About this file
This statement of work outlines requirements for three green diode-pumped solid-state laser systems to be installed at the National Institute of Standards and Technology. The lasers must each produce between 18 and 20 watts of continuous wave output at 532 nm within specified tolerances for beam quality, diameter, noise, stability, pointing and polarization. The integrated systems are to be delivered within 24 weeks and installed within two weeks thereafter, along with a one hour training session. A minimum two-year warranty is required, beginning after installation and commissioning. Inspection and acceptance will occur upon installation, allowing up to 30 days for the government's review and approval.

Green Laser Systems Statement of Work Dated 7/12/2023
Specifications:
This equipment purchase request is for three new, diode-pumped solid-state (DPSS) green laser systems, equal to or better than the Spectra Physics Milennia eV20, and with the following minimum characteristics:
1. Three identical laser systems are required. All specifications listed below hold for each laser system.
1. Each laser must be a diode-pumped solid-state (DPSS) laser, with a continuous wave output power between 18 Watts and 20 Watts at a wavelength of 532 nm. This is required for our intended application of pumping existing low-noise Ti:sapphire lasers.
1. The laser beam output must be TEM00 with a beam quality as defined by the M^2 parameter that is less than 1.1. This is required to produce the desired output from the Ti:sapphire lasers.
1. The laser beam output beam diameter, measured at the 1/e^2 point at the output port of the laser head, must be 2.3 mm (+/-10%). This is required to produce the desired output from the Ti:sapphire lasers.
1. The optical noise in the output beam must be less than +/-0.04% root mean squared (rms), measured over a frequency range of 10 Hz to 100 MHz. This is required to realize low frequency noise from the Ti:sapphire lasers.
1. The power stability must be better than +/-1% rms over a 24 hour period after laser warm-up. This is required to realize low intensity noise from the Ti:sapphire lasers.
1. The laser beam pointing stability must be 2 microradians per degree Celsius or less. This is required to maintain stable Ti:sapphire lasing.
1. The output beam must be polarized better than 100:1 horizontal. This can be done with a half-waveplate external to the laser cavity if it is provided and installed at the laser output. The output beam polarization is required for our existing Ti:sapphire lasers.
1. The laser head optical components must be permanently aligned and the laser head must be sealed. This is required to maintain stable operation of our Ti:sapphire lasers.
1. The system must have the pump diodes integrated on the laser head and must not have an umbilical to diodes locate in separate unit. This is required to reduce laser footprint on the optical table and allow the laser head to be disconnected, which allows portability, and ease of transporting the laser between setups and between labs.
1. Remote control/diagnostic through a computer interface (USB, RS232, or ethernet) must be provided, to enable communication with the laser.
1. Any recirculating chiller or other closed-loop cooler needed for operation must be provided, to ensure that the laser is operable without purchase of additional equipment.
1. Stronger consideration will be given to vendors that provide data or references indicating that the laser is compatible with pumping an M Squared Lasers SolsTiS Ti:sapphire laser. This is the model of existing Ti:sapphire lasers we have in the lab.
1. Installation of the laser must be included
1. Minimum warranty of 2 years, with unlimited operating hours during this warranty period.
1. Acceptance period of 30 days
Installation The three laser systems shall be installed by the Vendor no later than two (2) weeks after the complete system is received by NIST personnel, unless the vendor and NIST personnel mutually agree on a later date. Installation shall occur in Building 216 of the NIST Gaithersburg, MD Campus on a Monday – Friday between the hours of 8:00AM – 5:00PM EST; excluding federal holidays. The contractor shall contact the NIST COR at least five (5) business days prior to the date of the installation to allow adequate time for visitor registration.
a) The vendor is responsible for the delivery and installation of the full system to the building and room specified at NIST.
b) The vendor shall contact the NIST Contracting Officer’s Representative (COR) via email at least one week prior to the shipping date to coordinate installation.
c) The vendor shall install the complete system including un-packaging, setup, connections, start-up, and demonstration of all the required minimum technical specifications. Upon completion of demonstration, the contractor shall provide the diagnostic test data which demonstrates the system is fully-functional and meets or exceeds all of the required specifications.
d) The vendor shall provide the personnel necessary to perform the installation and perform all activities necessary to ensure that the system is fully-functional and meets or exceeds all the required specifications.
Training The contractor shall conduct at least one (1), one (1) hour training session for up to three (3) users at NIST immediately following installation. The training shall provide a thorough demonstration of all system functions, maintenance, data administration, and basic troubleshooting. The training may be completed at NIST immediately after installation/set-up and on-site measurements demonstrating that no damage or misalignment issues arose during transportation and installation but shall be completed no later than 5 days after installation.
Warranty The Contractor shall warrant the entire system (to include parts, labor, maintenance and service support) for a period of at least two years, commencing upon installation/commissioning of the system. The warranty must also include unlimited telephone/e-mail support for questions regarding operation/troubleshooting. All costs including parts, labor, travel, and other expenses necessary to repair the system will be borne solely by the contractor at no additional cost to the U.S. Government.
Delivery FOB Destination delivery terms are requested. Delivery shall be completed within 24 weeks from the date of an award. The Contractor shall deliver all equipment to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-1640.
Inspection/Acceptance Inspection and acceptance shall take place upon installation. In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.
The installation personnel shall perform all diagnostic tests after installation in the presence of NIST personnel. Diagnostic test data must include measurement of optical output power, noise, and optical mode beam profile specified in the solicitation. This test data will be reviewed by the NIST COR. Upon review, the COR will provide final acceptance of the equipment, or advise the vendor of performance weaknesses. Any required rework and re-testing shall be completed at no additional cost to the Government within a time-frame agreed upon by the COR, the Contracting Officer, and the vendor. Payment for this requirement will be made upon completion and acceptance.
The Government anticipates acceptance/rejection of the system NLT thirty (30) days after inspection and acceptance has been completed.
