About this file
This is a Statement of Work (SOW) for the 88th Medical Group Clinical Laboratory at Wright-Patterson Air Force Base for the procurement and maintenance of automated Chemistry/Immunochemistry analyzers.
The 88th Medical Group requires a complete turnkey solution including two chemistry analyzers, equipment, service, calibrators, reagents, and a water system to replace their current lease expiring October 28, 2026. The current analyzers require excessive maintenance (25 services this year) and lack middleware capabilities for auto-verification and quality control management. The contractor must provide equipment compatible with the current laboratory information system (Cerner Millennium/MHS-Genesis) and deliver middleware with an approved Authority to Operate (ATO) that integrates with chemistry, immunochemistry, and hematology instruments. Required services include 24/7 telephonic technical support, 24/7 in-house field service with 24-hour response time for non-functioning analyzers, monthly preventive maintenance, and initial validation/comparison studies compliant with College of American Pathology (CAP) regulations. All reagents must be FDA-approved and deliverable within one week of order. Billing will be in Cost Per Reportable (CPR) format. The contractor must provide comprehensive training for two key operators per instrument during the base year and one operator per instrument in option years, with all associated expenses included. Ordered systems must be delivered within 90 days of contract approval to 4881 Sugar Maple Drive, Wright-Patterson AFB, Ohio 45433. The contractor is responsible for all validation sample costs, software customization, preventive maintenance supplies, and replacement materials for recalled reagents at no additional cost to the Government.

The current instrument does not have the middleware needed to manage auto-verification, QC fails, QC drift alters, or QC lockout allowing the possibility of verifying incorrect results. The chemistry department provides diagnostic laboratory tests critical to nearly every department in the hospital and is mandatory for all inpatient care settings.
The equipment use; equipment service, calibrators and reagents are to be included in the cost and proposal. This contract will include the performance of monthly maintenance on both chemistry analyzers, telephonic technical support available 24/7 and in-house service 247 on all products needed. The systems must be compatible with the current laboratory information system (LIS) which is Cerner Millenium/ Military Health System-Genesis (MHS-G) and must include Middleware with an approved Authority to Operate (ATO) between the Chemistry, immunochemistry, and hematology instruments and Genesis to prevent errors and critical values. The Contractor must provide a water system that they install and maintain.
Service contract covering the term of the agreement is the requirement of the Contractor.
