized Onan generator warranty mechanic

· Vendor AC certification is not required

· Vendor must respond to a call for service within 24 hours via phone call, text or email

· Vendor must be able to gain access to base without escort each time a repair call is made

· Vendor must pick-up correct trailer and return the repaired trailer to original spot when maintenance/repairs are completed

· Vendor pickup and drop off will take place at 341st TRS MEC, JBSA Lackland Parking, assigned by parking space number

· Vendor must have correct towing capabilities for all our trailers (6 stall, 12 stall, 18 stall, and cargo stall trailers)

· Vendor must pick-up the trailer in need of repair or maintenance before the end of the next business day

· Vendor must not take any trailer outside a distance of 50 miles from Lackland

· Vendor must be able to perform mobile-repairs on-site, perform service within 24 hours, and perform same day emergency repairs

· Vendor must be able to perform scheduled maintenance and/or repairs within 5 business days. If repair is major, the vendor must contact 341st COR to get approval for more time

· Vendor must supply 341st with a minimum 30 day warranty on any and all parts installed and labor performed

3.2 The contractor shall be able to perform trailer maintenance on the following trailer systems or subsystems using appropriate replacement parts:

· oil filter (sm-3)

· electronic fuel injection fuel filter (sm-1)

· air filter (sm-1)

· motor oil

· spark plug (sm-1)

· engine cleaner (u/m-1)

· remove and replace electronic fuel injection fuel pump (u/m-1)

· 7way cable (u/m-1)

· 7way receptacle (u/m-1)

· repack wheels (high temp wheel grease) (sm-2)

· solid dust caps (sm-2)

· engager breakaway system with charger (u/m-1)

· brushes block (u/m-1)

· control module (u/m-1)

· remove and replace leaking fuel lines with 5/16" regular fuel hose (u/m-1)

· fuel clamps (u/m-1)

· bearing kit with seal (remove and replace wheel bearings, inner and outer bearings with races) (u/m-1)

· remove and replace damaged trailer jack (u/m-1)

· service/grease trailer jack (sm-3)

· remove and replace missing or damaged door shock (u/m-1)

· remove and replace tires (u/m-1)

· tire valve (u/m-1)

· remove and replace battery charger (u/m-1)

· 2 gauge 25" battery cable (u/m-1)

· remove and replace 13.5K BTU air conditioner (u/m-1)

· spring loaded door latch (u/m-1)

· outer door latch (u/m-1)

· remove and replace whole door (u/m-1)

· outer door with vent and latches (u/m-1)

· kennel gate (inner door) (u/m-1)

· kennel gate (inner door) latch (u/m-1)

· outer door (u/m-1)

· inner/outer door hinges (u/m-1)

· door freight (u/m-1)

· adjust cylinder head valve lash (u/m-1)

· valve cover gaskets (u/m-1)

· 12x2 brake lining kit (remove and replace brake assembly per axle) (u/m-1)

· deep cell battery (u/m-1)

· top post terminal (u/m-1)

· remove and replace genset (u/m-1)

· adjustments (valves, doors, hinges, latches, etc.) (u/m-6)

4.0 PROJECT NOTES:

4.1 The contractor shall perform all regular and routine trailer service maintenance including any removal of and component replacements for a completely finished and serviceable product. All work performed shall be current to industry and code standards and ready for instantaneous use by the government (fully turnkey systems and components).

4.2 If at any time throughout this project the contractor and or his/her employees have a question, or are unclear about something within this PWS, the issue should be addressed to the Contracting Officer for clarification.

5.0 SITE CONDITIONS: The contractor shall clean up debris on a daily basis. Contractor generated refuse shall be stored in a waste container provided by the contractor and hauled away from construction site to a disposal area located outside the physical boundaries of the installation.

6.0 BASE FIRE REGULATIONS: The contractor shall comply with all JBSA-Lackland Fire Regulations. If welding is required, it is the contractor’s responsibility to obtain a welding permit issued by the JBSA-Lackland Fire Department. All fire and safety regulations shall be enforced.

7.0 PLACE AND HOURS OF PERFORMANCE: When working at Government facilities, work shall be accomplished during normal duty hours (0730-1630), Monday through Friday, unless otherwise approved by the Contracting Officer. The contractor shall not schedule work on Federal Holidays: New Year’s Day, Martin Luther King Day, Presidents Day, Memorial Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving and Christmas. If the holiday falls on a Saturday, it is observed on Friday. If the holiday falls on Sunday, it is observed on Monday. When the contractor desires to work other than standard times, a written request shall be submitted to the Contracting Officer for approval. Written approval from the Contracting Officer must be received before proceeding with the work. The request shall be submitted at least five (5) work days prior to the proposed performance of work, and it shall indicate the day/days, time/amount of work, and reason why performance is necessary during nonstandard hours.

8.0 RECORDS MANAGEMENT: The contractor shall manage all data created for Government use or legally controlled by the Government, in support of the functional activity or required by AF publication, IAW with the AF Records Management procedures in Air Force Instruction (AFI) 33-322, Air Force Manual (AFMAN) 33-363 and Air Force Instruction (AFI) 33-364 (or their subsequent replacements).
