The Glock OEM Generation 5 optics-ready upper slides and Trijicon RMR-HD mounting kits are the only components that meet the Office of Justice Services’ operational, safety, and compatibility requirements for duty weapons. These items must be fully compatible with existing Government-issued Glock Generation 5 frames, Trijicon RMR-HD optics, and Ameriglo GL-813 iron sights to ensure reliability, accuracy, and officer safety. No other manufacturer’s products meet these exact specifications without risk of reduced performance or failure in the field.

A Request for Quotation (RFQ) will be posted on SAM.gov in accordance with FAR Subpart

5.2 to ensure maximum practicable competition among Indian Small Business Economic Enterprises (ISBEEs). The requirement will be set aside for ISBEEs based on market research confirming multiple potential sources. All identified ISBEE vendors capable of providing the brand name items will be invited to submit quotes.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based on the following:

11. A statement of any actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.

This determination is based on a comparison of the prices proposed by vendors to the Independent Government Cost Estimate (IGCE), current commercial market pricing for the same brand name Glock Gen 5 upper slides and Trijicon RMR-HD mounting kits, historical pricing from prior Government acquisitions of similar firearm components, and GSA schedule pricing (where applicable). Price analysis techniques identified in FAR 15.404-1(b)(2) will be applied, including comparison of competitive quotes received from multiple ISBEE vendors and review against industry pricing for comparable items. If necessary, additional techniques at FAR 15.404-1(c)(2)(iii) will be used to further ensure the award price is fair and reasonable.

Market research was conducted in accordance with FAR Part 10 to determine the availability of ISBEE vendors capable of supplying brand name Glock Gen 5 optics-ready upper slides (Glock 17) and Trijicon RMR-HD mounting kits. A search in SAM.gov under NAICS 332994 (Small Arms, Ordnance, and Ordnance Accessories Manufacturing) identified 27 Native American–owned small businesses registered to perform under this NAICS. Historical purchase data and prior acquisitions confirmed these items are commercially available but are restricted to brand name specifications due to compatibility and performance requirements established by BIA OJS. Based on the results, the requirement will be set aside for ISBEE competition.

The Glock Gen 5 optics-ready upper slides (Glock 17) and Trijicon RMR-HD mounting kits are required to meet BIA OJS operational, training, and safety standards. Substituting other brands would create compatibility risks, require additional testing, and could void existing manufacturer warranties. Standardizing equipment ensures uniformity, simplifies maintenance and training, and guarantees performance consistency in critical law enforcement operations.

While commercially available, these items are only manufactured by the OEMs, limiting interchangeability with non-brand components.

For future acquisitions, the agency will conduct market research to identify any new manufacturers or equivalent products that meet all technical, compatibility, and safety requirements. This will include reviewing industry advancements, updating technical specifications to allow for greater competition where feasible, and testing potential alternatives for compatibility with existing equipment. The agency will also monitor changes in law enforcement firearm technology and vendor availability. These steps will help reduce reliance on brand name–only procurements when operationally practical.
