Statement of Work

SOIL HAULING

Yosemite National Park

1. BACKGROUND AND OBJECTIVES

Yosemite National Park is ecologically restoring meadows and floodplains and improving trails in two locations: (1) Tuolumne Meadows near Pothole Dome, and (2) Yosemite Valley west of Lower Pines Campground. In support of these operations, there are three specific soil hauling needs:

Requirement A: 500 to 750 cubic yards of soil must be hauled from the Upper River staging area in Yosemite Valley to the Pothole Dome parking area in Tuolumne Meadows, August and September 2022.

Requirement B: 1020 cubic yards of mixed soil and wood chips must be hauled locally from the Pothole Dome parking area into the Tuolumne Meadows project site, under close coordination of National Park Service staff during 16 to 24 days in August and September 2022.

Requirement C: 2500 to 3000 cubic yards of soil must be hauled from Lower Pines Campground in Yosemite Valley to the Upper River staging area in Yosemite Valley, in October and November 2022.

The Base Bid quantity is base project requirement. Options are included should additional work be necessary to complete project requirements.

2. REQUIREMENTS A, B, AND C

The soil is piled in the Upper River staging area in an area accessible by dump trucks and loaders. The Contractor shall provide the dump truck and loader.

The material is piled and free of debris. The fill is a sandy loam with up to 50% coarse gravel (1 to 3-inch diameter) and less than 1% boulders (less than 4 inches in diameter).

There are additional piles with fill that is not to be used, so do not begin work without the Contracting Officer’s Representative’s (COR) approval on the correct pile to load.

There is no need for a loader at the delivery site (Tuolumne Meadows). Trucks may turn around at the Visitor Center Parking Lot and pull into the Pothole Dome Treed Parking Lot to dump. If transfers are used, the COR will designate a transfer area within two miles of the project site.

Soil must be delivered to the work site between the hours of 7:30 a.m. and 5:30 p.m., Monday through Thursday, excluding Federal holidays, and includes the following restrictions:

No more than 50 CY may be delivered per day, unless by direction of Contracting Officer’s Representative (COR)

Deliveries of 50 CY per day will be made Monday through Thursday starting August 1, 2022, until the total contract quantity has been delivered

Note that traffic delays for the Tioga Road rehabilitation project will be as follows:

Delivery Location: The Upper River staging area to the delivery site in Tuolumne Meadows is approximately 55 miles one way along Northside Drive, Big Oak Flat Road, and Tioga Road (see attached Map 01 & 02). Access to the delivery location is at the 2nd paved parking area near Pothole Dome, on the north side of the Tioga Road.

Period of Performance: August 1, 2022, to September 9, 2022.
