About this file

This is a Statement of Need for portable vehicle barriers required by the 22nd Security Forces Squadron (SFS) at McConnell Air Force Base, Kansas.

The Air Force requires two portable vehicle barriers to augment force protection operations at the Building 2086/Housing Gate. The barriers must feature a 12-foot opening that deploys upon sentry activation to block vehicle traffic, and must be Department of Defense Science and Technology Management crash-rated to stop vehicles from gaining installation access. Each barrier system shall include a hydraulic pump to operate a hinge crash plate or equivalent assembly, require no ground preparation as they are completely surface-mounted, and be capable of setup within 30 minutes. Power options include commercial 110V/20-amp or solar panel battery power, with a 300-foot power cable required for commercial power operation. The system must include a Department of Transportation-compliant trailer assembly with trailer hitch for mobility and rapid deployment, a remote open/close push button system with control cable, and reflective white/yellow marking tape on the barrier face plate. The gross vehicle weight shall range from 10,000 to 20,000 pounds. Notably, no barrier system requiring personnel to manually push, pull, or position it into traffic lanes will be considered. Contractors must submit pictures of the proposed barriers, provide all necessary personnel, materials, equipment, and transportation for delivery to McConnell AFB, and furnish setup and troubleshooting instruction guides. A minimum one-year warranty covers defects not caused by government damage or misuse, with replacement at no cost to the government. Delivery of each barrier must be completed within 60 calendar days of order receipt.
