Justification for Brand Name Products

This document is a Justification for Brand Name Products submitted by the National Park Service (NPS), Contracting Operations - Central, dated April 20, 2026. The NPS seeks to procure AXIS brand surveillance cameras for Mount Rushmore National Memorial to upgrade existing units and add infrared cameras for enhanced night coverage. The specific equipment required includes three AXIS Q6358-LE PTZ cameras, two AXIS Q6300-E Panoramic Network Cameras, and five AXIS TQ50001-E Wall and Pole Mounts. The justification restricts competition to AXIS brand products based on compatibility with proprietary software currently deployed at the park, existing system investments, and the technical incompatibility of alternate manufacturers' products. The procurement authority is grounded in 41 U.S.C. 253(c)(1) (only one responsible source available) and FAR Part 11.105 and FAR 6.302-1 (brand name products essential to government requirements).

The contracting officer has determined that AXIS items are widely available commercial products with established marketplace pricing and will ensure fair and reasonable costs. Market research conducted per FAR Part 10 and FAR 12.202 confirmed AXIS availability and established pricing. A Request for Quotation specifying AXIS equipment will be issued on sam.gov, with a presolicitation notice posted unless FAR exemptions apply. The NPS committed to future actions to reduce competition barriers, including ongoing market research for evolving alternatives and industry engagement to communicate future requirements that could broaden competition. The document was certified on April 20, 2026, by Program Official Todd Grabow and Contracting Officer Joanie M. Brzezinski.

NATIONAL PARK SERVICE

CONTRACTING OPERATIONS - CENTRAL

1849 C Street

NW Washington, DC 20240

Justification for Brand Name Products

Date: April 20, 2026

Project: Mount Rushmore National Memorial-Surveillance Security Cameras

1. Identifications

a. Agency: National Park Service

b. Contracting Office: NEKOTA Major Acquisition Buying Office

2. Description of the action being approved:

The National Park Service (NPS) shall be soliciting for AXIS Surveillance Cameras. The documents included with the solicitation call for specific brand name products that are peculiar to one manufacturer. This written justification provides approval for limiting competition to the listed brand name products as authorized by the Federal Acquisition Regulations

(FAR).

3. Description of supplies and services:

Mount Rushmore National Memorial has developed Specifications to purchase new surveillance cameras to upgrade existing units that are currently in place and add additional infrared cameras for better night coverage zones to enhance the Park’s security posture. This action will consist of Three (3) AXIS Q6358-LE PTZ, Two (2) AXIS Q6300-E Panoramic Network

Camera, and Five (5) AXIS TQ50001-E Wall and Pole Mount.

4. Authority:

a. 41 U.S.C. 253(c)(1): Only one responsible source and no other supplies or services will satisfy agency requirements.

b. FAR Part 11.105: Brand Name products are essential to the Government’s requirements, and market research indicates other companies’ similar products do not meet and cannot be modified to meet the agency’s needs.

c. FAR 6.302-1: The use of the name brand products is essential to the Government’s requirements, thereby precluding consideration of a product manufactured by another company.

5. The description of the product’s unique qualifications or the unique nature of the acquisition:

The Brand Name AXIS Surveillance Cameras are required as they are compatible with proprietary software currently deployed and in use at the park. The AXIS Q6358, 6315-Es, and AXIS Q6300-E will be required for consistent coverage throughout the park. The use of alternate system components is not possible due to the unique camera programming and processors that drive AXIS capabilities to meet the Government’s security requirements. The Government has already invested significant resources into the AXIS system, and it would not be beneficial to seek another brand.

6. Efforts to obtain competition:

a. Efforts to ensure offers are solicited from as many potential sources as is practicable:

A Request for Quotation (RFQ) specifying AXIS brand name equipment will be issued on the Government’s Point of Entry sam.gov.

b. Presolicitation notice per FAR 5.2: A presolicitation notice shall be posted on the Government’s Point of Entry sam.gov unless exception noted in FAR Part 5 5.101(b) Exemptions applies.

7. Determination that costs will be fair & reasonable:

The contracting officer has determined that the anticipated prices/costs to the Government will be fair and reasonable. AXIS items are a widely available commercial product with established pricing in the marketplace.

8. Description of the market research conducted:

In accordance with FAR Part 10 (Market Research) and FAR 12.202, market research was conducted to determine the availability of commercial products/services that could meet the agency's needs and to support the brand name description.

AXIS items are a widely available commercial product with established pricing in the marketplace.

9. Other facts supporting other than full & open competition:

a. Reason why documents suitable for full & open competition have not been developed:

As stated above, the compatibility of other products will not allow for a seamless process of surveillance coverage.

b. Data, estimated costs or other rationale as to the extent or harm to the Government:

The economic impact of not procuring AXIS would be significant as the related software used for AXIS would become obsolete; thereby requiring additional funds for new software and time to train staff.

10. Interested Sources:

The acquisition is restricted to specified brand name. Market research identified multiple potential sources offering commercial items. AXIS brand name products fully satisfy the agency’s minimum needs as AXIS is currently compatible with existing government systems that cannot be reasonably modified without substantial risk/cost/delay.

11. Actions to remove barriers to competition in the future for similar acquisitions:

While the current requirement is brand specific due to compatibility, standardization, and operational risk, the National Park

Service (NPS) will pursue the following actions to encourage greater competition.

The current acquisitions are limited due to standardization and proprietary software compatible with AXIS cameras.

To remove or overcome these barriers before future purchases the agency will:

• Conduct on-going market research to identify evolving alternatives or competitors that may satisfy interoperability or technical needs.

• Engage with the industry to explore solutions and communicate future requirements that could broaden competition.

12. Certifications:

Technical / Requirements Certification:

I certify that any supporting data is the responsibility of technical or requirements personnel (i.e. verifying the Government’s minimum needs or schedule requirements or other rationale for other than full and open competition) and which form a basis for the justification have been certified as complete and accurate:
