STATEMENT OF WORK

FOR

CARBON DIOXIDE ANALYZER

Revised, 17 March 2024

Aerospace Fuels Laboratory of the United States Air Force, Wright-Patterson Air Force Base, Ohio.

I. BACKGROUND: The Aerospace Fuels Laboratory (AFPET/PTPLH) has a requirement for one carbon dioxide analyzer; however, an additional unit will be purchased withing a twelve (12) months period if required. This is a requirement to support Space Launch at CCSFS and DLA hypergolic inventory management.

II. TECHNICAL REQUIREMENTS:

The Laser Engraving Systems shall meet the following characteristics:

Be capable of analyzing carbon dioxide gas from 0 – 2000 ppm

Must have a lower detectable limit of <0.4 ppm Must have a resolution of 0.1 ppm or better

Have a response time of less than 10 seconds Accommodate a gas flow rate of at least 600 cm3/min Provide linear response from 0 to at least 100 ppm Have an ethernet connection Have a digital touchscreen display Operate by non-dispersive infrared Must include pneumatic connections for both sample and exhaust Must accommodate 1/4 inch PTFE tubing Not exceed 10 inches high by 20 inches wide by 28 inches deep Weigh less than 50 lbs Include any software necessary for operation Include a particulate filter Instruments should be easy to use for new analysts with minimal experience

Configured for standard 120V single phase, 60Hz electricity

Be delivered to location at Cape Canaveral SFS within 16 weeks after receipt of award with all manuals and instructions for instrument operation as electronic copy.

III. DELIVERY: Product (s) shall be delivered to location at Cape Canaveral SFS, Florida within 90 days after date of award with all manuals and instructions for instrument operation as electronic copy.

A DELIVERY POINT OF CONTACT (POC): A Point of Contact (POC) will bemidentified in the schedule of the final awarded contract who will be responsible for coordinating delivery.

IV. WARRANTY: At least a one-year warranty shall be honored by contractor for all products delivered for this requirement.

V. QUALIFYING COUNTRY PRODUCTS: All products delivered to satisfy this requirement shall be manufactured in a qualifying country source in accordance with Defense Federal Acquisition Regulation Supplement (DFARS) 225.872. Products from other than qualifying countries will not be accepted, and any costs associated with products from other than qualifying countries, including shipping, etc., shall be at the contractor’s expense.

VI. INVOICE AND PAYMENT: The contractor shall be paid upon submission of a properly prepared invoice and after final inspection and acceptance has been made. A proper invoice shall cite the contractor’s name and address, invoice number, invoice date, order number, contract line-item number (CLIN), description of the supplies or service, unit of issue, unit price and extended price, terms of any prompt payment discount offered, and who to notify in the event the invoice is defective.

The invoice shall be submitted to in Wide Area Work Flow (WAWF) in accordance with the terms of the final contract award.

VII. DELIVERY PROCEDURES COMMERCIAL VEHICLES:

All vehicles larger than a large pick-up truck are required to be inspected prior to entering the installation.

7.1 Vehicles to be inspected include, but are not limited to, the following:

i. Step van/panel truck

ii. Tractor/trailer, box, and flatbed containing cargo

iii. Tanker trucks

iv. Box Trucks

v. Tour buses

vi. Garbage/recycled waste trucks

vii. Concrete trucks/mixers, dump trucks

viii. Cranes, recreational vehicles, petroleum tanker

7.2 This inspection will be conducted at the truck gate. The following are exceptions to vehicles utilizing the Commercial Vehicle Delivery Gate (CVDG):

i. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base.

ii. This shall be accomplished 24 hours prior to requested entry time. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.

iii. All irregular deliveries will be sent for inspection. All visitors, which include contractors and commercial vendors without proper background checks and contractor passes, will not be allowed.

iv. Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry controller.
