About this file
This document is a Statement of Requirements for the 2024 Capabilities Demonstration (CAPE DEMO) conducted by the United States Special Operations Command (USSOCOM). The contractor is required to provide safe, realistic battlefield effects including explosions and small arms fire for the demonstration, which will be attended by over 25,000 spectators.
The key requirements include providing an appropriate number of Battlefield Effects (BFX) Technicians to transport, secure, emplace, and safely operate the requested effects. Specific effects include three indirect fire explosions, three fireball explosions, and the use of various blank-firing weapons and ammunition. The contractor must obtain necessary permits, approvals, and certifications, and support rehearsals and the live demonstration on May 6-8, 2024. Statement of Requirements
United States Special Operations Command
2024 Capabilities Demonstration
1.0 Background: The United States Special Operations Command (USSOCOM) conducts a Special Operations Forces (SOF) Industry Conference (renamed “SOF Week”) annually and a SOF Capabilities Demonstration (CAPE DEMO) biennially. In May 2024, USSOCOM will conduct SOF Week 2024 from 06-10 May 2024, and execute the CAPE DEMO on 08 May 2024.
2.0 General Requirements: Safe, realistic battlefield effects for the 2024 CAPE DEMO. The effects shall mimic/replicate explosions and small arms fire during a direct-action assault. The contractor will provide the requested services below and an appropriate number of Battlefield Effects (BFX) Technicians to transport, secure, emplace, and safely operate requested effects for demonstration to over 25,000 spectators. The final rehearsal schedule will be issued by the government no later than 01 May 2024 (seven days prior to the live execution).
3.0 Specific Requirements: United States (U.S.) and Partner Nation (PN) SOF will conduct a 60-minute demonstration of SOF capabilities on 07 May 2024 (full-dress rehearsal) and 08 May 2024 (actual demonstration). The demonstration is based on a direct-action scenario in which U.S. and PN SOF must conduct offensive measures to repeal an impending enemy attack. The scenario includes an assortment of military and commercial capabilities from boats, weapons, and several simulated explosions to add realism and generate excitement. The direct-action scenario begins with three Indirect Fire (IDF) explosions and incorporates fixed wing aircraft, rotary wing aircraft, drones, powered parafoils, boats, and a vehicle interdiction to repeal enemy attacks.
3.1 Event target vessels are similar in type to a “cruise ship”, a “tugboat”, a “fast boat” and a “barge” utilized during the CAPE DEMO rehearsal and the CAPE DEMO execution.
3.1.1 The cruise ship vessel should be approximately 130 feet in length and 31-feet wide with a flat steel roof capable of supporting a 1,000-pound simulated weapon of mass destruction and rotary wing heliborne operations without damage to the roof, and no hazards to aviation. A pyrotechnic explosion will occur in and around the cruise ship to simulate the disabling of the vessel.
3.1.2 The tugboat vessel should be approximately 38-feet in length and 14-feet wide with a fixed cabin area to conceal a simulated electronic repeater node. A pyrotechnic explosion will occur in and around the tugboat to simulate destroying the repeater node.
3.1.3 The fast boat vessel should be approximately 70-feet long and 18-feet wide with enough horsepower and maneuverability to operate in front of and around the Tampa Convention Center at high speeds while being chased and shot at (blank rounds) by SOF fast boast and SOF rotary wing aircraft. A pyrotechnic explosion will occur in and around the fast boat to simulate a damaged engine forcing it to retreat.
3.1.4 The barge should be approximately 80-feet long and 24-feet wide with enough open space to accommodate 50 people and capable of having a shade structure erected on the surface without obstructing the view of the CAPE DEMO Planners. The barge must be capable of being anchored to the Tampa Bay south seawall.
3.2 Permits, Approvals, and Certifications:
3.2.1 The Contractor is responsible for obtaining an approved permit from the city of Tampa to employ special effects and fire watch which includes:
