About this file
This Performance-Based Specification details requirements for four (4) tethered drone systems for the Bureau of Indian Affairs Office of Justice Services Missing and Murdered Unit. The systems must operate with a tethered power and data connection, provide continuous flight capability, and be fully deployable within 10 minutes. Key technical specifications include a drone capable of flying at 150-200 feet altitude, operating in winds up to 25 mph, and supporting a 2 kg payload with ruggedized construction meeting IP54/IP55 environmental standards.
The drone systems require sophisticated imaging capabilities, including a thermal infrared camera (1280×1024 pixels), electro-optical camera with 2K resolution and 30x zoom, multi-axis gyro-stabilization, and laser rangefinder. The ground control station must be mobile, use a ruggedized tablet/laptop with sunlight-readable display, and provide secure data transmission. Additional requirements include a durable transport case, one-year warranty, optional five-year extended warranty, and on-site training for up to four users per system. The specification emphasizes mobility, durability, and comprehensive operational capabilities for field use in challenging environments.

Performance-Based Specifications: Tethered Drones for BIA OJS Missing and Murdered Unit
Quantity: Four (4) Systems
1. General System Requirements
• The system shall operate using tethered power and data connection to a ground control station to enable continuous flight without reliance on battery.
• The ground station shall be mobile and mountable on a vehicle or other transportable platform to support repositioning during operations.
• The aerial system shall include an automatic battery backup that activates in the event of power failure, allowing for safe descent and continued operation.
• The entire system shall be deployable and fully operational within ten (10) minutes or less.
• The aerial platform shall support a minimum payload capacity of 2 kilograms, sufficient to accommodate the required optical and thermal sensor packages.
• The system shall be ruggedized for outdoor and all-weather use, with minimum IP54 or IP55 ingress protection and compliance with MIL-STD-810G or 810H for environmental durability.
• The system shall have an intuitive and user-friendly interface that requires minimal training for basic operation.
2. Aerial Vehicle Performance
• The drone shall be capable of reaching and maintaining stable flight at altitudes between 150 to 200 feet Above
Ground Level (AGL).
• The platform shall operate reliably in sustained winds of up to 25 mph, with tolerance for gusts up to 45 mph.
• The navigation system shall include GPS capability and should offer redundant or alternative positioning methods for environments where GPS is unavailable or degraded.
• The airframe shall be constructed from lightweight, durable materials, including but not limited to Carbon Fiber
Composites, Kevlar, Fiberglass, or Aluminum.
3. Imaging and Surveillance Payload
• The system shall include a thermal infrared (IR) camera with a minimum resolution of 1280×1024 pixels.
• The system shall include a zoom-capable electro-optical (EO) camera with a minimum 2K resolution and optical or digital zoom of at least 30x.
• The imaging package shall include a multi-axis gyro-stabilization system and support automated motion detection and subject tracking.
• The payload shall incorporate an integrated laser rangefinder with motion tracking capabilities.
4. Ground Control Station
• The system shall be operated via a ruggedized tablet or laptop with a high-brightness, sunlight-readable display for use in outdoor conditions.
• The control interface shall support manual and automated operation, including real-time telemetry, system health monitoring, and live imaging feedback.
• Ground control hardware shall be packaged for easy transport and field use, with all necessary power and connectivity components included.
5. Connectivity and Data Management
• The drone system shall provide secure data transmission over the tether, enabling encrypted or interference-resistant delivery of video, sensor, and telemetry data to the ground station.
2 | P a g e
• Wireless data transmission (if included) must be secure and compliant with applicable federal or DoD cybersecurity guidelines.
6. Transport and Field Use
• Each system shall be delivered in a durable, shock-resistant transport case, such as a Pelican-style case, with custom inserts for drones, sensors, control hardware, and support equipment.
• The total transportable kit shall be field-portable and manageable by a two-person team.
7. Support and Training
• The system shall be covered by a minimum one (1) year warranty on all parts and components.
• Offerors shall provide an optional extended warranty and maintenance package for up to five (5) years.
• The vendor shall provide on-site training for up to four (4) users per system, including setup, operation, emergency procedures, and basic maintenance.
