1 Seed Project SOW Can the Government supply As Built Drawings for the

B326 Seed Project?

The Government is unable to provide helpful or usable as-built drawings for the seed project. There are too many different as-built drawings for B 326, dating back to 1981. The Government considers that providing these old as-built drawings would add no value. Please build your tech proposal based only on the current floor plans with dimensions that were supplied in the RFP.

Conflict in Pricing Book Catalogs. Page 1 of the 1442, Important Notice states- …during source selection e4Clicks/RS Means will be used as specified in L-6.3, Coefficient Rate Proposal. However…. the

Government will transition to utilizing the upgraded eGordian software following contract award.

As these Price Catalogs are two distinct Catalogs how will the contractor accurately calculate the Coefficient

Price Proposal? IE- A coefficient developed through e4Clicks/RSMeans will not correlate directly to eGordian/CTC. Suggest either staying with e4Clicks

/RSMeans for the life of the contract OR switching to eGordian/CTC for the basis of the Coefficient Rate

Proposal.

The Notice on Block 10 of SF 1442 will be deleted in its entirety via Amendment 0001. Since now the

Government has the definite language regarding the eGordian and CTC, that special notice is no longer valid. All verbiage referencing “e4Clicks”, “Unit

Price Book”, or “RSMeans based cost proposal” will be removed from the RFP (e.g., SF 1442, Section B, Section L&M, SABER Specs, SABER Ordering

Guide, etc.) and they will be replaced with specific eGordian reference, providing all instructions on how to use eGordian service and Construction Task

Catalog (CTC) to build your proposal. Please keep an eye on SAM.gov for Amendment 0001 to see all the changes marked. We anticipate releasing Amendment

0001 on or about 21 July with extended proposal due date.

Because e4Clicks will no longer be used during the performance period of the SABER contract, how will we bid? Will the cost estimate still be based off e4clicks or eGordian?

eGordian is a fee-based cost estimating software and the selected SABER contractor will add the 1.95% of the total contract value as the fee on each task order cost proposal. For source selection purposes, the Government will provide temporary access to eGordian’s CTC at free of fee. Please look out for

Amendment 0001 posting on SAM.gov for specific instructions.

Will the seed project be a legitimate firm-fixed price task order?

Yes, the Government plans to award the SABER seed project as a legitimate task order. The Government is anticipating award of the SABER seed project in

FY24 as opposed to FY23. The contractor will be expected to generate a cost-estimate based on the

CTC. Overall, the seed project is a tangible task order which the Government intends to execute as a task order shortly after the basic SABER contract award is made.

Offers may submit questions using the Q&A form, RFP Attachment 9, at any point in time. However, please submit questions NLT 14 calendar days before the proposal due date. Why were the number of pages for the cost estimate not specified on the RFP?

With the technical narrative and all technical subfactors, the Government has set a combined limit of 70 pages (number of drawings are not included in the page limit). The offeror is responsible for determining how many pages to allocate to their cost-estimate. However, with the utilization of the CTC eGordian, offerors should expect a uniform number of allocated pages for the cost estimate. The Government believes the 70-page limit is sufficient and reasonable even with the usage of CTC. If it’s determined the page limit needs to be changed, the Government will accomplish an amendment to officially change the page limit.

Yes, if the proposal with the lowest TEP meets all of the Government’s criteria in accordance with FAR

52.215-1(f)(4). Please see the detailed evaluation processes stated in RFP Section M-1.3.1.

Don’t you think that it is unfair for the Government to not evaluate each proposal? We (the offerors) put a lot of time, money, and effort into generating these proposals.

Upon receiving all proposals submitted by the proposal due date and time, all offeror’s proposals will be ranked from lowest TEP to highest TEP in-order-to establish the order of proposal evaluation.

This is a common practice in DoD contracting and allowed by FAR 52.215-1(f)(4) for the purpose of efficiency. If the first proposal evaluated happens to

Why is past performance limited to only 5 years and not 15 years like usual?

The Government must be able to determine the offeror is still able to perform according to current construction standards today. Construction projects performed 15 years ago may be obsolete or not relevant currently/today.

How are we utilizing eGordian for the Price and other Contracting Considerations factor?

The eGordian software and CTC will be used for building the cost estimate for the SABER seed project under Technical subfactor 1(c) and to build your coefficient to be evaluated under Price factor. The

Government will be evaluating the cost estimate to determine technical acceptability, i.e., the Government will use the offeror’s estimate in-order-to determine how accurate the offeror is in generating the cost estimate.

One change that the Government anticipates is the inclusion of the moratorium issued by the Small Business Administration (SBA). Offerors will no longer need to have a bona fide branch office in the
