STATEMENT OF NEED

STAR BARRIERS

1. JUSTIFICATION: Meet requirements IAW JBSA Base Defense Plan, Volume1, para. 3.1.1, deter adversaries from attacking JBSA. In Order to enhance base defense for posted sentries star barriers are a great barrier alternative to complicated concertina wire, jersey barriers or traffic cones, due to their lightweight design and compact storage for fast checkpoint setup. Each star is equipped with three steel spikes and is attached to other stars, using cabling. Multiple stars form an effective blockade at varying lengths which can cause considerable damage to any vehicle trying to pass the secured checkpoint.

2. PURPOSE: The purpose of this requirement is to provide the 502 SFS (Fort Sam Houston) with 21-star barrier sets and 802 SFS (Lackland AFB) with 23-star barrier sets for posted sentries at JBSA installation gates, to significantly deter adversaries from attacking JBSA. Each STAR barrier shall be a 2-piece unit, secured with a padlock, and have three steel spikes specifically designed to stop a threat vehicle. The barriers can be used individually, or the padlocks can be used to connect the units to create a 2-, 3-, and or multi-star barrier.

3. SYSTEM REQUIREMENTS: STAR barrier shall have three steel spikes roughly 2 or 3 feet tall specifically designed to stop a threat vehicle. They can be strung together to form blockades at custom lengths to guide or stop traffic.

3.1 SYSTEM SPECIFICATIONS: System shall be a roughly a minimum of 2 feet or a maximum of 3 feet and consist of powder coat finish safety yellow. System shall be mobile/portable system consisting of a STAR assembly including steel spikes. System shall be capable of fast deployment and pick-up. System shall include 3 STAR units that can be connected by a cable lanyard.
