STATEMENT OF WORK

Laser Engraver 12th Flying Training Wing (FTW) Consolidated Took Kit/Tool Room Hangar 40 12 August 2024

1.0 General Information. The contractor will provide all material and resources required in to procure, deliver, and assemble a Laser Engraver for the US Air Force’s 12th FTW at Join Base San Antonio (JBSA) Randolph, TX. The Laser Engraver is to be installed in the Consolidated Tool Kit (CTK) /Tool Room in Hangar 40 as described in this Statement of Work. All equipment shall be delivered at time of install.

1.1 Background. The current Laser Engraver is outdated, requiring multiple adjustments, cleaning, and in house maintenance requirements which is costly to the Government. Unit is utilizing older technology, worn accessories, and has a limited features nullifying the CTKs ability to complete some tasks. Therefore, it would be beneficial for the Government to procure a new laser engraver.

2.0 Description of Supplies and Services. The contractor shall provide and install certified new machinery capable of engraving, etching, and cutting of various tools, equipment, placards, and materials for tracking with barcodes or specific World Wide Identifiers as required by the Department of the Air Force.

The laser engraver will utilize existing power available in CTK room 113, standard three-prong 110v outlet. The room has necessary ventilation and air supply for specific laser operations in fiber mode. The overall dimensions of the engraver shall not be larger than 48”x32.8”x42” (WxDxH). The contractor shall install software that will allow for utilizing currently saved engraving jobs through import, drag and drop, or cut and paste capabilities.

2.1 Essential / Salient Characteristics

2.1.1 Laser Engraver: Wheel based, locking casters, control pad to adjust depth and position, Laser Engraver with dual laser etching and cutting capabilities. Unit will need to produce a minimum output of 50 Watts for the CO2 laser and 30Watts for the fiber laser. Voltage will need to be 110v. three-pronged plug.

2.1.2 Specifications and Accessories:

a. Engraving Area 32” x 20”

b. Maximum Raster Speed 140”/sec

c. Positional Accuracy 5μm/per inch of travel

d. Repeatability +/- 0.0006“

e. Laser Source CO2 & fiber

f. Standard Focal Length Lens 2.85”

g. Max. Part Height 11” (Internal height/workspace depth)

h. Debris/Dust protection

i. Gantry Motor Type (with encoder) Brushless Servo Motors

j. Auto Focus

k. Red Dot Pointer

l. Air Assist Plumbing

m. Air Assist Compressor

n. Harsh Environment Kit

o. Print Software to run on Government provided computer

p. Fully enclosed chassis with double safety interlock system laser safety class 2, CE (Conformité Européenne)/UL(Underwriters Laboratories) or other Nationally Recognized Testing Laboratory (OSHA) compliant and maintenance-free.

2.2 Operation Conditions

2.2.1 The Laser Engraver will be used to engrave the Consolidated Tool Kit (CTK) World Wide Identification code on tools, fabric, fibrous materials, steel, chrome plated material, rubber, and plastics. All markings created with the Laser Engraver will ensure these identification markings are permanent. The unit will also be used to cut foam for shadowing toolboxes for tool location and in some cases cutting thin pieces of metal that fall in the unit’s power parameters. The materials the CTK must be able to cut, mark, and engrave include, but are not limited to the following:

· Non-Metals: Ceramic, Glass, Leather, Mirrors, Paper, Plastics, Rubber, Stone, Wood, Textiles

· Metals: Aluminum, Anodized Aluminum, Brass, Polished Brass, Chromate, Copper, Polished Copper, Gold, High-speed Steel, Silver, Stainless Steel Brushed, Stainless Steel Polished, Titanium

2.2.2 Restrictions and Connectivity

i. The Laser Engraver must be able to fit into the workspace with the following dimensions: 48” Width x 32.8” Depth x 42” Height.

ii. Installation location will be in room 113 next to workbench housing the computer, monitor, exhaust system, and air supply for fiber laser operations.

iii. Operational connectivity will be through installation of the proprietary software on the Government provided standalone computer with WIFI – DISABLED and not connected to the base NETWORK.

iv. Software is compatible with Correl saved jobs currently stored on standalone computer and will transfer via drag and drop, cut and paste, or import capabilities.

v. Limited to class 1 laser allowance for this Laser Engraver.

vi. Power requirements are 110v standard outlet for a three-prong plug.

2.3 Other Deliverables

2.3.1 Installation. Contractor shall install the Laser Engraver, accessories, including software and test to ensure proper operation prior to acceptance.

2.3.2 Training. Contractor shall provide user training, in-house minor maintenance training, and safety training to approximately seven personnel.

2.3.3 Warranty. The contractor shall provide a two (2) year maintenance plan prior to acceptance of this project per SOW. The plan shall include next day on-site technicians for maintenance and repair, telephone support (7am to 7pm) for all Government business days except for weekends and all federal holidays, and software upgrades as needed for all appliances.

2.3.4 Contractor shall provide trouble call contact information, owner/operator manuals, and part replacement information.

3.0. On-Site Responsibilities

3.1. The contractor shall conduct themselves in a professional, courteous manner, maintaining acceptable appearances and dress.

3.2. The contractor shall report and provide project status to the Government Representative.

3.3. Building/area access will be provided to the Contractor by the Customer or an assigned contact.

3.4. The contractor shall maintain a clean and safe work environment. All unused materials, containers, tools and equipment shall be removed whenever possible, and all trash and debris shall be removed at the end of each day.

3.5. The contractor shall take all precautions to protect all floors, walls, windows and other surfaces from stains, marring or other damage and shall be responsible for any necessary repairs.

3.6. The contractor shall acquire, assemble, deliver and test all specified equipment and components to provide a fully functional system.

4.0 Coordination, Schedule, and Delivery

4.2 Work Hours and Special Conditions. All work shall be performed during duty hours. Duty hours are Monday through Friday 0800-1700 Hangar 40 CTK Work Leader office/work area. Training approximately seven personnel on day(s) of installation or as specified in delivery contract.

4.3 Place of Performance. Hangar 40 Phase CTK/Tool Room Work Leader office/work area, Room 113. 10756 J Street West, Randolph AFB, TX 78150. Contractor personnel will be escorted/accompanied by Hangar 40 CTK/Tool Room personnel during installation to include training. Contractor personnel names will be provided or attained upon delivery of equipment.

4.4 Site Survey. Site survey is not required but can be coordinated with Contracting Officer before award. Tentative Laser Engraver meets current electric power supply, digital computer equipment software and hardware applications.

4.5 Completion Date. All deliverables shall be provided within 45 days following contract award.

4.6 Start-Meeting. Minimal time required for start-up meeting. Coordination with contractor and delivery agent for installation and training can be finalized upon contract award.

4.7 Security Requirements. Work is unclassified and there are no security issues identified requiring any clearance. Storage, parking, and site management will be under the control of the CTK personnel.
