1.0 GENERAL
The purpose of this acquisition is to acquire hardware to support an existing Surveillance System for selected Basic Military Training (BMT) facilities at JBSA-Lackland, TX. This system is intended to provide training personnel with an important tool in the protection, determent, and prosecution of Military Training Instructor (MTI) and trainee misconduct.
1.1 Scope and Background
1.1.1 Scope. This Statement of Work defines the requirements for the contractor to deliver 3 sets of NetApp E-5760 Storage Array Hardware, including physical installation, system integration and data migration from the existing devices being replaced. The scope of this effort includes all activity and work required to deliver/install/integrate and test the required Storage Array Hardware. This includes, but is not limited to: contractor management; system design; purchase of Commercial Off-the-Shelf (COTS) equipment, ancillary equipment and necessary supporting infrastructure; installation of all contractor provided equipment and infrastructure; contractor verification testing; and contractor support of Government testing.
1.1.2 Background. The BMT CCTV system employs nine sets of NetApp storage arrays to maintain the required archiving of security video recordings. Three sets of the current in-service arrays are reaching End of Service Life (EOSL) in January 2021. In order to prevent interoperability issues between dissimilar hardware, the need for NetApp brand hardware is a requirement. The NetApp equipment continuous operation is vital to the daily operations of the BMT CCTV system. Failure of the system will result in the loss of video data archiving and rendering the system inoperable. Data currently archived on the hardware reaching EOSL will be migrated to the new hardware after installation. The specific NetApp E-5760 Storage Array Hardware requested listed in paragraph 2.2 will be used in conjunction with the AETC/CC directed Basic Military Training (BMT) Closed Circuit Television (CCTV) system to comply with permanent archiving of security video recordings for deterrence.
2.0 GENERAL REQUIREMENTS
Full and complete delivery of the 3 sets of NetApp E-5760 Storage Array Hardware, including onsite implementation, integration, and data migration. Paragraph 2.2 includes a listing of the specific items in this statement of work.
2.1 Delivery Destination
All hardware from paragraph 2.2 will be delivered to building 6420, 1618 Truemper, Suite 112, JBSA- Lackland, TX 78236. The POCs for the delivery driver will be Mr. Robert Dietrich and Mr. Kevin McGaughey. They can be reached at 210-671-2048 or at 737trss.cctv.it@us.af.mil.

2.3 Hours of Operation
The contractor shall have access to the delivery site from 0630 – 1600 Monday through Friday (excluding weekends (Saturday and Sunday) and federal holidays). If the delivery and assembly process should take more than one day of work, the contractor shall report to the site 737 TRSS CCTV office located in building 6420, 1618 Truemper, Suite 112, each day prior to the start of any work and at the end of each day prior to departing to discuss progress. Installation of the assembled equipment will take place in the 502 CS Data Center, building 1052. The contractor shall have escorted access to the installation site from 0800 - 1500 Monday through Friday (excluding weekends (Saturday and Sunday) and federal holidays). Any unfinished installation must be cleaned, secured, and locked down for egress of building 1052 by contractor personnel by 1500 of each day.
3.0 APPLICABLE DOCUMENTS
3.1 General
The following documents are applicable to this SOW to the extent specified herein. While every effort has been made to ensure the completeness of this list, the contractor shall meet all specified requirements in this SOW and the specification whether or not they are listed in this section. Where not specifically cited below, the contractor is responsible for compliance with applicable federal, state, local and base codes, regulations and laws, as well as applicable base and industry architectural and construction standards during performance of orders.

3.2.3 Order of Precedence. In the event of a conflict between this document and the references cited herein, the more stringent requirement shall take precedence, unless directed otherwise by the contracting officer. Nothing in this SOW, however, supersedes applicable federal, state and local codes and regulations unless a specific exemption has been obtained.
4.0 SUMMARY REQUIREMENTS
The contractor shall design, acquire, install, integrate, test, and deliver upgrades to the existing surveillance system that meets requirements of this SOW, JBSA-Lackland BMT Specification, and National Electric Code (NEC). The contractor shall manage the effort to ensure delivery of a system that meets specified requirements. The contractor shall also provide ancillary equipment, materials and/or supplies needed for the installation. The contractor shall conduct verification testing of the system and subsystems, in coordination with Government acceptance testing.
4.1 System Requirements
The contractor shall procure all equipment, software, material and incidentals required to implement the design to meet the requirements of this contract.
4.1.1 Surveillance System
4.1.1.1 Surveillance System Infrastructure. The contractor shall deliver, install, integrate, and test 3 sets of NetApp E-5760 Storage Array Hardware to replace 3 of the 9 current sets that will be reaching their End of Service Life (EOSL) in January 2021, to satisfy the requirements of this SOW and the JBSA- Lackland BMT Specification for protection from and prosecution of personnel misconduct. The installation shall take place in designated server racks located in building 1052, IAW security compliance requirements specified in paragraph 4.2.1 of this SOW.
4.2 System Installation and Integration
During installation and test, the contractor shall provide an on-site supervisor to act as the single point of contact to the Government PO. The on-site supervisor shall have the authority to manage all on-site staff and subcontractors performing work under this contract. As the contractor’s representative on site, this individual shall have the responsibility and authority to interface directly with the Government to provide status and resolve issues.
The contractor shall leave existing subsystems that are not planned to be incorporated or integrated into the new system intact to the greatest extent possible. Any non-integrated subsystem or portion thereof removed from the System to facilitate the application of new equipment shall be turned over to the 737 TRSS CCTV office.

4.2.1 Security & Escorts. The contractor shall coordinate with the 737 TRG’s subordinate units and installation Security Forces and to ensure compliance with base security requirements; installation and restricted area access; and escort requirements. To this end contractor personnel will be escorted by 737 TRSS personnel at all times whether inside or in the vicinity of Building 1052.
4.2.2 Base Authorizations/Permits. Prior to beginning installation, the contractor shall obtain all requisite on base authorizations/permits necessary to perform system installation.
4.2.3 Other Installation Tasks. In addition, the contractor shall:
a. Obtain all necessary certifications and comply with all safety requirements.
b. Obtain all requisite manufacturer/vendor certifications and/or training, as required, for the installation/repair of their equipment and technologies.
c. Be responsible for the repairs and associated costs for repairs of any damage by the installation work/contractor.
d. Perform initial configuration of the equipment and subsystems necessary to assure its proper operation. Data entry shall be limited to that required to support test and acceptance of the installed equipment and systems.
e. The Contractor shall keep the work area, including storage areas, free from accumulations of waste materials. Before completing the work, the Contractor shall remove from the work and premises any rubbish, tools, scaffolding, equipment, and materials that are not the property of the Government. This shall include the contractor’s mobilization area. Upon completing the work, the Contractor shall leave the work area in a clean, neat, and orderly condition satisfactory to the Contracting Officer.
f. In the event of damage to contractor property while on an AF installation, the contractor shall immediately notify the JBSA-Lackland Security Forces Law Enforcement Desk of the incident and complete requisite incident report(s) to permit Security Forces to report and conduct an investigation into the cause. The contractor shall also expeditiously notify the Government PM when the incident occurs and affirm that the required notification to the base Law Enforcement Desk has been completed.
4.2.4 Site Support. Using contractor provided installation spares and parts, the contractor shall maintain the installed systems equipment and contractor provided infrastructure during Government Acceptance Test, follow-on regression testing, and system turnover. For contractor provided equipment and infrastructure, the contractor shall ensure that system equipment/components and infrastructure are restored to operation as quickly as possible but within a maximum of 24 hours of failure. For previously installed equipment the contractor shall restore the system to operation within 24 hours of failure to preclude impact/delay to Government testing and systems turnover. The contractor shall notify the Government of any equipment failure which will require more than 24 hours to restore the equipment to operation. The contractor shall turn over unused installation spares to the Government upon project completion.
4.2.5 Equipment Disposition. The contractor shall transport all components/equipment and excess serviceable or unserviceable equipment to a central location to be determined by the 737 TRSS CCTV office representatives. This central location will serve as a “holding area” for excess serviceable and unserviceable equipment. The contractor shall position the serviceable from the non-serviceable equipment neatly in the “holding area” separated by system nomenclature and model to enable easy identification and access for follow-on disposition.

4.3 Functional Test & Evaluation
Functional test and evaluation completes the installation and integration effort by thoroughly testing installed equipment and verifying that all documentation is in place for the acceptance of the installed equipment by the Government.
4.3.1 Contractor Verification Test (CVT). Upon completion of the delivery, onsite implementation, and data migration, the 3 sets of NetApp E-5760 Storage Array Hardware shall be subject to a final acceptance test performed by the contractor and the 737 TRSS CCTV Office POCs.
4.4 System Engineering and Program Management
4.4.1 Program Management. The contractor shall use and maintain sound and disciplined integrated program management procedures and processes to plan, organize staff, control and manage the effort and assess and report status toward achieving contract requirements.
4.4.1.1 Risk Management. The contractor shall utilize its risk management procedures, techniques, controls, and metrics to provide for the early identification of program risks; quantify risks in terms of cost, performance, and schedule impact; and to implement mitigations to the identified risks.
4.4.1.2 Supply Chain Risk Management. The contractor shall implement a supply chain risk management (SCRM) program and integrate SCRM with the contractor’s overall risk management process to ensure that the delivered system, equipment, components, software, maintenance equipment, and supplies (e.g., spares and repair parts) do not incorporate counterfeit parts, malicious code, or any other elements that would allow adversaries to gain unauthorized access to data and critical program information, alter data, interrupt communications, or otherwise disrupt operations. The contractor shall ensure their SCRM program complies with the tenets of AFPAM 63-113, "Program Protection Planning for Life Cycle Management;” SAE Aerospace Standard A5553, “Counterfeit Electronic Parts: Avoidance, Detection, Mitigation, and Disposition”; and National Institute of Standards and Technology (NIST) Special Publication 800-53, Revision 4, “Recommended Security Controls for Federal Information Systems and Organizations, Information Security, SA-12” for protection of equipment. The contractor shall incorporate counterfeit prevention methods to prevent procurement of counterfeit materials, parts, and software especially critical system components such as annunciators and critical program information as well as mechanical piece/parts and electronics components procured to support sustainment of delivered systems and assemblies.
a. The contractor shall purchase all electronic equipment and software from the Original Equipment Manufacturer (OEM) or an Authorized Distributor. If the product is not available from either source, the contractor shall obtain written permission from the PCO to purchase from another identified source. The contractor shall require their sub-contractors and suppliers to purchase from the OEM or Authorized Distributor unless the contractor obtains written permission from the PCO to purchase from another identified source.
b. The contractor shall not use refurbished items to support project requirements or sustainment activity.
c. The contractor shall inspect all material and items prior to installation and use to support sustainment activity to identify and detect counterfeit material/items or other defects that could adversely affect the performance of the components and systems.
d. The contractor shall perform malware checks on all computer equipment and software before it is installed or used to support sustainment activity.

4.5 Warranties & Licenses
4.5.1 Warranties. Notwithstanding anything to the contrary, the full duration of all warranties shall commence at the time of system turnover. The contractor shall track by item and serial number, manage and enforce open warranties on all failed items. The contractor shall provide copies of all warranties for contractor furnished equipment and materials delivered under this contract. After contract completion, at system turnover, the contractor shall pass through/transfer all OEM warranty coverage to the Government.
4.5.2 Licenses. The contractor shall provide all equipment software licenses required to test, operate and maintain the installed system. These operating licenses shall be formally transferred to the Government at systems turnover.
5.0 PROGRAM SECURITY
The equipment delivered and work performed under this contract shall be treated as “sensitive” but “unclassified.” However, any Privacy Act information shall be handled in accordance with existing Federal laws and regulations. The contractor shall implement a security program that safeguards program information in accordance with contractor’s approved internal security processes. The security program shall be consistent with the DoD 5220.22M and the IBDSS/ESE Security Classification Guide.
6.0 ACRONYMS AND DEFINITIONS
The contractor shall also use the acronyms and definitions found in Air Force Instruction 31-101 and ESE SIT-0001 as the common baseline for communicating with the Government.
